New vitality in the highlands
The weather in late autumn and early winter makes the scenery of Luc Hon commune even more brilliant. The terraced rice fields have entered the harvest season; the immense green forests stretch out to welcome the sun and wind; the houses are close together; the connecting roads weave throughout the region; the electricity, road, school and station projects have all been invested in... Standing from the commune's central cultural house located in Ban Cau village, we can easily see the whole picture of that simple but vibrant picture.
Not without pride in the development achievements of her hometown, Ms. Ly Thi Hoang, Party Cell Secretary, Head of Ban Cau Village, excitedly said: “Thanks to the spirit of emulation and solidarity of each person, who has united with the Party Committee and the government, we have successfully brought prosperity, prosperity and peace to every home like today. The way the commune and village work is to focus on propaganda and mobilization work right from the beginning, helping each cadre, party member and person fully understand the meaning, importance, solutions and specific goals of the policies set out by the province and commune, and then join hands to implement them. Together aiming for the goal of creating a prosperous life, the implementation solutions are selected and implemented methodically, flexibly, in accordance with practical conditions, aspirations and needs of the people”.

Indeed, as the female Party Secretary said, Ban Cau village is currently a bright spot of the whole commune in many aspects, from building cultural life, maintaining security and order, promoting agricultural and forestry potential and eco- tourism , community tourism associated with preserving the traditions of the local ethnic community.
People have developed medicinal plants such as: Dong rieng, yellow tea, star anise, cinnamon, so and highland fruit trees such as orange, plum... Many families have invested in workshops to process so essential oil, wild honey and make dong vermicelli. In particular, it is necessary to mention the implementation of the Tay cultural village project in Ban Cau village which continues to be promoted, linking the work of preserving local Tay ethnic traditions with the development of community tourism economy . Many households have renovated traditional houses into homestays, participated in the restoration of Luc Na communal house festival, maintained classes teaching Then singing, Tinh lute, Soong co... In each family, the preservation of traditional language and customs is always of concern, directed towards the younger generation.

Ms. Ly Thi Hoang added: “On this occasion last year, the village launched the contents of the campaign, the patriotic emulation movement to each household, committed to strive together to implement, unanimously develop the village's socio-economic development. And the upcoming National Great Unity Festival will be an opportunity for the village to summarize the results achieved after 1 year. It is also an opportunity to commend and recognize outstanding collectives and individuals in the village, who have had outstanding achievements, positively contributing to the overall achievements of Ban Cau. As usual, the highlight of the festival will be the performances performed by the people themselves. To prepare, from now on, the folk dance and singing teams have started practicing. Not only is it a joy of performing arts, but each dance, each song praising the homeland and country also shows the spirit of solidarity, close-knit ties of village love and neighborliness...”.
Great Unity Day
On August 1, 2003, the Presidium of the Central Committee of the Vietnam Fatherland Front issued Resolution No. 04/NQ-DCT-MTTW on organizing the National Great Unity Day in residential areas on November 18 every year, on the occasion of the anniversary of the founding of the Vietnam National United Front - the Traditional Day of the Vietnam Fatherland Front.
In Quang Ninh, after 22 years of effective maintenance, the organization of the festival has truly become an important and meaningful activity, a cultural beauty and also a broad political forum, welcomed by the majority of people. The organization method has become more and more in-depth, suitable to the socio-economic conditions and customs, cultural traditions, national identity and religious rituals of each locality.
Many residential areas have proactively integrated activities and lively discussions on building happy, cultured families; sharing experiences on capital use, plant and animal varieties, job creation, family economic development, building new lifestyles, fighting against superstitious practices, social evils; resolving problems arising in residential areas, villages, neighborhoods... In addition, there are programs to mobilize contributions to the common fund to build Great Solidarity houses, visit and give gifts to people in difficult circumstances, policy families; organize activities to beautify the appearance of alleys and streets...

The National Great Unity Day is also an important occasion, because all residential areas conduct a review and evaluation of emulation movements and activities after 1 year of actively launching and organizing. Effective self-management models, outstanding individuals, and creative contributions to the community will be commended and encouraged, helping to encourage and motivate the emulation spirit to become more vibrant. With this approach, over the past 20 years, many patriotic emulation contents, movements, and campaigns implemented in many areas of life have always been enthusiastically responded to and received by all classes of people in the whole province.
According to the plan of the Standing Committee of the Provincial Fatherland Front Committee (No. 22/KH-MTTQ-BTT dated September 30, 2025), the National Great Unity Day in residential areas in 2025 in Quang Ninh will be held simultaneously for 1 day on Sunday, November 16, in 100% of residential areas in the whole province. Depending on the conditions of each locality, a suitable form of organization can be chosen, such as organizing each residential area separately or inter-residential areas, chaired by the Front Work Committee. The form and location of the organization must ensure convenience for people to participate in full; invited participants also include representatives of Party committees, authorities, agencies, organizations, units, enterprises, religious organizations... in the area. For local areas and border areas, representatives of leaders, people and residential areas of the host country can be invited to attend the festival and must ensure proper implementation of regulations on people's foreign affairs activities, regulations on entry and exit, etc.
In the joyful atmosphere towards the National Great Unity Day this year, residential areas in the whole province are even more excited about the innovations of their homeland. Especially the results of the revolution in arranging and streamlining the administrative apparatus and programs and plans of the Party Committee and government in the process of operating the 2-level local government apparatus; major policies on energy security, education, health, comprehensive digital transformation, science and technology development, upgrading existing residential areas... to build and develop the country into the era of national growth. For ethnic minority areas, mountainous, border and island areas of the province, there is also pride when Resolution No. 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee has permeated deeply into life.
