After the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Party Congress, many cadres, party members and people of Vinh Long province actively studied, discussed and contributed their enthusiastic and responsible opinions; expressing their belief, aspiration and spirit of accompanying the Party in building the country's development path in the new period.
Faith and expectation
Agreeing and highly agreeing with the content and spirit of innovation in the draft documents, especially the assessment of the results of implementing the Resolution of the 13th National Party Congress and the vision for national development to 2045, former member of the Party Central Committee, former Secretary of the Tra Vinh Provincial Party Committee Bui Quang Huy said that the draft documents submitted to the 14th National Party Congress were carefully and comprehensively prepared, demonstrating a strategic vision and a strong spirit of innovation.
The draft inherits and creatively develops the Resolution of the 13th National Congress, continuing to affirm the Party's comprehensive leadership role in building and developing the country. In particular, the full text of the draft document was made public for wide consultation, demonstrating the spirit of democracy, responsibility, solidarity and aspiration for national development of the entire Vietnamese people in the new period.
Mr. Bui Quang Huy highly appreciated the country's outstanding achievements in the fields of economy , security-defense, foreign affairs and international integration of Vietnam after 40 years of renovation. In particular, foreign affairs and international integration are one of the highlights of the term.
According to him, foreign affairs have effectively promoted their pioneering role, contributing to maintaining a peaceful and stable environment, opening up an unprecedented new development situation for the country. Party foreign affairs, State diplomacy and people-to-people diplomacy have been deployed comprehensively and synchronously; relations with countries and strategic partners have become increasingly deep, stable and sustainable.
According to Mr. Bui Quang Huy, upgrading and deepening comprehensive strategic partnerships with major countries and important partners, along with proactive and active international integration in all fields, has clearly demonstrated Vietnam's vision, mettle and prestige in regional and world politics. Free trade agreements have been effectively implemented. Vietnam has proactively participated in many new economic cooperation initiatives and frameworks, expanding development space.
Mr. Bui Quang Huy stated that the comprehensive results in the fields of security - defense, foreign affairs and international integration have created new position and strength for the country; contributed to consolidating people's trust, enhancing Vietnam's position in the international arena, creating an important premise for our country to realize the goal of rapid and sustainable development, firmly entering the new era.
In addition, Mr. Bui Quang Huy hopes that the Central Government will continue to pay attention to solutions to promote socio-economic development in the Mekong Delta region, including Vinh Long; especially in terms of transport infrastructure, climate change response, agricultural restructuring and training of high-quality human resources.
The Central Government needs to have breakthrough policies to attract investment, develop small and medium enterprises, encourage innovation, digital transformation and develop green economy and circular economy.
Growth drivers from science, technology and innovation
Contributing opinions to the content of "Breakthrough in science, technology, innovation and national digital transformation" in the draft documents submitted to the 14th National Congress of the Party, Associate Professor, Dr. Nguyen Minh Hoa, Rector of Tra Vinh University, said that identifying science, technology and innovation as the main driving force of growth is very correct, timely and strategic, in line with the development trend of the times.
In the context of the world entering a period of comprehensive digital transformation, with the breakthrough of artificial intelligence, biotechnology, new materials, green economy and circular economy, if Vietnam cannot create a breakthrough in this field, it will face the risk of falling behind.
The draft political report has demonstrated a comprehensive approach when linking science, technology, innovation with national digital transformation, covering the public sector, businesses and social life. However, to ensure feasibility, the document needs to emphasize the connection between 4 factors: Institutions - people - infrastructure - finance for innovation. If these four factors are not implemented synchronously, "breakthrough" will stop at just a slogan.
Vietnam needs to strongly reform institutions, empower creative people and build a science and technology ecosystem with enterprises at the center and Vietnamese intelligence as the driving force for development.
Vietnam needs to expand international cooperation in research and technology transfer; develop a mechanism for public-private venture capital funds to support the commercialization of scientific products; and at the same time increase autonomy for universities and research institutes, closely linking research-application-start-ups.
Over the past time, Tra Vinh University has always promoted innovation and creativity among students, lecturers, and school administrators; prioritized resources for applied research, especially research serving community and local development. The school has pioneered in building a comprehensive digital ecosystem, applying digital transformation to all training, research, and administration activities. For three consecutive years (2022-2024), the school has been voted as an excellent digital transformation career unit at the Vietnam Digital Awards.
From management and research practice, Mr. Nguyen Minh Hoa pointed out that one of the issues that many scientists and lecturers are concerned about is administrative procedures and financial mechanisms in implementing scientific and technological tasks using the State budget.
Specifically, Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on "breakthrough in science and technology development, innovation and national digital transformation" has opened up an important breakthrough in scientific research, maximally simplifying administrative procedures; at the same time, granting autonomy in using funds for research and technology development.
In addition, “accepting risks, venture capital and delays in scientific research, technology development and innovation” in the spirit of the Resolution helps researchers reduce the pressure of “having to be absolutely successful,” and encourages research on long-term, fundamental topics.
At the same time, the mechanism allowing the organization to preside over the registration of intellectual property for research results from tasks using the State budget and piloting the commercialization of research products in the spirit of Resolution No. 193/2025/QH15, dated February 19, 2025 of the National Assembly "On piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation" is a big bright spot, contributing to bringing scientific results into practice.
Associate Professor, Dr. Nguyen Minh Hoa emphasized the importance of digital transformation in higher education, research and administration. This is also a strategy to promote the development of science, technology and innovation. Therefore, the Central Government needs to promote comprehensive digital transformation, popularize digital capacity, strongly apply artificial intelligence in education and training; modernize the higher education system, develop a number of research-oriented higher education institutions into centers of science, technology and innovation on par with advanced countries. At the same time, the Central Government innovates educational administration in the direction of reasonable decentralization and delegation of power, ensuring autonomy and accountability of educational institutions.
The Rector of Tra Vinh University believes that with high political determination, the spirit of innovation, creativity and national solidarity, the 14th National Congress of the Party will be a great success, opening a new development period for the country, realizing the goal of "rich people, strong country, democracy, equality, civilization and happiness"./.
