In 2013, Bac Ninh province (old) was the second locality in the country to implement the School Milk Program. In the period 2020-2025, on average, over 222,000 students will benefit each year; of which preschool children have an average of 88,000 children, primary school children have an average of 134,000 students, with a total budget of over 970 billion VND.
After the province's merger, implementing Resolution No. 31/2025/NQ-HDND dated August 11, 2025 of the People's Council of Bac Ninh province on regulations on milk support in educational institutions with preschool children and primary school students in the province for the period 2025-2030; The Provincial People's Committee issued a plan to implement the program "Bac Ninh School Milk for the period 2025-2030"; at the same time, assigned the Department of Education and Training to preside over and coordinate with relevant departments and branches to organize the selection of contractors and sign a framework agreement to provide milk support for educational institutions in the whole province.
Tuan Dao Primary School is the first school in Bac Ninh province to implement the program "Bac Ninh School Milk for the period 2025-2030" provided by TH Milk Food Joint Stock Company. Next, the program will be spread throughout Bac Ninh province with 817 schools; including 425 kindergartens (about 525,455 children); 389 primary and secondary schools (about 316,112 students). The total estimated implementation cost for the entire period 2025 - 2030 is expected to be 4,155.7 billion VND.
Speaking at the program, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan emphasized that this is a program of great humanitarian significance, a sustainable social security policy that the entire political system of the province pays special attention to, invests in and resolutely implements. The program "Bac Ninh School Milk for the period 2025-2030" is not only a nutrition policy but also a testament to the care of the Party, State and people for the future generations of the homeland.
The program also aims to ensure that all preschool and primary school children have access to the best nutrition, contributing to comprehensive physical and mental development. At the same time, it raises awareness among parents, schools and society about the role of school nutrition - an important factor in the cause of comprehensive human development.
The Chairman of the Provincial People's Committee hopes that with the active participation of all levels, sectors, teachers, businesses and parents, the program will be implemented safely, effectively, fairly and to the right subjects.
The Chairman of the Provincial People's Committee requested that after the program is implemented, the Department of Education and Training needs to have a general and overall assessment of the height development of students at all levels, as a basis for continuing to develop a plan to implement school meals across the province.
Bac Ninh province is committed to creating all favorable conditions in terms of mechanisms, policies and resources for the program to promote long-term effectiveness, truly becoming a bright spot in the work of caring for, educating and developing children in the province.
