
On the morning of November 6, the Provincial People's Committee held a meeting to listen to a report on preparations for the groundbreaking ceremony for the construction of a boarding school for primary and secondary levels in Son Kim 1 commune and Huong Khe commune.
Vice Chairwoman of the Provincial People's Committee Nguyen Thi Nguyet chaired the meeting.

Implementing Resolution No. 298/NQ-CP dated September 26, 2025 of the Government on the Action Plan to implement the Notice of Conclusion No. 81-TB/TW of the Politburo on the policy of investing in building schools for border communes, along with the direction of the Prime Minister in Document No. 10194/VPCP-KGVX dated October 21, 2025, authorities at all levels have deployed preparations to simultaneously organize the groundbreaking ceremony for the construction of inter-level primary and secondary boarding schools in border communes nationwide on November 9.
In Ha Tinh - one of 22 provinces with land borders and 7 border communes, the Provincial People's Committee has directed departments, branches and local authorities to complete the survey, make a list and propose investment in 7 school projects in the period of 2025 - 2026, with a total investment of more than 740 billion VND. Of which, 2 projects will start construction in 2025 with a total investment of nearly 300 billion VND, including Son Kim 1 Primary - Secondary Boarding School and Huong Khe Primary - Secondary Boarding School; the remaining 5 projects are expected to be implemented in 2026 with a total investment of more than 440 billion VND, in the communes of Son Kim 2, Son Hong, Vu Quang, Huong Xuan, and Huong Binh.
Up to this point, the Provincial Civil and Infrastructure Construction Investment Project Management Board has completed the infrastructure; closely coordinated with the locality to develop programs to serve the groundbreaking ceremony such as: art programs, promotional reports on the "Border School" program of the Politburo .
On the local government side, local resources (human resources, facilities) have been mobilized to support the investor in organizing the groundbreaking ceremony; cleaning the entire route leading to the groundbreaking ceremony area; arranging people to ensure traffic safety; propagating to people and students about the meaning of the program...

Concluding the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Nguyet highly appreciated the initiative of the investor, the active participation of local authorities and departments, branches and sectors in implementing preparation work, meeting the requirements on progress and quality, ready for the groundbreaking ceremony on November 9.

For the groundbreaking ceremony to be successful, the Vice Chairman of the Provincial People's Committee requested the Provincial Civil and Infrastructure Construction Investment Project Management Board and related units to urgently complete the material and technical facilities on schedule and ensure the quality of the groundbreaking ceremony, especially logistics, security and fire prevention.

"Units must uphold their sense of responsibility, proactively handle arising issues, and ensure the groundbreaking ceremony takes place solemnly, safely, economically, and successfully," emphasized Vice Chairwoman of the Provincial People's Committee Nguyen Thi Nguyet.
On July 18, 2025, the Politburo issued Conclusion Notice No. 81-TB/TW on the policy of building schools for border communes.
Accordingly, the Politburo agreed on the policy of investing in the construction of primary and secondary boarding schools in 248 border communes across the country. In the immediate future, the pilot investment will complete the construction or renovation of 100 schools in 2025 (at the latest by the time of the next school year). These schools will be models for further widespread implementation, completing the investment goal of building 248 schools in the next 2-3 years.
Schools that are invested in construction must ensure technical standards, scale, area of the school and classrooms; have adequate facilities to serve learning, cultural, spiritual, physical training, living conditions and absolute safety.
