Ha Tinh strives to become the energy center of the North Central region by 2030

Implementing Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, the Provincial Party Standing Committee has developed an action program in accordance with the actual conditions of the province; prioritizing the development of clean, sustainable energy, associated with protecting the ecological environment, ensuring national defense and security. At the same time, promoting the province's potential and advantages in wind energy, solar energy, small hydropower, waste-to-energy; seaport system and Vung Ang Economic Zone serving the import and transit of coal, LNG electricity...

At the end of July 2025, Unit 1 of Vung Ang II Thermal Power Plant officially connected to the commercial grid, adding a sustainable power source to Ha Tinh .

Specific targets by 2030

Ha Tinh strives to ensure adequate and stable energy supply for socio -economic development, national defense - security and people's lives in the province.

Forming and developing Ha Tinh into the energy center of the North Central region, in which Vung Ang Economic Zone is the nucleus of LNG gas transit and developing the electricity - metallurgy - chemical - LNG gas industrial cluster.

Complete and put into operation key energy projects such as large-scale gas storage centers, LNG power, wind power, and solar power; 220-500kV transmission grid projects; form an industrial - energy center in Vung Ang.

Increase the proportion of renewable energy and new energy (wind power, solar power, biomass, waste-to-energy, hydropower, etc.) in the province's power source structure in accordance with the adjusted Power Plan VIII, ensuring consistency with the province's development space.

Developing a synchronous and modern power grid infrastructure, effectively connecting with the national grid and the East-West economic corridor.

Perfecting provincial-level mechanisms and policies to encourage investment in renewable energy and promote the use of energy economically and efficiently.

Initially forming a team of high-quality human resources, gradually applying digital technology and artificial intelligence in managing and operating energy systems.

Affirming Ha Tinh's position as a major energy, fuel transit and energy logistics service center of the country and the region.

Make clean energy, renewable energy, and new energy account for the majority of the energy structure; gradually reduce fossil energy sources.

Complete a modern, smart energy infrastructure system, apply advanced digital technology, operate safely, stably and efficiently.

Significant contribution to the national carbon neutrality target by 2050, ensuring sustainable development.

Forming an industry for manufacturing equipment, energy engineering services, building a green energy ecosystem, and a circular economy.

Improve people's lives, ensure a clean environment, and harmoniously develop economy - society - environment - national defense and security.

7 groups of solutions

Strengthen the leadership and direction of Party committees and organizations at all levels, government management, and the participation of the entire political system and the people in ensuring energy security; organize the study, dissemination, and dissemination of the contents of Resolution No. 70-NQ/TW to cadres, Party members, the business community, and the people; clearly define the responsibilities of leaders at all levels and sectors in the implementation; include the implementation results of the Resolution in the annual assessment and classification criteria.

Perfecting mechanisms and policies to become competitive advantages, solid foundations, and strong driving forces to promote energy development; reviewing and supplementing support mechanisms for the development of renewable energy and new energy (wind power, solar power, biomass, waste-to-energy, green hydrogen, green ammonia, etc.); developing policies to prioritize land allocation, infrastructure, and procedures for energy, industrial, and energy service projects; encouraging economic sectors to participate in investment, operation, and management of energy systems under the PPP method, and attracting FDI. Developing auction and bidding mechanisms for renewable energy projects according to the Central Government's direction; researching green credit mechanisms, tax incentives, and risk sharing for investors. Proactively proposing that the Central Government issue specific mechanisms and policies to develop Ha Tinh into an energy center of the North Central region (if any).

Synchronously develop the energy infrastructure system; accelerate the progress of key power source and transmission grid projects approved in the adjusted Power Plan VIII; prioritize the development of smart grids, distributed grids, and investment in large-scale power storage systems; invest in coal port warehouses in Vung Ang Economic Zone; develop LNG gas infrastructure and an industrial - energy center in Vung Ang with a configuration including: energy (gas electricity, renewable energy, green hydrogen, green ammonia, etc.), industry (chemicals, industrial gas, CCUS, etc.), logistics services and technical logistics; strengthen the connection of the province's energy system with the national energy infrastructure and the North Central region, ensuring the connection and consistency between the Ha Tinh Provincial Planning and the adjusted Power Plan VIII.

Promote green and sustainable energy transition; encourage households and production and business establishments to install rooftop solar power, electricity storage systems and self-production - self-consumption models; support businesses to convert to energy-saving technology, reduce greenhouse gas emissions, gradually eliminate establishments using outdated technology; implement a roadmap to gradually reduce coal-fired thermal power projects, gradually increase the proportion of renewable energy and new energy.

Protect the environment and adapt to climate change. Strictly implement the Law on Environmental Protection and Vietnam's international commitments in the energy sector; strictly control the environmental impact of energy projects, especially gas, coal and wind power; strictly control emission and wastewater standards; develop a "circular energy" model associated with the treatment of domestic and industrial waste. Strengthen the link between energy development and the protection of forest, marine resources and natural ecosystems. Develop and implement a plan to respond to natural disasters, storms, floods and droughts for the energy system; improve the resilience of energy infrastructure, ensure safety and quick recovery in case of incidents. Develop a circular model of "energy - waste - agriculture", utilize domestic waste and agricultural by-products to produce electricity, biogas and organic fertilizers, contributing to reducing greenhouse gas emissions.

Focus on training and developing high-quality human resources in the energy sector; coordinate with universities, research institutes, and domestic and foreign enterprises to train and transfer technology, creating a foundation for the development of a modern and sustainable energy industry; promote research and application of digital technology, artificial intelligence, and the Internet of Things (IoT) in the management and operation of energy systems; research and establish a Center for research and innovation in renewable energy and new energy in Ha Tinh.

Strengthen inspection, supervision, interim and final review and evaluation of implementation results, promptly commend and reward outstanding collectives and individuals; strictly handle irresponsible collectives and individuals causing delays in implementing energy projects; promptly report and recommend to the Politburo, the Government, central ministries and branches to remove difficulties and obstacles.
