Putting farmers and ecological agriculture at the center

Mr. Nguyen Hoang Thoai, Chairman of the Farmers' Association of Ca Mau province, representing farmers in the southernmost part of the country, proposed to continue promoting the role of the peasant class in the cause of industrialization and modernization of agriculture and rural areas; contributing to the successful implementation of the country's development goals for the period 2025-2030, with a vision to 2045. For Ca Mau province, the farmer household is not only the basic economic unit but also the pillar of agricultural - forestry - fishery production, directly determining the stability and development of the rural economy. Each sustainable household is the foundation for forming cooperatives, building new rural areas and realizing the goal of "Ecological agriculture, modern rural areas, civilized farmers" in the spirit of Resolution 19 of the Central Committee.
To achieve the above goals, the Farmers' Association of Ca Mau province considers supporting and facilitating the development of household economy as a central task, notably the strong transformation from simple support to accompanying farmers, with many practical results. The Association proactively orients production according to market demand, associated with food safety standards, adapting to climate change and international integration requirements. The movement of farmers competing in production and good business is increasingly becoming more substantial. To date, the whole province has over 62% of farming households registered for this title, of which nearly 128,000 households are recognized. Many households have become quite rich and become the nucleus spreading in the community.
As of June 2025, the province's Farmers Support Fund reached more than 121 billion VND, disbursing loans to over 1,000 households. In addition, the Association also directly guides how to use capital effectively, focusing on key crops and livestock, helping many households expand production scale and participate in large markets.
During the past term, Ca Mau province established 88 cooperative groups and 35 new cooperatives in the agricultural sector, attracting tens of thousands of members. This is an important foundation for value chain production, reducing risks and improving the competitiveness of local agricultural products.
Putting its trust in the 14th Party Congress, the Farmers' Association of Ca Mau province proposed a number of key issues on mechanisms and policies for agricultural, farmer and rural development. The Association proposed that the Central Government continue to perfect and promulgate specific mechanisms and policies for agricultural economic development; prioritize policies to encourage land accumulation and concentration for large-scale commodity production; promote ecological agriculture, organic agriculture, circular agriculture and low-emission agriculture, in line with the requirements of climate change adaptation in the Mekong Delta. In addition, there should be priority policies to support credit, agricultural insurance, science and technology transfer and develop a stable and sustainable agricultural product consumption market. The Association also proposed that the Party and State continue to direct the improvement of institutions and policies to encourage the development of new-style cooperatives; create conditions and build a mechanism for the Farmers' Association to be the focal point connecting the "4 houses": State - Scientists - Businesses - Farmers, promoting production according to the value chain and integrating into the international market.
In the context of strong, comprehensive and widespread digital transformation, the Ca Mau Farmers' Association hopes that the Central Government will have a program to support digital transformation in agriculture and rural areas, equip farmers with digital knowledge; promote e-commerce of agricultural products, traceability and production management using digital technology. Invest heavily in vocational training and skill development for officials and farmer members - especially young people, to form a team of "professional farmers". Pay attention to investing in infrastructure in rural, coastal and key production areas, especially transportation, irrigation, electricity, clean water and digital infrastructure. Have a comprehensive policy to support sustainable livelihoods for people in areas affected by climate change, saltwater intrusion and landslides. Along with that, the Party and the State also need to have mechanisms and policies to strengthen the core role of the Farmers' Association. Ca Mau proposed that the Party continue to pay attention to and strengthen the coordination mechanism and decentralization for Farmers' Associations at all levels, so that the Association can truly be the core force in developing agriculture, farmers, and rural areas.
Strong resource allocation along with decentralization and delegation of authority

Secretary of the Party Committee of Dong Hai Commune, Ca Mau Province, Duong Quoc Nhan, said: The draft documents of the 14th National Congress of Delegates have many new and important issues, demonstrating the thinking and strategic vision of our Party, aiming to realize the two goals of 100 years of the Party's founding and 100 years of the country's founding. Through research and discussion at the recent grassroots congress, Mr. Duong Quoc Nhan as well as the Party Committee, government and people of Dong Hai Commune are very excited, happy and have great expectations for the policies, decisions and goals for national development in the new era stated in the draft documents of the 14th National Congress of the Party.
Dong Hai commune, Ca Mau province was established on the basis of merging the entire natural area and population size of Long Dien Dong commune and Long Dien Dong A commune according to Resolution No. 1655/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee, officially switching to a two-level local government organization model from July 1, 2025. Looking forward to the 14th Party Congress, Mr. Duong Quoc Nhan proposed and recommended two key issues: That is, it is necessary to pay special attention to the work of cadres, especially the current cadres at the commune level. In addition to the general and specific standards prescribed by the Party, it is necessary to select, arrange and use cadres who are both dedicated and capable, have ambitions and aspirations to contribute to the common development; at the same time, there must be policies on salaries, allowances... commensurate with the current workload at the commune level.
Along with decentralization, it is also necessary to strongly allocate resources, especially capital, to focus on socio-economic development, especially in local industries and fields with potential and strengths such as: Renewable energy development, high-tech shrimp farming, high-tech salt production, coastal eco-tourism, etc. to improve people's income and quality of life.
Care about improving farmers' lives
From a purely agricultural area with many difficulties, Ninh Thanh Loi commune has developed rapidly in recent years, becoming a bright spot in the new rural construction movement. This achievement is thanks to the determination of the Party Committee, the government and the people. Up to now, 100% of inter-hamlet and inter-commune roads have been concreted, schools and medical stations have been invested in, and cultural and sports facilities have been put into effective operation. The material and spiritual life of the people has been improved. These changes demonstrate the determination of the entire political system, and at the same time affirm the accompanying role of the people in building new rural areas.
Mr. Nguyen Trung Tin (Ninh Thanh Loi commune) said that despite the remarkable development, due to the impact of climate change, many traffic routes in the commune are damaged, affecting the production and transportation of goods. He recommended that there should be practical solutions, in which priority should be given to investment in upgrading traffic infrastructure, promoting the transfer of science and technology applied to production, bringing stable income and economic development to farmers.
