Trust to the Party: Building a solid foundation of people's hearts in cyberspace

The Internet and social networks are becoming the second living space where citizens receive and share information and express their opinions and feelings. Therefore, building a "people's heart position" on cyberspace has become a strategic task to consolidate the Party's ideological foundation and create great solidarity in the new era.

ENHANCE IMMUNITY IN THE DIGITAL AGE

The draft document of the 14th National Party Congress emphasizes: "Firmly protect national security, human security, economic security, and cyber security; prevent and promptly repel factors causing political instability from within; maintain political security, order, and social safety; maintain and strengthen a peaceful environment for national construction and development."

This is a strategic orientation, demonstrating the Party's vision in the context of information globalization, when the ideological front goes beyond the limits of real life, expanding into cyberspace - where information is intertwined and spread with unprecedented complexity and speed.

Protecting the Party's ideological foundation in cyberspace is a silent struggle against anonymous, hidden enemies, requiring political courage, communication capacity and strong belief. This task is even more urgent when Vietnam currently has more than 79.8 million internet users, of which 76.2 million are active social network accounts, accounting for 75.2% of the population. Every day, millions of pieces of information are posted and shared, which can spread positive energy, but can also become "invisible bullets" that destroy community trust if there is a lack of direction and verification.

In practice, ideological security and cyber security are increasingly closely linked. Hostile forces have always taken advantage of social networks to deny the Party's leadership role, distort history, incite national division, and call for protests and riots under the guise of "freedom and democracy". Meanwhile, the "information immunity" of a part of society is still limited, and the identification and handling of bad and toxic information on cyberspace at some points is slow, increasing the risk of losing ideological security.

From there, the Draft Document needs to orient and clarify more about strengthening social resistance in the digital age. This is not only about technological capacity, but also political capacity, behavioral culture and ethics in the digital environment. Strengthening resistance is also consolidating the people's position in cyberspace, creating trust, consensus, unity of will and action in the whole society. Resistance is not only for defense but also towards active immunity, that is, enhancing the ability to detect, analyze, react and respond promptly to bad and toxic information.

It is possible to consider adding to the Draft Document solutions such as: Building a national program to improve ideological and cultural resistance in cyberspace. Including the content of "skills to identify false information, political communication skills on digital platforms" in the civic education program, training of officials and party members, to contribute to improving the resistance in cyberspace of the whole society.

STRENGTHENING THE "POPULATION HEART"

The Draft Document emphasizes: "Building a "people's heart position" associated with a solid national defense position and people's security position; establishing a seamless national defense and security position inside and outside the national border and in cyberspace".

This new point has profound theoretical and practical significance, demonstrating the development in the Party's awareness of the people's role in defending the Fatherland and the socialist regime in the digital age. It is recommended that the Draft Document clarify the connotation of "people's hearts" in the context of digital transformation, when people's hearts are expressed not only through real social activities, but also through online platforms, reflecting public opinion, trust and consensus online. From that perspective, it is required to build a "people's hearts" position. This is not only a supplement in terms of terminology, but also requires the organization of forces, coordination of data and application of technology to grasp, analyze and respond to public opinion in the digital space in a scientific and timely manner.

Some solutions can be specified such as: Researching, building and periodically publishing the "Social Trust Index" to measure people's trust and consensus towards the Party and the State; building a national digital social opinion data analysis system; building a quick response mechanism, orienting official information in the face of disturbing incidents; promulgating a Digital Ideological Security Strategy...

Ensuring cyber security is always closely related to and inseparable from the task of protecting the Party's ideological foundation; these tasks need to be implemented synchronously, in conjunction with propaganda, mass mobilization, information - communication and foreign affairs work.

To proactively respond and protect the Party's ideological foundation in cyberspace, the Draft Document can add additional orientations, such as: Promoting education and spreading the values ​​of Marxism-Leninism and Ho Chi Minh's thought on digital platforms; developing modern political communication channels, applying online learning, and an open data system on national ideological and cultural values.

In particular, it is necessary to specify the pioneering role of cadres and party members in propagating, orienting and spreading positive values ​​in cyberspace. Each cadre and party member needs to truly be a "sower and keeper of faith" in the digital age; a pioneer in saying the right thing, doing the right thing, demonstrating steadfastness and exemplary behavior in cyberspace. Along with that, it is necessary to establish and strongly promote positive flows on social networks. Use "building" to "fight", use "beautiful" to eliminate "ugly", use positive to overwhelm negative.

Agencies working on information, propaganda, political and ideological education need to innovate content and methods, and be more creative in creating modern, concise, and attractive media products such as video clips, podcasts, graphics, interactive platforms, etc. Each beautiful story, each shining example, each kind deed when spread on cyberspace is a brick of trust that contributes to building a solid "fortress of people's hearts".

At the same time, it is possible to add solutions to effectively promote the social network data analysis system and tools to monitor bad and toxic information to promptly detect, handle and orient public opinion. Forming a team of digital media experts and social network propagandists with political courage, analytical capacity and content creation will create "red addresses" to lead the flow of positive information, strengthening social trust.

Regarding the goal of "Strongly and comprehensively developing Vietnamese culture and people", the Draft can add orientations to foster behavioral culture, digital capacity and civic responsibility in cyberspace. Each citizen needs to be encouraged to form the habit of using social networks in a civilized manner, respecting the truth, sharing positive information, proactively refuting wrong views, contributing to building a healthy and humane online environment, becoming a concrete expression of "Vietnamese people in the digital age".

The three pillars - protecting the Party's ideological foundation, building the people's hearts, and maintaining cyber security - create a "soft shield" to protect the Fatherland in the digital age. The draft documents of the 14th National Party Congress have laid a solid foundation for these pillars. The concretization through flexible mechanisms, effective measurement tools, and creative propaganda methods will help the "Party's will" blend with the "people's hearts", and the spiritual strength of the nation will be enhanced and consolidated.
