
During the afternoon session on November 6, the National Assembly Standing Committee agreed to submit to the National Assembly for consideration and promulgation a Resolution on a number of specific mechanisms and policies to improve the effectiveness of international integration. Presenting the Government's report on this issue, Minister of Foreign Affairs Le Hoai Trung said that the draft resolution proposes many specific and outstanding mechanisms and policies to improve the effectiveness of international integration.
Notably, the regulations on representative offices of provincial People's Committees abroad are noteworthy. According to the draft, the Government allows provincial People's Committees to pilot the establishment of representative offices abroad on the basis of local laws and agreements with the locality. The budget for establishing representative offices is guaranteed from the regular budget of the provincial People's Committees. The Government stipulates the conditions for establishment, organizational structure, functions, tasks, procedures and management of representative offices of provincial People's Committees abroad.
Regarding participation in cooperation mechanisms, forums, and networks of large cities and urban areas of local governments, the draft stipulates that the Chairman of the Provincial People's Committee decides on participation in cooperation mechanisms, forums, and networks of large cities of the Provincial People's Committee and the Commune People's Committee (which participation is not through signing international treaties and international agreements) on the basis of compliance with the Constitution, laws of Vietnam, national interests, Vietnam's foreign policy, and international treaties to which Vietnam is a member.
The budget for participation in cooperation mechanisms, forums, networks of large cities and the implementation of activities within these cooperation frameworks is guaranteed from the regular budget of local authorities.
Although basically agreeing on the necessity of issuing a resolution, Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi - representative of the examining agency - raised many notes and suggested carefully reviewing a number of issues, including the above content. Due to many different opinions on allowing provincial People's Committees to pilot the establishment of representative offices abroad, Chairman Le Tan Toi suggested considering alternative solutions such as applying science and technology, establishing "virtual offices", information channels, and effective connection networks.
