The General Secretary affirmed that the Party Central Committee, the Politburo, the Secretariat, and key leaders have truly been a collective of solidarity, unity, exemplary, bravery, intelligence, steadfastness in the Party's viewpoints and guidelines, promptly making correct and appropriate decisions, solving many important issues on socio -economy, national defense, security, foreign affairs, Party building and the political system...

The Party Central Committee, the Politburo , and the Secretariat have led and directed the drastic implementation of the Central Resolutions, especially Resolution 18 on streamlining the political system's organizational apparatus, completed 5 years ahead of schedule, creating a "push" and "turning point" in the implementation and organization of the Party's Resolutions in the new situation...

The Politburo has issued seven strategic resolutions, namely Resolutions 57, 59, 66, 68, 70, 71, and 72. According to the General Secretary, these are especially important premises and political and legal bases for realizing the country's development goals in the new period.

Central Committee members should uphold their sense of responsibility.

The General Secretary pointed out that the leadership and direction of the Party Central Committee, the Politburo, and the Secretariat during the 13th Congress still had some limitations. The shortcomings and weaknesses had objective and subjective causes, but were mainly due to subjective factors.

The leadership methods and measures of some Party committees and Central Committee members in some areas are still limited; not focused, not decisive, not timely; not strongly promoting the role, responsibility, dynamism, creativity, daring to think, daring to do, daring to take responsibility in the leadership, direction and management work of the head.

General Secretary To Lam shared that the brightest and most breakthrough point in implementing Resolution 18 is the organization of two-level local government and the reorganization of administrative boundaries at the provincial and communal levels, creating space, potential and development opportunities for the country in the new era.

The General Secretary requested that local Party committees and authorities at all levels, especially members of the Party Central Committee, pay more attention to the task of supporting and creating conditions for the three-level government model, with special attention to the two levels of local government.

In the coming time, the General Secretary requested the entire political system to continue to care for and create a two-level local government model that operates effectively and efficiently. The General Secretary noted that the authority of the three levels should be divided for each field, overlapping should be eliminated, tasks should not be left vacant; decentralization should be accompanied by control, and a strong shift to post-inspection and internal audits should be organized at the provincial/commune level.

Public finance is allocated based on results and local characteristics. The General Secretary requested early determination of job positions, product contracts, mandatory training in expertise, profession, and data management. Organize a one-stop shop for digital communication, eliminate the "ask - give" mechanism, and increase the responsibility of leaders. Build shared data, connect residents, land, social security, and businesses, and update in real time from the grassroots to the central level.

The General Secretary noted that the consistent principles are "locality decides, locality does, locality is responsible" and "clear people - clear work - clear deadline - clear resources - clear responsibility", "Central government sets an example, locality responds", "serving the people", "results and work products are the highest measure of the level and quality of cadres".

The General Secretary asked the Party Central Committee members to further promote their sense of responsibility to the country and people, focus on leading and directing the good implementation of the work of their units and localities, and ensure the completion of targets.

The situation of natural disasters, storms, floods, inundation and landslides in recent times has been very complicated, seriously affecting people's lives and socio-economic development goals. Storm No. 13 is likely to make landfall in the Central Highlands region today. The General Secretary requested that members of the Party Central Committee return to their localities to focus on directing storm and flood prevention work.
