Implementing the telegrams of all levels, on the afternoon of November 6, the Hue City Military Command directed agencies and units to focus on proactive measures to respond to storm No. 13 and post-storm floods.
On the afternoon of November 6, the Hue City Military Command sent working groups to the area to inspect, grasp the situation and direct the response to storm No. 13, focusing on inspecting vulnerable areas such as seaports, landslides, and residential areas at risk of being affected by rain and storms.
Through inspection, the leaders of Hue City Military Command requested agencies, units, Defense Commands of areas, Border Guard Stations, Military Commands of communes and wards to strictly implement the telegrams of the Prime Minister, the Ministry of National Defense and Hue City on responding to storm No. 13, continue to grasp the situation and developments of the storm, absolutely not be passive and surprised; coordinate to review all areas at risk of erosion, landslides, and deep flooding to advise local authorities to mobilize forces and means to evacuate people living there to safety.

In addition, the Hue City Military Command requires agencies and units to maintain strict combat readiness, rescue, and promptly develop scenarios and plans, and deploy responses according to the "four on-the-spot" motto; organize and deploy inspections of barracks and warehouses, and carry out reinforcement to ensure safety in all aspects. Along with that, best prepare forces, vehicles, facilities, food, reserves and other essential equipment to be ready to perform tasks well when required.
Hue City Military Command mobilized 5,933 officers and soldiers of the regular army, militia and self-defense force, 4 ships, 54 boats, 3 BTR-152 vehicles, 6 Kamaz vehicles, 10 command vehicles and 30 cars; 5 decoy wire shooting devices, more than 100 tents, 2,000 round buoys, 2,000 fire jackets, 120 life rafts, and many other equipment, ready to deploy rescue work, rescue and support for areas heavily affected by storm No. 13 and floods.
