Chairman of Dong Thap province requested to promote the 'locomotive' role of 5 central wards

(Chinhphu.vn) - On November 6, Chairman of Dong Thap Provincial People's Committee Tran Tri Quang had a working session and inspected the organization and operation of the 2-level local government model, as well as the progress of implementing the socio-economic development tasks in 2025 in 5 wards: My Tho, Dao Thanh, My Phong, Thoi Son and Trung An.

Accelerating the implementation of socio -economic development tasks by 2025

At the meeting, ward leaders said that the two-level government model has initially operated smoothly, with increased effectiveness and efficiency. The socio-economy has continued to change positively, and political security and social order and safety have been maintained.

However, many difficulties still exist: the information technology infrastructure is not yet synchronized, people are still limited in submitting documents online, the rate of non-cash payments is still low, while the lack of specialized information technology human resources affects the progress of digital transformation. In addition, the workload decentralized to the ward is very large, but the level of civil servants is not uniform, making the processing efficiency not high.

The wards recommended that the province soon issue specific instructions on decentralization, authorization, organization of training, fostering of management skills, reasonable allocation of financial and information technology resources, and especially additional personnel in the fields of land and digital transformation.

'Point out bottlenecks, find breakthrough solutions'

Opening the discussion, Chairman of Dong Thap Provincial People's Committee Tran Tri Quang asked delegates to frankly point out the "bottlenecks" that are hindering the development of high-end trade and services, eco -tourism , as well as shortcomings in managing urban order, traditional markets, food safety and budget collection.

He asked: "What are the difficulties in budget collection and how sustainable is it? What are the breakthrough solutions to improve the investment environment, attract businesses, especially develop the night-time economy and digital economy to create new growth momentum?"

At the same time, the Chairman of Dong Thap province also requested to clarify bottlenecks in agricultural restructuring, value sharing for typical products such as ornamental flowers, fruit trees, and limitations in production and consumption of local key products.

Referring to public investment and urban infrastructure, Mr. Tran Tri Quang emphasized that the progress of public investment disbursement is a "measure of management capacity", especially for traffic connection and urban improvement projects. "Is the problem in the mechanism or in the implementation organization?", he raised the question.

Perfecting the two-level government model, taking efficiency as the measure

Regarding the operation of the two-level government model, the Chairman of the People's Committee of Dong Thap province affirmed that this is an extremely important inspection task, a premise for perfecting the institution and improving management efficiency. He raised a series of key questions: "Is the new organizational model really streamlined and effective? Does decentralization and delegation promote the autonomy and self-responsibility of the ward? How is the responsibility of the head enhanced?".

According to him, the wards need to continue reviewing the working regulations and coordination processes between departments so that the apparatus operates smoothly, without overlap or omission of tasks. The role of the leader must be promoted, especially in managing, solving work and taking responsibility for results.

Regarding difficulties in staffing and shortage of professional civil servants, he requested localities to have specific reports and proposals for the province to consider and resolve.

Chairman of Dong Thap Provincial People's Committee Tran Tri Quang emphasized that digital transformation must be associated with serving people and businesses, not formalities. He asked wards to share experiences in implementing the models of "Community Digital Technology Team", "Digital Education for the People", increasing the rate of using online public services, and improving digital transformation in trade and services.

"Taking people and businesses' satisfaction as a measure of administrative reform effectiveness," affirmed the Chairman of Dong Thap Provincial People's Committee.

He requested to promote digitalization of records, simplify procedures, shorten processing time at the Public Administration Service Center, and at the same time invest in completing information technology infrastructure to improve service capacity.

Regarding public asset management, he requested to urgently complete documents and plans to handle surplus public headquarters and land after the merger, to avoid wasting state resources.

In his speech, the Chairman of Dong Thap Provincial People's Committee acknowledged and commended the proactive and creative spirit of the Party Committee, government and people of the 5 wards in the first 4 months of operating the 2-level government model. The local economy developed in the right direction, many cultural and social indicators reached and exceeded the plan, national defense and security were maintained.

"These wards are not just individual administrative units but also urban clusters with strategic locations, political - economic - cultural centers of the province, and important trading gateways. The development of this cluster will lead and spread to the whole region," Mr. Tran Tri Quang emphasized.

However, he also pointed out shortcomings, such as the development speed not being commensurate with the potential, inadequacies in urban management, site clearance and initial confusion when operating the new model.

4 key task groups for the coming period

Chairman of Dong Thap Provincial People's Committee Tran Tri Quang requested wards to focus on implementing four key groups of tasks to promote the "locomotive" role of the central area.

That is, it is necessary to identify building and rectifying the Party and the political system as a key task of decisive significance. Ward Party Committees must improve the leadership capacity and fighting strength of grassroots Party organizations and Party members, and act as the political nucleus for comprehensive leadership.

Cadres and Party members need to clearly understand their roles and responsibilities in the new period, strengthen self-criticism, inspection, supervision and maintain Party discipline and order.

Regarding building a team of professional staff with knowledge of urban areas and digital transformation, wards need to focus on training and fostering staff in urban management, digital economy, and digital transformation.

"There must be a mechanism to attract, retain and promote talented people, considering this a decisive factor for the success of the two-level government model," the Chairman of the People's Committee of Dong Thap province stated.

Regarding socio-economic development and ensuring national defense and security, Mr. Tran Tri Quang requested localities to promote growth on the basis of trade, high-end services, tourism and urban agriculture, strongly improve the investment environment, and attract high-quality projects.

"Disbursement of public investment capital is the top political task. The Chairman of the Ward People's Committee must directly direct and remove each bottleneck, especially in site clearance work," Mr. Tran Tri Quang requested.

Referring to strengthening supervision, criticism and listening to people, the Chairman of Dong Thap Provincial People's Committee proposed promoting the role of the Fatherland Front and socio-political organizations in supervision and criticism, while at the same time dialogue, listening and promptly resolving people's petitions to strengthen the great national unity bloc.

Concluding the working session, Mr. Tran Tri Quang requested that the provincial departments and branches seriously accept and coordinate to remove difficulties for the locality, not to push or avoid.

Issues beyond authority must be promptly reported to the Provincial People's Committee for consideration and decision.

On the part of the wards, he suggested proactively following up and closely coordinating with departments and branches to thoroughly handle the recommendations, and at the same time seriously implementing the conclusions of the working session.
