Ensuring national energy security

The Government has just issued Resolution 328/NQ-CP on the Government's Action Program to implement Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045 (the Program).

The Dinh Co Gas Processing Plant is a key scientific and technological project of PV GAS, contributing to ensuring national energy security and the sustainable development of Vietnam's gas industry.

The Program aims to institutionalize and fully implement the viewpoints, objectives, tasks, and solutions set forth in Resolution No. 70-NQ/TW dated August 20, 2025, of the Politburo on ensuring national energy security until 2030, with a vision to 2045 (Resolution No. 70-NQ/TW); to firmly ensure national energy security; to provide sufficient, stable, high-quality energy, reduce emissions for socio-economic development, ensure national defense and security, improve people's lives, and protect the ecological environment.

By 2030, Vietnam aims to achieve several key targets: a total primary energy supply of approximately 150-170 million tons of oil equivalent; total final energy consumption of approximately 120-130 million tons of oil equivalent; an energy saving rate of approximately 8-10% compared to the business-as-usual scenario; and a reduction in greenhouse gas emissions from energy activities of approximately 15-35% compared to the business-as-usual scenario.

The program identifies specific tasks for ministries, sectors, and localities to develop programs and plans for implementation, inspection, supervision, and evaluation of Resolution No. 70-NQ/TW; to improve the legal system to facilitate national energy development in accordance with the spirit of the Resolution; to strengthen supervision of the development and implementation of strategies, plans, and policies for national energy development; and to ensure national energy security to meet the requirements of socio-economic development in the new situation.

In order to achieve the objectives set forth in Resolution No. 70-NQ/TW, in addition to regular tasks, the Government requires ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-administered cities, and enterprises in the energy sector to:

Strengthening the Party's leadership, the State's management, and the participation of the entire political system and the people in ensuring energy security; perfecting institutions and policies to become a competitive advantage, a solid foundation, and a strong driving force for energy development; developing energy supply sources and infrastructure, ensuring robust energy security, and meeting growth requirements;

Promoting energy conservation, environmental protection, and climate change adaptation; flexibly implementing international commitments on emission reduction; establishing governance and risk response measures; focusing on mobilizing all social resources and strongly encouraging private sector participation in energy development; creating breakthroughs in science, technology, innovation, digital transformation, and human resource training in the energy sector; strengthening international cooperation to contribute to the rapid and sustainable development of the energy sector and ensuring national energy security.

To develop energy supply and infrastructure, ensure robust energy security, and meet growth requirements, the Government requires relevant agencies to develop specific scenarios and implementation roadmaps to ensure energy meets economic growth requirements by 2030, with a vision to 2045;

Diversify energy sources; establish mechanisms to prioritize the proactive development of domestic energy, reduce dependence on imports, and prioritize the increased exploitation and efficient use of domestic energy sources;

Implement the construction and establishment of a national energy industry center integrating gas, liquefied natural gas, electricity, refining, petrochemicals, and renewable energy in localities with advantages, in line with policies on exploitation, guaranteed output, and domestic natural gas prices...

According to the Decree: Functional units need to remove obstacles and accelerate the implementation of key energy projects; strengthen strategic energy reserves and energy storage; build the energy sector and develop the energy equipment manufacturing industry; develop modern, smart, sustainable energy infrastructure that effectively connects regionally and internationally...

This resolution also stipulates the need for policies that prioritize the training of high-quality human resources and attract foreign experts and Vietnamese people living abroad to return to work in the fields of nuclear energy, renewable energy, and new energy...
