Through research, in the 2025-2026 school year, Ky Van Primary and Secondary School (Ky Van Commune, Ha Tinh Province) issued a plan to mobilize funding, receive, manage and use funding for educational activities with many different categories.

According to the document, the school plans to mobilize funding for a series of projects with a total cost of more than 934 million VND.

In addition to monetary donations, the school also calls for donations in kind, including 10 large ornamental and shade trees (diameter from 0.25m or more) and 150 books to serve teaching and learning.

Regarding equipment, the school plans to: Buy student desks and chairs in classrooms with a budget of nearly 185 million VND; desks and chairs for the computer room with a cost of more than 34 million VND; buy tables to store teaching tools and equipment in the classroom (9 sets), with a unit price of nearly 19 million VND; anti-glare sliding boards in subject classrooms (7 pieces) with a cost of more than 52 million VND.

The infrastructure group includes 12 items, including: Demolition of the old dormitory, collection of materials, treatment of construction waste behind the multi-purpose building, leveling of classrooms and primary school parking lots... with a total cost of 36 million VND. For the item of renovating and moving the secondary school parking lots, the school estimates the cost to be about 130 million VND.

In addition, the school also listed in detail many other items such as: Building a watering system, planting ornamental plants (over 79 million VND); demolishing old, damaged, and no longer suitable flower beds (36 million VND); building flower gardens on both sides of the main and side gates (over 39 million VND); leveling and renovating the elementary school gymnasium (45 million VND)...

A series of items, including the renovation of teachers' motels, are against regulations.

Notably, in the fundraising plan of Ky Van Primary and Secondary School, there are some items that cause concern. Specifically, the school plans to make partitions from 2 old meeting rooms into 3 professional group rooms, and at the same time renovate 4 dormitories into teachers' lounges, Youth Union - Team room, Party - Union room and warehouse room with a total cost of more than 45 million VND.

In addition, the school also plans to paint the fence in front of the inter-village road, the teachers' rest room, the Youth Union - Young Pioneers room, the Party - Mass Organizations room and the professional room with a budget of more than 48 million VND. Many parents believe that including the teachers' rest room and some internal service works in the list of socialized activities is not in accordance with the regulations on socialization in education.

What does the principal say about the fees?

Talking to Tien Phong Newspaper , Mr. Vu Viet Thanh - Principal of Ky Van Primary and Secondary School said that this year the school mobilized social capital to do some items at the school with a total budget of more than 934 million VND. However, when parents complained about equalizing fees, the school leaders affirmed that the policy of mobilizing social capital was only implemented on a voluntary basis. Maybe some homeroom teachers did not understand the policy correctly and so communicated it to parents incorrectly.

According to the leaders of Ky Van Primary and Secondary School, the items put into social mobilization are items that have been surveyed in practice and need to be repaired and purchased to serve the new school year. These items have been arranged in order, the most necessary will be done first.

The area is expected to have 4 dormitories renovated into teachers' rest rooms, Youth Union - Team room, Party - Union room and warehouse room.

"This plan has been approved by the People's Committee of Ky Van Ward based on the actual needs of the school. The school's viewpoint is voluntary, whoever can sponsor as much as possible, and if there is a source, priority will be given to important items first. The total budget looks large, but it is for two levels with more than 1,100 students," Mr. Vu Viet Thanh shared.

When asked about whether the fundraising campaign to renovate the teachers' break rooms was in accordance with regulations, the school leader said: "We will check this again. As for me, if we have the conditions to do it, that's good. This is just a call for funding, if it can be done, that's good, if not, that's not it."

Regarding the fundraising plan, in which the amount of money raised is divided by grade level, causing a stir, the leaders of Ky Van Primary and Secondary School affirmed that it was only a draft and had not been issued yet. This document was previously released to solicit opinions from the council, while the school carried out social mobilization on a voluntary basis.
