Comments on the draft documents of the 14th National Party Congress all affirmed: The draft Political Report clearly demonstrates the strategic vision, consistent viewpoint and high political determination in building and developing the country in the new period, inheriting the great achievements after nearly 40 years of innovation and nearly the entire term of implementing the Resolution of the 13th National Party Congress; at the same time, setting out goals, tasks and breakthrough solutions for the coming period. The wide contribution of opinions to the draft documents from all walks of life, intellectuals, business communities and experts at home and abroad is both a vivid expression of democracy in the great national unity bloc and a demonstration of the "people's heart" in the "Party's will".
Creating position and strength for the country in the new development stage
Regarding the content of education, science, technology and environmental development in the draft Political Report submitted to the 14th National Congress of the Party, Mr. Nguyen Quang Huan, a delegate of the 15th National Assembly, Vice Chairman of the Advisory Council on Science, Technology and Digital Transformation of the Central Committee of the Vietnam Fatherland Front (VFF), affirmed: Overall, the third guiding viewpoint in the draft Political Report has "established a new growth model with science and technology, innovation, national digital transformation as the main driving force and private economic development as the most important driving force; perfecting development institutions associated with synchronous implementation of 4 transformations: Digital transformation, green transformation, energy transformation, structural transformation and quality of human resources...".
Thus, the organic relationship between the three pillars: education and training provides high-quality human resources; science, technology, innovation and digital transformation create new development momentum; while resource management, energy transition, environmental protection, and climate change response ensure green development. These four factors are not separate but complement each other, creating a new position and strength for the country in the new development stage. It is noteworthy that the draft clearly demonstrates the spirit of international integration, not only in terms of acquiring knowledge and technology, but also in proactively participating in solving global issues, from climate change to digital transformation, thereby affirming Vietnam's role and position in the international arena.
Mr. Nguyen Quang Huan affirmed: Regarding the field of education and training, in addition to the significant highlights mentioned in the draft, voters and people are very concerned about the need to overcome the situation of "favouring" degrees and exams that are too formal. To properly implement the spirit of the draft, it is necessary to strongly innovate the assessment method based on practical capacity, eliminate the current ranking of learning outcomes and not publicly announce exam scores and test scores of students as some advanced countries are doing; eliminate unnecessary requirements for certificates and diplomas in the recruitment and appointment of civil servants and public employees and replace them with direct interviews to evaluate personnel.
Besides, according to Mr. Nguyen Quang Huan, it is necessary to resolutely push back the disease of achievements; strictly manage the problem of extra teaching and learning; update the education program according to international standards; provide practical soft skills education for both teachers and students; build a comprehensive strategy for international students and postgraduate training abroad...
In order to concretize the spirit of the draft, aiming to build an effective science, technology, and innovation ecosystem, linked to practical needs, and enhance national competitiveness, Mr. Nguyen Quang Huan proposed to eliminate the "top-down" scientific research mechanism to comply with the regulation of the socialist-oriented market economy. The draft adds solutions to encourage businesses to cooperate with scientists right from the stage of researching topics and manufacturing experiments; build a mechanism to order from the market, from the needs of the industry and localities; perfect the mechanism to encourage the private sector to develop scientific research, coordinate "3 houses" in the spirit of Resolution 68-NQ/TW including the state - scientists - businesses. In addition, all levels and sectors should strengthen the mobilization of the movement of all people to innovate; encourage the business community to participate in innovation; promote the application of advanced technology to replace outdated technology...
Regarding environmental protection, the draft clearly defines the requirement of "effective management and use of resources, environmental protection, and proactive adaptation to climate change". This is the right direction, consistent with Vietnam's international commitments, especially at the COP26 Conference, with the declaration of the goal of reducing net emissions to "0" by 2050. In order for those goals to be realized, Mr. Nguyen Quang Huan suggested adding to the draft contents related to solving the shortage of clean water for daily life, ensuring water security according to Conclusion 36 of the Politburo dated June 23, 2022; fundamentally handling the problem of waste pollution, wastewater, and emissions from daily life and from craft villages, industrial parks, and industrial clusters; specifying the roadmap to reduce net emissions to "0" by 2050.
"With high political determination, the synchronous participation of the political system, the joint efforts and consensus of the business community, social organizations and each citizen, we can completely achieve the goals set out in the draft Political Report. The 14th Congress will be a milestone for the entire nation entering a new era, affirming the will and capacity to act of the entire Party, people and army, towards a strong Vietnam, developing rapidly, sustainably, environmentally friendly and having a worthy position in the international arena" - Mr. Nguyen Quang Huan emphasized.
Continue to innovate development thinking in the new era
Expressing his appreciation for the basic contents of the issue: "Continuing to innovate development thinking" reflected in the draft documents of the 14th National Party Congress, Professor, Dr. Tran Ngoc Duong, Chairman of the Advisory Council on Democracy and Law of the Central Committee of the Vietnam Fatherland Front, analyzed: To innovate development thinking, we must first innovate the perception of the driving force and goals of development. Currently, the socio-economic development thinking in our country is still mainly based on resource exploitation, cheap labor with large public investment. The State replaces the market, develops strongly but leads to social inequality, environmental pollution, and depletion of mineral resources. Entering a new era requires innovation in development thinking. These are the thoughts: development must rely on breakthroughs in science and technology development, innovation and national digital transformation. We must consider people as the center and subject of development, not at the expense of the environment and social justice. The State must play the role of creating, developing, serving the people, creating an environment and space for businesses and markets to develop. Thus, innovation in development thinking is not a slogan, it must be reflected in goals, mechanisms, policies, laws and methods of action.
Dr. Tran Ngoc Duong believes that the issue of continuing to innovate development thinking needs to be expressed as a major viewpoint throughout the draft Document, because this is a major theoretical issue that has the meaning of guiding the entire content of the draft political report. Specifically, clarify the connotation of the concept of "continuing to innovate development thinking" in the new era (or new stage); generalize the content of the issue of "continuing to innovate development thinking" in the new era, such as the issues of "innovating development thinking" from command and authority management thinking to "creating and serving" thinking, from development thinking in breadth to development in depth; from "subsidy" thinking to "autonomy, self-reliance" thinking, from "centralized" thinking to "decentralization, decentralization to localities" thinking...
At the same time, supplement and clarify the issue of "continuing to innovate development thinking" in the sections on continuing to build and synchronously perfect institutions for rapid and sustainable national development; strongly and comprehensively developing Vietnamese culture and people; building a modern national education system on par with the region and the world; continuing to promote the building and perfecting of the Vietnamese socialist rule-of-law State; strongly promoting the role of the subject and promoting the people's mastery, strengthening the great national unity bloc. Supplement the viewpoint that the people are not only participants but also subjects who, together with the State, co-create institutions, policies, and laws, accompanying the Party and State in controlling power, sharing benefits and sharing responsibilities.
Therefore, it is necessary to affirm that the people are the subjects participating in the entire development process. Promote the role of the people as development subjects in planning, implementing, monitoring and enjoying the results of development; emphasize the application of digital technology so that people can directly and regularly participate in the decision-making, criticism and supervision process. In addition, build a legal mechanism for people, the Fatherland Front, and people's social organizations to substantially perform the function of social supervision and criticism; expand the connotation of the concept of great solidarity not only about ethnicity, religion, region, domestic and foreign, but also about gender, generation, new class, businessmen, intellectuals, and the disadvantaged - Dr. Tran Ngoc Duong proposed.
