Hue people are proactive and resilient in the face of floodwaters still surrounding them.

Although floodwaters have receded significantly after many days of heavy rain, as of November 5, people in some low-lying areas of Hue city still have to struggle with floodwaters that have lasted for the past 10 days. In the midst of hardship, their proactive and resilient spirit continues to be promoted, overcoming natural disasters with the support of the government and society.

Water recedes slowly, tens of thousands of houses are still deeply flooded

Although the water had receded, by the morning of November 5, about 80% of Hoa Chau ward was still flooded; many roads were flooded deeply, up to 1.2m in some places. About 50% of the inter-residential and inter-hamlet roads in the ward were also flooded 0.5-1.5m; the rest were flooded from 0.2-0.5m.

Nearly 5,360/9,743 houses in Hoa Chau ward were flooded; of which, about 30% of the houses were flooded from 0.5-1m deep. To ensure the safety of the people, the local authorities evacuated 127 households with 214 people and 20 people living in rented rooms in Trieu Son Dong residential group to a safe place.

According to Chairman of the People's Committee of Hoa Chau Ward Phan Trong Nghia, the ward has mobilized local forces, responded quickly with about 240 people to be ready to promptly rescue the people. Fortunately, there were no tragic accidents in the ward, but only damage to traffic infrastructure and production. The ward is also actively directing agencies, organizations, schools and people to quickly overcome the consequences of natural disasters, ensuring the living environment and public health.

Not only Hoa Chau, Duong No ward is also one of the "hot spots" of the recent floods. The peak of the flood from October 25 to November 3 caused 19/19 residential groups and Provincial Road 2 in the ward to be flooded. Some places were flooded 0.4-1.5m deep such as Hai Thanh, Quy Lai, Mau Tai residential groups... Although the water level on the rivers has decreased, the people of 100 households in Hai Thanh residential group are still struggling with floodwaters for the past 10 days. Life has been disrupted, flood after flood, people have not had time to clean up when the water rises again.

Cut off by the raging floods, many single-parent and elderly households were unable to survive the successive floods. As a result, food and necessities gradually ran out. However, in times of trouble, they received lifebuoys from the care of their neighbors and support from the government and volunteer groups.

Throughout the low-lying areas of Hue city, there are volunteer groups from Ho Chi Minh City, Nghe An, Quang Tri, Ha Tinh... They try to be present, approach remote, low-lying areas, regardless of day or night to rescue people. The spirit of solidarity and mutual love has given strength to households to continue to endure the natural disaster until now and wait for the day the water recedes.

According to the Hue City Civil Defense Steering Committee, the rain is showing signs of decreasing but the entire city still has more than 10,500 flooded houses in 15/40 wards and communes, with the water depth ranging from 0.3-0.5m, some places are higher, mainly concentrated in key areas such as Hoa Chau, Quang Dien, Phong Dinh, Thanh Thuy, Phu Ho. Rescue forces, militia, and youth union members are still on duty, ready to respond. In addition, the forces also coordinate to clean up and disinfect areas where water has receded to ensure disease outbreak prevention after the flood.

Proactive adaptation

Hue is one of the central localities that is often heavily affected by natural disasters. However, in such difficulties, the people here are more resilient and hard-working, showing a strong will to overcome all adversities. They are very familiar with floods and have learned a lot of experience to "live with floods".

Hue residents are ready to coordinate with local authorities to evacuate when there is news of a storm or flood. Those who stay behind stock up on food, flashlights, candles and other necessities to proactively respond. For them, their houses may not be large, but they prioritize building high foundations and solid foundations. In the "flood-prone" villages and hamlets, some households are also equipped and proficient in rowing boats to travel or help neighbors when roads, rice fields or canals are submerged in the yellowish color of floodwater.

Mr. Ngo Van Quoc's family in Thu Le Nam village, Quang Dien commune is not well off. His house is simple, only about 20 square meters wide with uncemented walls, but it is still built high and covered with planks to have a small mezzanine. Mr. Quoc said that every time the water rises, everyone moves important belongings up and takes shelter in the attic. The children in the house are also sent to families with high-rise buildings. Thanks to that, the whole family has been safe for more than a week.

The proactive spirit is also clearly shown in the quick response of residential groups, villages and commune and city authorities. Whenever there is a report of heavy rain, the grassroots cadres are promptly present in vulnerable areas to support the elderly, children and the vulnerable to get to safety. The loudspeaker system of the ward and commune operates continuously to update the weather situation for the people.

In the past few days, 560 rescue cases have been connected to the Chairman of the People's Committee of 40 communes and wards through the 19001075 network and 137 cases through the SOS function on the Hue-S application. After receiving them, localities have had plans to approach and support emergency cases such as: critically ill patients, pregnant women about to give birth, sick children needing to be transferred to the hospital... In addition, many cases needing support with necessities have also been supported early. The success rate of support reached 100%.

The Hue Smart City Monitoring and Operation Center (HueIOC) has posted 165 articles on the flood situation and recorded millions of views, access, interest and interactions. The Hue-S application platform also recorded more than 15 thousand visits from people.

The proactive awareness and companionship of the government and society are the greatest "spiritual support" for people in flood-affected areas in difficult times. That solidarity and mutual love have helped many low-lying areas in Hue city overcome fierce natural disasters without panic or pessimism. Because, in the midst of the raging water, they know that out there, there are always open hands ready to help them.

The bravery and perseverance of Hue people is like a strong "shield" that helps them not only to cope with but also to live in harmony with the harsh nature. Immediately after the water recedes, tens of thousands of households still flooded today will urgently clean up and overcome the damage to soon return to their daily lives.
