
Strategic opportunities of Danang
According to Mr. Pham Hong Quat, Director of the Department of Startups and Technology Enterprises ( Ministry of Science and Technology ), Decree No. 264/2025/ND-CP is a strategic opportunity for Da Nang to affirm its determination to invest in innovative startups, especially in pioneering fields such as deep technology, new technology, green growth and sustainable development.
The Decree provides an effective tool, allowing the city to effectively mobilize resources from domestic and international corporations, investment funds and investors. The fund's operating model is built according to the Enterprise Law, ensuring dynamism and operation according to market principles.
This will be an important foundation for the city to work together with incubators and businesses to promote market development, investment growth and GDP based on innovation and technology.
Ms. Huynh Thi Cam Huong, representative of FUNDGO Innovative Startup Investment Fund, assessed that Decree No. 264/2025/ND-CP is a turning point for the national and local innovative startup ecosystem.
If the venture capital fund was previously mentioned as a knowledge platform and financial plan, with Decree No. 264, the fund has become a "tool" for development. FUNDGO is very willing to accompany the city government to support the development of the innovative startup ecosystem.
Decree No. 246/2025/ND-CP opens up a new mechanism, helping local funds become more flexible and have a clear legal framework to deeply and effectively support the local creative startup ecosystem.

Remove barriers to create breakthroughs
Director Pham Hong Quat also emphasized that "opportunities come with challenges" and "challenges always open up opportunities". The biggest challenge now lies in fund management and operation, which is not the strength of the state sector.
To solve this problem, Decree No. 264/2025/ND-CP allows funds to hire professional consulting and management units.
This mechanism aims to ensure the principle of an open and transparent market, while clearly defining: The State is only an investor participating with other investors.
“Hopefully, the combination of Decree No. 264/2025/ND-CP with specific resolutions and policies for Da Nang will create a good enough leverage and legal corridor to strongly attract domestic and international investors, incubators and technology talents to the city,” Mr. Quat expressed.

On the side of the startup support unit, Mr. Pham Duc Linh, Permanent Vice President of Da Nang Business Incubator (DNES), said that investment funds need to refer to and apply the international venture capital fund model in accepting high risks. DNES once encountered difficulties when the regulations on State capital management were not suitable for the risky nature of venture capital.
Mr. Linh also proposed that the support of investment funds is not only a source of capital but also accompanies non-financial resources, especially domestic and international network connections, taking advantage of the position of the State Venture Capital Fund to help startups reach out globally.
The fund also needs to help startups understand how to use investment capital effectively and connect the necessary resources to maximize performance.
Deputy Director of the Center for Supporting Innovative Startups of Da Nang City, Vo Duc Anh, said that the City People's Committee is considering assigning a focal point to promote the procedures for establishing a Da Nang Venture Investment Fund.
As a focal point for supporting the ecosystem, the Center will focus on preparing core resources to provide to the fund.
The Center currently has a network of more than 25 investment funds and continues to expand to connect with more than 100 investment funds in the near future. Thereby, looking for potential partners to co-invest with the City's Venture Capital Fund.
The Center will be an abundant source of start-up projects, good “seeds” that create a solid investment portfolio for the Fund. This activity will strengthen the city’s brand, create trust and prestige to help projects reach out internationally. In addition, the Center is also actively advising the city to amend specific mechanisms to create stronger motivation.
We propose to amend the policy of granting startup visas to technology talents and investors when they come to Da Nang; expand the controlled testing mechanism (sandbox) throughout the city, instead of limiting it to a few locations. The Center also recommends not limiting the platform and space for testing solutions in cyberspace, in order to create the best environment for technology projects to be piloted and implemented in practice.
