The Party Central Committee gave opinions on personnel for a number of positions: Vice Chairman (permanent) of the 15th National Assembly and Chief Justice of the Supreme People's Court for the 2021-2026 term for the Politburo to decide on introduction at the 10th session, the 15th National Assembly to elect according to regulations.

According to the Notice of the 14th Central Conference, from November 5-6, in Hanoi, the 13th Party Central Committee held its 14th Conference to discuss and give opinions on the work of the 14th National Party Congress; Party building and the political system; personnel work and a number of other important contents.

Regarding the introduction of personnel to join the Politburo and Secretariat of the 14th tenure (including re-elected personnel and first-time participants), the announcement said that the Party Central Committee discussed thoroughly, gave frank and constructive opinions, created solidarity and unity on the number of Politburo members and Secretariat members of the 14th tenure and selected personnel to introduce to join the Politburo and Secretariat of the 14th tenure (including re-elected personnel and first-time participants).

The Party Central Committee determined that the preparation of personnel for the 14th Politburo and Secretariat is a work of inheritance and continuation of the work of personnel planning, especially important, the core of the core, related to the success of the 14th Party Congress and the development of the country in the new period.

The personnel recommended to join the Politburo and Secretariat of the 14th tenure must have a national strategic vision, be able to maintain the country's autonomy; have leadership and command capacity on a national scale; have political prestige and integrity at a symbolic level; be able to implement resolutions into measurable results and achievements; have enough endurance, both mentally and physically, to withstand the pressure and intensity of work during the 14th term of the Party and possibly the following terms.

The Party Central Committee unanimously introduced personnel to join the Politburo and Secretariat of the 14th tenure (including re-elected personnel and first-time participants) to report to the 14th Party Congress and submit to the 1st Conference of the 14th Party Central Committee for election according to regulations.

The Party Central Committee gave its opinion on the personnel of the Standing Vice Chairman of the National Assembly for the Politburo to introduce to the 15th National Assembly for election at the 10th session.

According to the announcement, at the 14th Central Conference, the Party Central Committee discussed, commented on and approved the list of the Presidium, Secretariat, and Qualification Examination Board of the 14th National Congress delegates to submit to the 14th National Congress of the Party for consideration and decision.

The Party Central Committee discussed, commented on and unanimously approved the Report summarizing the implementation of the working regulations of the Party Central Committee, the Politburo, and the Secretariat for the 13th term; and the Report summarizing the implementation of the working regulations of the 13th Central Inspection Committee.

The Party Central Committee assigned the Politburo to, based on the discussion opinions of the Party Central Committee, direct the reception and completion of reports, issue conclusions and continue to organize implementation.

Also at the conference, the Party Central Committee agreed to let Mr. Nguyen Duy Ngoc, Politburo member, Chairman of the Central Inspection Committee, Secretary of the Hanoi Party Committee, stop participating in the Central Inspection Committee and stop holding the position of Chairman of the Central Inspection Committee.

The Party Central Committee elected Mr. Tran Sy Thanh, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee, to join the Central Inspection Committee and hold the position of Chairman of the 13th Central Inspection Committee.

The Party Central Committee unanimously agreed that the 13th Congress term had many difficulties and challenges from both outside and inside, but under the strong leadership and direction, breakthroughs in thinking and strategic vision, with many new ways of doing things, especially from August 2024 to now, the Party Central Committee, the Politburo, the Secretariat, key leaders, headed by General Secretary To Lam, have been united, highly unified, courageous, exemplary, intelligent, closely following and steadfast in viewpoints, guidelines, working regulations and practical situations... flexibly, creatively and effectively implementing the Resolution of the 13th Party Congress, achieving many very important results in almost all fields.

Many major policies have been institutionalized, many bottlenecks have been removed, many breakthrough decisions have been implemented, in which the highlight is the policy of determination to achieve economic growth of over 8% in 2025 and double-digit growth in the following years; the revolution of arranging and streamlining the organization of the political system, implementing the 2-level local government model; breakthroughs in science and technology, innovation, and digital transformation.

The work of Party building, rectification and building the political system is given special importance. Inspection, supervision and the fight against corruption, waste and negativity are strengthened. The Party's leadership and direction methods have many innovations, especially in the development, promulgation and implementation of Party policies, resolutions and conclusions and in the work of inspection and supervision of implementation.

The Central Executive Committee also frankly acknowledged a number of limitations and shortcomings in the leadership and direction of the 13th Party Central Committee, pointed out the causes and thoroughly discussed directions to overcome the limitations and shortcomings mentioned. Regarding the summary of Resolution No. 18 of the 12th tenure on a number of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, the announcement said that the Central Committee unanimously agreed that after 8 years of implementing Resolution No. 18, especially the period from 2024 to present, we have achieved many important results.

The apparatus in the entire political system, from the central to local levels, has been streamlined, with clear functions and responsibilities, reduced intermediate levels, and transformed the political system from "cumbersome - dispersed" to "streamlined - interconnected - effective - efficient"; transformed from the mindset of "management by administrative focal points" to "management by function - results", especially when implementing the 2-level local government model and rearranging administrative boundaries at the provincial and communal levels; at the same time, streamlining the payroll is carried out in conjunction with improving the quality of the team of cadres, civil servants and public employees.

The Central Committee focused on discussing and deeply analyzing the meaning, importance, and practical value of summarizing Resolution No. 18; affirming that implementing lessons learned according to the 2-level and 3-level interconnected local government models will be the decisive lever for a streamlined, transparent, and effective political system, bringing the country quickly and firmly to strength and prosperity, and the people to be warm, happy, and prosperous.

The Central Committee discussed and gave opinions on tasks and solutions to continue building and perfecting the organization and apparatus of the political system in the coming time.

The Party Central Committee unanimously approved the Summary Report of Resolution No. 18, Session XII, on a number of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently.
