
Opinions unanimously agreed that the draft was carefully prepared, demonstrating a spirit of innovation and a comprehensive development vision, but still needs to be supplemented and revised to more fully reflect the country's development requirements in the new period.
Dr. Nguyen Minh Phong, an economic expert, said that the draft has demonstrated the spirit of inheritance, development and innovation, clearly stating the goal of rapid, sustainable, prosperous and happy development. However, to be more complete, it is necessary to review the structure and key contents to avoid duplication, and at the same time clarify the relationship between the parts, helping the document have a tighter and more logical structure.
This draft mentions many requirements for transforming the growth model, developing a socialist-oriented market economy and improving labor productivity, but the solutions are still general and do not clearly demonstrate breakthroughs.
Dr. Nguyen Minh Phong suggested that the document should supplement more clearly the mechanism for mobilizing and allocating resources, especially the mechanism to encourage the development of the private economic sector, considering this as one of the main driving forces for growth.
In addition, it is necessary to highlight the role of science , technology, innovation and digital transformation as key drivers of development, which is reflected throughout the entire text. The draft should also mention more specifically the areas that are global trends such as green economy, circular economy, knowledge economy and sustainable development associated with environmental protection. Clearly defining the relationship between economic growth and social progress and equity is necessary to orient appropriate policies, towards the goal of sustainable development and improving people's lives.
Professor, Dr. Hoang The Anh, Vietnam Association for Science and Technology Information, said that the draft correctly reflected the development trend when identifying science, technology, innovation and digital transformation as the main driving force of growth. However, to implement effectively, it is necessary to specify more tasks, solutions and resources for implementation. Therefore, it is necessary to supplement policies to encourage businesses to invest in research and application of high technology, especially in areas that are opening up great opportunities such as semiconductors, renewable energy, new materials, artificial intelligence and biotechnology. To create a breakthrough, Vietnam needs to build a synchronous digital infrastructure system, develop regional innovation centers, and promote links between research institutes, universities and businesses.
According to Professor Hoang The Anh, the document needs to more clearly demonstrate the policy of developing high-quality human resources in science and technology, considering this a key factor to ensure sustainable development. In addition, it is necessary to perfect the legal framework for national digital transformation, focusing on ensuring network security, data protection and promoting international cooperation in research and technology transfer.
Associate Professor, Dr. To Ba Truong, Institute for Educational Development Cooperation Research, commented that the draft needs to more clearly demonstrate the viewpoint that education and training are the fundamental foundation and key driving force of national development.
The document needs to clarify the orientation of building an open, modern, creative and internationally integrated education system, focusing on training digital skills, foreign language skills and creative thinking for the young generation, linking training with the needs of the labor market and the requirements of the digital economy, ensuring that learners can adapt quickly to changes in technology and the working environment. In addition, increasing investment in training facilities, scientific research and innovation, while ensuring autonomy, transparency and encouraging innovation in the education system. Improving the quality of teachers, improving the lives and policies for teachers also need to be clearly stated in the document to arouse the spirit of dedication and innovation.
Master Nguyen Thi Yen, representative of the Vietnam Sociological Association, said that the draft document clearly demonstrated the determination to build a democratic, fair, and civilized society, but it is necessary to supplement and specify more solutions to ensure social security, sustainable poverty reduction, and narrowing the gap between rich and poor.
The document needs to clearly demonstrate the viewpoint of comprehensive human development, considering people as both the center and the subject of the development process. The implementation of social policies, especially in the fields of health, education, insurance and welfare, needs to be deployed synchronously, ensuring that no one is left behind in the development process.
Master Nguyen Thi Yen also suggested that the document add more content on building a system of cultural values and Vietnamese people in the new era, linking economic development with preserving national identity, improving people's spiritual life, and promoting the strength of national solidarity. Only when material and spiritual development are harmoniously combined, can the country develop sustainably, stably and integrate successfully.
