On the afternoon of November 7, the Central Committee of the Vietnam Fatherland Front organized a consultation on draft documents to be submitted to the 14th National Party Congress.
Mr. Nguyen Quang Huan, National Assembly delegate, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, contributed comments on the content of education, science, technology and environment development in the draft Political Report to be submitted to the 14th National Party Congress.
It is necessary to strongly innovate the assessment method according to practical capacity.
Regarding education and training, he stated that the draft emphasizes the goal of building a modern national education system, integrating internationally, and on par with the region and the world.
This is in line with the spirit of Resolution 71 of the Politburo on breakthroughs in education and training development, which is a solid foundation to realize the aspiration of becoming a developed, high-income country by 2045...
In addition to the meaningful highlights mentioned in the draft, Mr. Nguyen Quang Huan raised some more opinions that voters and people are very interested in, and at the same time proposed solutions that need to be implemented.
The first thing Mr. Huan thinks is that it is necessary to overcome the situation of "worshiping" degrees and exams that are too formal.
According to him, the draft stated the requirement to "improve the quality of education and training of human resources, especially high-quality human resources", but reality shows that the mentality of "preferring academic degrees and diplomas" is still widespread, and exams are not yet serious.
To properly implement the spirit of the draft, he suggested that it is necessary to strongly innovate the assessment method based on practical capacity and not publicly announce students' exam scores and test scores as some advanced countries are doing.
Eliminate unnecessary requirements for certificates and degrees in recruitment and appointment of civil servants and public employees and replace them with direct interviews to evaluate personnel.
Second , he emphasized the need to resolutely push back the disease of achievement. This is still a painful reality of our country's education system.
The unusually high graduation and excellent student rates in many places reflect that the achievement problem has not been thoroughly resolved.
"It is recommended to request assessment of education quality through independent surveys, linking the responsibility of heads of educational institutions to actual results and applying AI technology to prevent cheating in exams," Mr. Huan added.
Third , he raised the need to strictly manage the problem of extra teaching and learning. It is necessary to issue a code of conduct in the education sector, thereby clearly defining the concept of ethics in teaching and learning.
Extra classes are only offered when there is a real need and to the right target audience within a unified management framework. Teachers will decide for themselves whether to open extra classes based on the ethical foundation clearly defined in the Code of Conduct of the education sector.
In addition, he said that there should be an education fund to encourage support for teachers and students in remote areas, areas with difficulties compared to the national average; and strictly handle the situation of forced or commercialized extra teaching.

Make soft skills a mandatory part of the curriculum
Fourth, Mr. Nguyen Quang Huan mentioned the need to update the education program according to international standards. Accordingly, it is necessary to build a mechanism to review and update periodically every 3-5 years, adding content on new technology, digital economy, green economy; ESG businesses or behavioral economics...
Point 5, he mentioned the content of soft skills education in a practical way for both teachers and students.
He said the spirit of "strongly shifting the education process from mainly equipping knowledge to comprehensively developing learners' capacity, physical strength and qualities" of the draft must be associated with making soft skills a mandatory content in the program, associated with experiential activities, community projects, and learning through practical situations.
Therefore, there needs to be a clear method of evaluating results, not just a formal organization. Teachers also need to be trained additionally, updated with soft skills and new educational methods at least once a year during the students' summer vacation.
Point 6, Mr. Huan added the overall strategy on international students and postgraduate training abroad.
To achieve the goal of building an education system on par with the region and the world and avoid "brain drain", he said that a synchronous study abroad strategy is needed, prioritizing professions that the country cannot yet train itself or that the training quality is not high.
At the same time, improve the working environment, salary, and research conditions so that international students can return to contribute to the country.
Also giving his opinion here, Professor Tran Ngoc Duong, former Deputy Head of the National Assembly Office, said that the draft Political Report emphasizes the requirement to build a modern national education system on par with the region and the world.
He believes that according to the viewpoint of "continuing to innovate development thinking", the following contents need to be supplemented and clarified to promote fundamental innovation and improve the quality of education.
Specifically, Mr. Duong proposed to supplement the content of comprehensive innovation in teaching content and methods by applying digital technology; it is necessary to strongly integrate information technology in the teaching, learning and educational management process.
