This request was made by Prime Minister Pham Minh Chinh in the recently issued Official Dispatch No. 210, directing ministries, branches and localities to focus on implementing emergency measures to respond to storm No. 13 and floods caused by the storm.
Storm No. 13 has strengthened to level 14, gusting to level 17 and is still moving very fast (speed of about 30-35 km/h) towards coastal waters and mainland of the Central and South Central regions of our country.
According to forecasts, the storm is very strong, moving very fast, the range of strong winds and heavy rain is very wide (from Quang Tri to Khanh Hoa ), when approaching the shore, it will still maintain strong storm winds of level 14-15, gusting to level 17.

On land, from noon today, the wind will gradually increase to level 6-7, then increase to level 10-12, gusting to level 14-15, the mainland east of Quang Ngai and Gia Lai may reach level 12-13, gusting to level 15-16, the storm will cause coastal waves 3-8m high, combined with rising sea levels and high tides, very dangerous for ships at sea and at anchorages.
The storm circulation can cause very heavy rain in the provinces from Quang Tri to Dak Lak, with heavy rain, with rainfall of 200-400mm, and in some places over 600mm. Ha Tinh, Khanh Hoa and Lam Dong provinces also have heavy to very heavy rain, rainfall of 150-300mm, with a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverside, urban areas, especially in places that have been hit by prolonged heavy rain recently.
The Prime Minister directed ministers, secretaries and chairmen of provinces and cities from Quang Tri to Khanh Hoa to continue to focus on leading and directing measures to respond to storms and floods caused by storms at the highest level, with the most urgent and drastic spirit.
At the request of the Prime Minister, the secretaries and chairmen of provinces and cities with ships operating at sea, especially the localities of Da Nang, Quang Ngai, Gia Lai, Dak Lak (where the storm is forecast to directly affect) postpone meetings and work that is not really necessary, mobilize the entire local political system to participate, focus the highest attention on leadership, direction, implementation, and urging response to storms and floods caused by storms, including:
Based on the specific situation in the locality, the Prime Minister assigned local leaders to proactively decide to ban the sea from the morning of November 6 and to limit people and vehicles from participating in traffic during the time the storm directly affects to limit incidents and ensure the safety of people's lives.
Government leaders also directed the complete evacuation and relocation of residents in dangerous and unsafe areas, especially in weak houses, low-lying residential areas, places at risk of coastal and riverside landslides, areas affected by big waves, flooding due to rising sea levels, heavy rains, and at risk of flash floods and landslides.
“Absolutely do not let people stay on boats, rafts, or aquaculture huts when the storm directly affects them. If necessary, resolutely take enforcement measures to ensure people's safety,” the Prime Minister instructed. This, according to the Prime Minister's instructions, must be completed before the storm directly affects them, but must be done before 3 p.m. on November 6.
The Prime Minister also emphasized the need to immediately deploy military, police, militia, supplies, and vehicles, and assign provincial leaders to be on duty in key areas to directly lead and direct the implementation of storm and flood response, rescue, and relief work when bad situations occur.
In addition, according to the Prime Minister, it is necessary to stockpile food, provisions, and necessities in residential areas that are prone to isolation due to floods and landslides. Food shortages must not occur when storms, floods, and landslides cause isolation.
