On the afternoon of November 6, continuing the 51st Session, the National Assembly Standing Committee gave its opinion on the Government's submission to the National Assembly on approving the investment policy of the Gia Binh International Airport construction investment project.
Smart, green, sustainable, new generation airport
Presenting the Government's proposal, Minister of Construction Tran Hong Minh said that the investment in building Gia Binh International Airport according to international standards will become a smart, green, sustainable, new-generation airport of international standards, meeting the needs of socio-economic development, serving dual-use exploitation to ensure security and defense activities and important foreign affairs events, including the APEC Summit in 2027.
Regarding investment objectives, Gia Binh International Airport will meet 5-star international airport service standards, among the top 10 5-star airports in the world according to Skytrax criteria and among the group of airports with excellent passenger experience (AQS) according to the assessment of Airports Council International (ACI); aiming to be the aviation gateway of the North, a transit airport for passengers, goods and aircraft maintenance, repair and overhaul (MRO) facilities in the Asia -Pacific region.
Regarding investment scale, Gia Binh International Airport is invested with a level 4F scale according to the standards of the International Civil Aviation Organization (ICAO); meeting the exploitation needs of about 30 million passengers/year and 1.6 million tons of cargo/year by 2030; about 50 million passengers/year and 2.5 million tons of cargo/year with a vision to 2050.
The Government recommends that the National Assembly consider and approve the investment policy for the Gia Binh International Airport Construction Investment Project and special mechanisms and policies to support investment in the Project; assign the Government to direct investors to organize and implement the Project to ensure progress, quality and efficiency in accordance with the provisions of law.
According to the inspection report, the Standing Committee of the National Assembly's Economic and Financial Committee basically agrees with the contents of the Government's submitted documents.
However, the Committee proposed to clearly quantify the Project's objectives, such as Skytrax 5-star standards, world top 10, Net Zero..., determine the roadmap and feasibility, supplement the assessment of geology, hydrology, drainage,... at the same time clarify the multi-modal transport connection plan and calculate the treatment of weak ground in accordance with the Project implementation progress.
Regarding the implementation progress, the Committee proposed to assess the feasibility of the APEC 2027 service progress, especially in the context of many difficulties in compensation, support, resettlement, relocation of technical infrastructure and geological conditions.
In addition, the Economic and Financial Committee proposed a plan for training, career conversion, and job creation for affected people, while also adding a plan to ensure food security when reclaiming large areas of double-crop rice land.
Regarding technology, the Committee proposed clarifying the list, technical standards, inspection-operation-personnel training processes and establishing an inter-sectoral appraisal mechanism to ensure safety, security and stable operation.
Three policy groups to enhance international integration
Also during the meeting, the National Assembly Standing Committee gave opinions on the National Assembly's Resolution on special mechanisms and policies to implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation.

The issuance of the Resolution will institutionalize the Party's guidelines and policies and the State's policies on foreign affairs and international integration in the new situation, in the spirit of Resolution No. 59 of the Politburo on international integration in the new situation; at the same time, remove difficulties and obstacles, create breakthroughs and fundamentally change foreign affairs and international integration in the new era of the country.
Presenting the report, Minister of Foreign Affairs Le Hoai Trung said the Draft Resolution focuses on three major policy groups.
Specifically, the policy is to strengthen and deepen relations with partners, especially neighboring countries, major countries, other important partners and traditional friends, continue to promote and elevate multilateral diplomacy, proactively contribute intelligence and resources to maintaining peace, promoting international cooperation and development.
In addition, there is a policy to promote the central role, subject, driving force and main force of enterprises in international integration. Based on the Politburo's guiding viewpoint that people and enterprises are the center, subject, driving force and main force of international integration, enhancing the proactiveness, positivity and creativity of organizations and individuals, the draft Resolution stipulates a number of solutions to support enterprises in international economic integration and promote the role of enterprises that have not been stipulated in specialized legal documents.
Among them, the draft proposes that the International Integration Enterprise Development Fund be established to enhance the global competitiveness and international integration of domestic enterprises (Article 12).
According to the Government's submission, from the research of the Private Economic Development Research Board on the establishment of the Private Economic Development Fund under the direction of the Prime Minister, the Government found that the International Integration Enterprise Development Fund is a solution to support domestic enterprises to improve their global competitiveness and international integration without having to use the State budget, in line with the orientation of mobilizing and effectively using all resources, especially resources from the people for socio-economic development, establishing a mechanism to mobilize medium and long-term capital for investment funds in Resolution 68-NQ/TW on private economic development.
On the positive side, if it maintains a stable and abundant source of capital and is managed by an experienced and internationally reputable organization or individual, the Fund will provide stable capital for domestic enterprises when expanding their business market or "integrating on the spot" along with other support in terms of information and business development strategies.
In addition, the draft Resolution has proposed a policy to promote training, improve the quality and appropriate quantity of staff working in foreign affairs and international integration at both central and local levels.
Also during the meeting, the National Assembly Standing Committee considered and approved the Resolution on the expected number and allocation of the number, structure and composition of deputies of the 16th National Assembly./.
