The Vietnam Road Administration (Ministry of Construction) issued Official Dispatch No. 26/CD-CDBVN on focusing on quickly overcoming the consequences of floods in the Central region and proactively preventing, avoiding, and responding to storm No. 13 (storm KALMAEGI).

According to the telegram, the Road Management Zones II and III, the Department of Construction of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa together with investors, BOT project enterprises, Vietnam Expressway Corporation (VEC) urgently organize inspections and assessments of the technical status and quality of bridges and other river crossings. Especially large bridges, weak bridges, bridges heavily affected by flash floods on rivers and streams. When there is a high risk of bridge collapse, the bridge must be promptly closed and traffic must be diverted appropriately.

The Vietnam Road Administration requests that Road Management Areas, Departments of Construction, investors, and BOT project enterprises closely monitor weather developments; proactively deploy plans to ensure traffic flow, and take measures to protect road works, bridges, culverts, warehouses, vehicles, and construction machinery to limit damage caused by natural disasters.

Units must concentrate their forces and resolutely overcome the consequences, damage, and deterioration of road works (damaged road surfaces, landslides, etc.) affecting traffic safety and traffic organization on roads, especially highways, National Highway 1, Ho Chi Minh Road, roads with high traffic volume, and roads that are cut off, affecting rescue and relief work and people's lives.

At the same time, arrange guards at prohibited and temporarily suspended locations to ensure safety for people and vehicles participating in traffic (locations where roads have collapsed, water is deep, water flows at high speeds, landslides block roads, damaged bridges and locations of damaged road infrastructure that do not ensure safety for exploitation and use); arrange adequate personnel to guard and provide safety equipment when overcoming the consequences of natural disasters.

In case of ships, boats or drifting objects, at risk of colliding with bridge structures, the Road Management Areas and the Department of Construction shall promptly contact the units under the Vietnam Maritime and Inland Waterways Administration to handle and report so that the Vietnam Road Administration can coordinate with the Vietnam Maritime and Inland Waterways Administration to support the implementation of the above.

In addition, units proactively prepare bridge girders, buoys, machinery, equipment, vehicles, and human resources to ensure traffic when incidents occur; maintain forces and vehicles ready to participate in rescue operations to ensure traffic safety in order to minimize damage.

For major landslides causing traffic jams, leaders of the Road Management Area and the Department of Construction must be immediately dispatched to the scene; a remote traffic diversion plan must be immediately deployed and proactively coordinated with traffic police and local authorities when diverting traffic; at the same time, promptly fix the problem, mobilize maximum machinery, equipment and human resources available in the area to ensure traffic clearance in the fastest time.

In addition, units must have plans to move equipment, machinery, and assets to suitable locations to avoid flooding, especially in low-lying, sunken locations with high risk of flooding - the Vietnam Road Administration requested.

Project Management Boards 4 and 5 need to proactively overcome the consequences of natural disasters and ensure smooth traffic, safety for people, construction equipment and unfinished construction items.

In particular, there must be a plan to prevent the harmful effects of natural disasters to ensure the safety of the completed construction volume, ensure traffic safety and safety for auxiliary works, construction equipment, material warehouses, workshops, and living quarters for staff and workers. Workshops and material warehouses must be located in high places, not flooded and must be tied down to avoid collapse during prolonged heavy rains.

In addition to proactively overcoming the consequences of floods and ensuring safety for people and vehicles traveling on national highways and expressways, units continue to focus on checking and reviewing areas at risk of flooding, landslides, and flash floods to have plans to handle and divert traffic from afar.

At the same time, arrange forces to guard and direct traffic at locations that are deeply flooded and have strong currents, especially through tunnels, spillways, ferry terminals, and pontoon bridges; assign people to guard, set up buoys, barriers, and signals at locations where roads are deeply flooded, overflowing tunnels, broken roads, landslides, etc.; resolutely not allow people and vehicles to pass when there is still a risk of not ensuring safety.

Road Management Areas II and III are proactive and ready to support and coordinate with the Department of Construction of localities with national highways that are currently experiencing traffic congestion to urgently resolve and ensure the fastest route clearance, especially on main traffic axes and routes serving rescue and relief work.

At the same time, coordinate with the local Steering Committee for Natural Disaster Prevention and Search and Rescue to organize rescue forces to ensure traffic; regularly monitor closely the weather and implement the on-duty regime according to regulations, promptly report to the Steering Committee for Natural Disaster Prevention and Search and Rescue of the Vietnam Road Administration at phone number 1900.54.55.70 - extension 3.

Storm No. 13 (KAMAEGI) is forecast to be very strong, and will continue to strengthen after entering the East Sea, with a wide range of strong winds.
