Continuing the golden history of Ha Tinh Agriculture and Environment sector

That is the call of the leaders of Ha Tinh province for the Agriculture and Environment sector at the 80th anniversary of the tradition (November 14, 1945 - November 14, 2025).

Bright spots nationwide in implementing the New Rural Program

This afternoon (November 9), the Department of Agriculture and Environment (DARD) of Ha Tinh solemnly held a meeting to celebrate the 80th anniversary of the traditional day of the ARD sector, with the participation of more than 450 delegates inside and outside the sector.

Proudly reviewing the 80-year tradition, Mr. Le Ngoc Huan, Director of the Department of Agriculture and Environment of Ha Tinh province, affirmed that on every revolutionary journey, from the early days of gaining independence and fighting against "internal and external enemies"; going through challenges and sacrifices to achieve victory in two long resistance wars and then entering the period of national construction and development, healing the wounds of war, carrying out the renovation, industrialization, international integration... there were great contributions from the agriculture and environment sector.

During the period from 1945 to 1975, the industry made efforts to overcome difficulties, carry out the fundamental mission of the resistance economy , and contribute to the whole country's struggle for independence, freedom, and national reunification.

On the land of Ha Tinh - where nature is not always favorable, the working people have understood very well the harshness of the weather. But it is there that the will of the people is the strongest. When Uncle Ho instructed: "Destroy the enemy of hunger and illiteracy", the people of Ha Tinh stood up from their own fields. When Uncle Ho advised: "The fields are the battlefield, the hoes and plows are the weapons", the farmers of Ha Tinh, with their sunburned hands and their feet clinging to the ground, turned each rice flower and each row of potatoes into invisible ammunition to support the front line. The food output of the whole province in 1946 reached 90 thousand tons, not only meeting the needs of the rear but also contributing with the army and people of the whole country to the historic victory of Dien Bien Phu, leading the resistance war against the French to victory.

Entering the economic recovery, the land reform (1953 - 1958) in Ha Tinh implemented the goal of "land to the tiller", redistributing over 120 thousand hectares of cultivated land to nearly 100 thousand farming households. This was an important premise to promote the cooperativization movement, forming agricultural cooperatives. Food production increased rapidly, reaching over 170 thousand tons in 1956, 2 times higher than in 1946; livestock was restored, rural life changed significantly. Along with that, the irrigation system was invested, creating conditions to expand the area of ​​agricultural production land and increase crop productivity.

After the war, the agriculture and environment sector focused on developing production, making an important contribution to the country's reconstruction and then taking on the role of a pillar of the socio-economic development. Accordingly, from a low starting point, Ha Tinh has risen to become a bright spot in the country in implementing the National Target Program on New Rural Construction. Up to now, 8/8 criteria have been met for the province to complete the task of building new rural areas according to Decision No. 321-QD/TTg of the Prime Minister; 100% of communes have met the new rural standards; 12/12 districts and towns (old) have been recognized as meeting the standards or completing the new rural tasks, 2 districts have met the advanced new rural standards; the whole province currently has 297 products meeting OCOP standards.

The management of natural resources and environment has always been strengthened, especially in the field of natural disaster prevention and climate change adaptation. Currently, the whole province has nearly 322,000 hectares of forest, of which the forest area certified by the Forest Stewardship Council (FSC) ranks 5th in the country, reaching more than 37,500 hectares; many economic models under the forest canopy have achieved revenue of over 1 billion VND. Ha Tinh is also one of the first 6 provinces in the country to pilot the transfer of greenhouse gas emission reduction results.

The establishment and approval of land use planning and plans are focused on; administrative procedures on land for people and businesses are promptly implemented. Compensation and site clearance work is focused on and directed strongly, basically meeting the requirements for project implementation. Proactive solutions and prioritizing resources to respond to climate change, prevent natural disasters and saltwater intrusion. The task is to reduce the poverty rate of the whole province to 1.9%, and the near-poor rate to 3.04%.

The solid development results of the agriculture and environment sector have significantly contributed to Ha Tinh from a poor province to gradually affirm its position on the country's economic map. In 2025, the total product in the province (GRDP) is estimated to reach 126,000 billion VND, an increase of 100,000 billion VND compared to the first year of re-establishment of the province (1991), belonging to the group of leading provinces in the North Central region. The GRDP growth rate has been maintained at a high level over the periods; GRDP per capita increased from 0.7 million VND (in 1991) to 94 million VND (in 2025).

The country entered a new era of development, implementing the revolution of streamlining the apparatus, the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment of Ha Tinh were merged into the Department of Agriculture and Environment in March 2025. This is an important milestone for the growth of the industry, a strategic step not only in the organizational structure but also creating space and opportunities for development, restructuring and improving operational efficiency in the fields of agriculture, Natural Resources and Environment. It is noteworthy that immediately after its establishment, the Department of Agriculture and Environment quickly completed its organization, stabilized its apparatus, inherited its achievements, made efforts to maintain its growth momentum and implemented a comprehensive and long-term development strategy.

Strong innovation in thinking and action

Speaking at the meeting, Mr. Nguyen Hong Linh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ha Tinh province, assessed: From the resistance war to the day of peace, the great contributions, dedication and glorious achievements of the Ha Tinh Agriculture and Environment sector deserve to be recognized and warmly commended.

“Entering a new development stage with many intertwined opportunities and challenges, especially the profound impact of climate change, green transformation, digital transformation and international integration; in the context of restructuring administrative units from 12 district-level focal points, 209 commune-level, now 69 commune-level localities and implementing 2-level local government... The agriculture and environment sector needs to promote the spirit of responsibility, proactiveness, creativity, daring to think, daring to do; strongly innovate thinking and action to continue writing the golden history of the sector", the Deputy Secretary of the Provincial Party Committee emphasized.

Accordingly, the industry must promote the application of science, technology, digital transformation in management, operation, production and business; focus on developing ecological agriculture, modern countryside, civilized farmers; manage, exploit, and use resources effectively, protect the environment and adapt to climate change. Improve the quality of new rural construction in the direction of civilization and modernity, linking rural development with urbanization, preserving cultural identity, creating momentum for comprehensive rural economic development.

Organize strict management and effective use of land and natural resources; strengthen environmental protection, implement solutions to reduce greenhouse gas emissions, develop green economy, circular economy, and protect ecological environment.

In addition, building and developing a team of cadres with strong political will, pure ethics, good expertise, close to the people, serving the people - this is the key factor determining the sustainable development of the agriculture and environment sector in the new period.

On this occasion, the Ministry of Agriculture and Environment and the People's Committee of Ha Tinh province decided to award Certificates of Merit to the Department of Agriculture and Environment; 3 individuals were awarded Certificates of Merit by the Ministry of Agriculture and Environment in the patriotic emulation movement for the period 2021 - 2025.
