Methodical investment to develop high-tech agriculture

On October 15, 2025, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Congress of the Party.

The contents of the documents have been of interest to and studied by many cadres, party members and people of Bac Ninh province. All opinions affirmed that the draft documents were carefully and meticulously prepared, deeply evaluating and analyzing the great achievements after 40 years of renovation.

Perfecting credit policy for agriculture

With many years of leading businesses operating in the field of high-tech agriculture, Mr. Le Dinh Hop, Director of Organic Cooperative, Bac Giang Ward (Bac Ninh Province) expressed his high agreement with the contents of the draft document submitted to the 14th National Party Congress. He is pleased with the orientations to continue developing the high-tech agriculture sector, which is becoming an important development trend in the world as well as in Vietnam. Models of applying technology to agricultural production, from planting, raising to processing, consumption... bring about clear economic efficiency, improve the quality of agricultural products, ensure the environment and consumer health.

However, according to Mr. Le Dinh Hop, for high-tech agriculture to truly become a pillar of sustainable development, it is necessary to frankly acknowledge the difficulties that are hindering businesses and farmers. Currently, high-tech agricultural products still have to compete with goods produced by traditional methods that are cheap but lack quality control. Meanwhile, products that are invested in systematically and produced by high-tech processes have higher prices, so they face difficulties in consumption.

According to Mr. Le Dinh Hop, this is a major problem that makes it difficult for many businesses, despite their enthusiasm, to expand production. High-tech agriculture requires large costs, from machinery, factories, materials, to brand building, but the output is not commensurate. In addition, the risks of natural disasters, epidemics and climate change are always lurking, increasing financial pressure.

Mr. Le Dinh Hop proposed: Enterprises and cooperatives need to have access to preferential capital sources. When storms and floods occur, causing great damage, there should be a mechanism to extend debt, reduce interest rates, or extend loans so that producers do not have their investment chains "broken".

Emphasizing the importance of communication policies and branding for clean agricultural products, Mr. Le Dinh Hop said that consumers need to be informed to understand the real value of high-tech products that are safe, beneficial to health and protect the environment, thereby being willing to pay accordingly. “If consumers cannot distinguish between clean products and ordinary products, it will be difficult for high-tech agricultural workers to survive in the long term,” Mr. Le Dinh Hop shared.

Based on that reality, Mr. Le Dinh Hop suggested that the draft document of the 14th Party Congress should continue to improve credit policies for agriculture, while promoting trade promotion and certifying products that meet high-tech standards. This will be the basis for creating trust in the market, helping producers and consumers benefit together.

Concerns about “soil health” and agricultural scientists

Director of the Center for Soil and Fertilizer Research in the Midlands (Hiep Hoa, Bac Ninh) Dam The Chien said: If businesses are the direct force in making products, then research centers are the places to "incubate" high-tech agriculture through the development of new varieties, cultivation processes, soil improvement technology and environmental protection.

Caring for the “health of the soil” and the lives of agricultural scientists need more attention. For many years, people have been cultivating continuously, using chemical fertilizers and synthetic pesticides excessively, causing the soil to become increasingly exhausted. Programs of the Ministry of Agriculture and Rural Development (formerly) on soil improvement and protection have been implemented, but at the provincial, departmental and sectoral levels, this has not really been considered a key task. Meanwhile, developed countries have soon built a system to evaluate the “soil health index” as a mandatory criterion to ensure sustainable agricultural development. Soil is the foundation of agriculture. If the soil is not healthy, all technological advances are meaningless - Mr. Dam The Chien emphasized.

Researchers are also suffering many disadvantages. Although the financial autonomy policy of public service units has the advantage of flexibility, it becomes a burden for small research centers. Each researcher is currently only supported with about 6 months of salary/year, instead of 12 months as before, making it difficult for many scientists to feel secure in pursuing their work, especially when most topics cannot be commercialized or copyrighted immediately.

“Not all research produces products that can be sold. There are projects that have great scientific value, but do not generate immediate profits. Therefore, there needs to be a stable policy of incentives and support to encourage the research team to stay long-term,” Mr. Dam The Chien suggested.

According to Mr. Dam The Chien, to solve this problem, it is necessary to increase funding for basic research, and at the same time create a bridge between research institutes, enterprises, and cooperatives so that research results can be applied sooner, contributing to improving production efficiency. It is necessary to establish a "soil health" support fund, similar to the Forest Protection Fund. This fund can finance projects to restore soil, treat agricultural pollution, encourage farmers to use organic fertilizers, and recycle agricultural by-products.

Mr. Dam The Chien expressed his belief that when land, farmers and researchers are given proper attention, high-tech agriculture can truly bear fruit in the future.
