Flood risk above alert level 3
Talking to reporters, Mr. Nguyen Van Hung - Director of Hue City Hydrometeorological Station said that from the morning of November 6-8, it is forecasted that storm No. 13 (Kalmaegi) will affect the city's sea area, with winds gradually increasing to level 6-7, then increasing to level 8-9, gusting to level 10-12, very rough seas, waves 4-6 m high.
Wind on land in the communes/wards of Thuan An, Vinh Loc, Phu Loc, Phu Ho, Phu Vang, Chan May - Lang Co is strong at level 6, gusting at level 7-9, Phong Phu, Phong Quang, Phong Dinh, Dan Dien, Loc An, Loc Tri, Hoa Chau, Duong No... have gusts at level 6-7, other places have gusts at level 5-6 (beware of the risk of thunderstorms, tornadoes and strong gusts both before and during the storm). From the morning of November 6-8, in Hue there will be 150-300mm of rain, in some places over 500mm.

From November 6-9, there is a possibility of a flood on the rivers in Hue City. During this flood, the flood peak on the Bo River, Huong River and other rivers is forecast to reach level BĐ2 - BĐ3 and above BĐ3. All areas in the city are nearly saturated or saturated, recently there have been many landslides, so the possibility of landslides is very high.
“Storm No. 13 (Kalmaegi) is quite similar to Storm No. 12 in 2017 (Damrey), so Hue City warned of major flooding on BĐ3, causing widespread flooding,” Mr. Hung shared.
By the evening of November 5, the historic flood that just occurred in Hue City still caused more than 10,534 houses in 15/40 communes and wards to be flooded with a depth of 0.3-0.5m, in some places higher such as Quang Dien, Phong Dinh, Hoa Chau, Thanh Thuy, Phu Ho.
Proactively respond to storms
Up to now, 100% of the boats in Hue City have come ashore and anchored at the wharf (1,049 vehicles with 7,247 workers). Hue City Border Guard has planned to maintain rescue forces and vehicles in case of an emergency, including 400 officers and soldiers, with 30 vehicles (ships, boats, cars...).

Before the developments of storm No. 13, the Standing Committee of Hue City Party Committee issued a document directing the Party Committees of communes, wards, and Party Committees directly under the City Party Committee... to strengthen leadership in storm prevention, avoidance, and response.
Accordingly, agencies and units are required to proactively and urgently deploy effective response plans for storm No. 13 according to the motto "4 on-site" and "proactive early, from afar", with a resolute spirit, anticipating the worst situations, deploying prevention, avoidance and response measures at the highest level.
Strengthen direction, supervision and inspection of the implementation of measures to prevent, combat and respond to storms and floods, promote information and warning work on media, social networks, Hue-S platform, etc. Direct the implementation of measures to ensure dam safety, organize safe and effective operation of irrigation and hydroelectric reservoirs.
Mobilize all forces to guide and support people in securing houses, headquarters, warehouses, production, business and service establishments. Urgently contact ships operating at sea to call for storm shelters, guide ships to anchor and moor properly, ensuring the safety of fishermen's property.

The City Party Committee directs the City People's Committee to lead the Hue City Civil Defense Command, localities, agencies and relevant units to effectively implement the Central and City Party Committee's directives on proactive disaster prevention and control. The head of the Party Committee is directly responsible for directing, operating, responding to and overcoming the consequences of natural disasters in the assigned area. Organize 24/7 duty, closely monitor the developments of storms and floods, strictly implement the information and reporting regime. The Party Committees of communes and wards promptly report the situation and developments of storms and floods to the Standing Committee of the City Party Committee before 3:00 p.m. every day.
Vice Chairman of Hue City People's Committee Hoang Hai Minh informed that currently, many communes and wards in the city are still partially flooded, however, traffic is basically smooth, electricity has been restored, and students in highland areas have returned to school. The city is maintaining a 24/7 on-duty force, proactively providing relief and support to people in deep flooded areas, and at the same time fully preparing supplies and essential goods in reserve.
“With the spirit of 'not being subjective, not being surprised', Hue City is urgently completing a response plan for storm No. 13, determined to ensure the safety of people's lives and property, and minimize damage when the storm makes landfall,” Mr. Minh emphasized.
