A prestigious person who is a bridge between the Party, the government and the people

Over the past years, the prestigious people in the ethnic minority areas in the province have actively propagated and mobilized people to implement policies and laws; contributing to strengthening the great national unity bloc and maintaining security and order. They are also typical examples in economic development, building new rural areas, reducing poverty and preserving national cultural identity.

The provincial Department of Ethnic Minorities and Religions organized a conference to provide information on the socio -economic situation as well as new related policies for religious dignitaries, officials and prestigious people in the province, October 2025.

Mr. Lac Siu Thanh (59 years old), Party Cell Secretary, Head of Phac Che Village (Hoanh Mo Commune), a prestigious person for many years, has always actively propagated and mobilized people to believe in and well implement the policies of the Party and State; not to listen to, not to believe, not to follow the distorted arguments of hostile forces; at the same time, coordinate with functional forces to protect the border line and border markers.

In economic development, Mr. Lac Siu Thanh pioneered and encouraged people to change their small-scale, fragmented production habits, introducing new crops and livestock into production to improve productivity and increase income. He also encouraged people to actively plant and care for forests. Every year, the whole village plants about 4,000 new trees of various kinds, harvesting 3-5 tons of fresh star anise.

Along with that, Mr. Thanh also propagated and instructed people on disease prevention for livestock and poultry, regular vaccination, and cold protection for buffaloes and cows; coordinated with the government and organizations to help 20 households borrow capital to develop the economy and escape poverty in the period 2021-2024. He also actively mobilized people to maintain environmental hygiene, ensure traffic safety, and contribute to building a new model rural village and model household.

Another example is Mr. Tang Denh Than (42 years old), Party Cell Secretary, Head of Moc 13 Village (Quang Duc Commune), a prestigious person who is trusted and respected by the people. Mr. Than is always exemplary in propaganda work, popularizing the law, raising the sense of responsibility of each person in the border area. He encourages people not to smuggle, assist criminals, transport prohibited goods, explosives, drugs, pick up or show the way for illegal border crossers; resolutely prevent illegal proselytizing in the area.

Not only that, Mr. Tang Denh Than also closely coordinated with Quang Duc Border Guard Station to propagate the tradition of solidarity, patriotism and responsibility to protect national sovereignty and border security. Thanks to close coordination and high sense of responsibility, the people in the village have provided the Border Guard Station with hundreds of valuable information, helping to promptly detect and prevent violations. Those practical and close actions have built trust and consensus among the people, becoming a solid spiritual support for local Party committees and authorities.

According to the provincial Department of Ethnic Minorities and Religions, the province currently has about 300 prestigious people in ethnic minority areas. These are village elders, village chiefs, religious dignitaries, and exemplary individuals who are respected and followed by the community and are an important force contributing to maintaining great solidarity, political stability, and promoting sustainable development in an area with diverse ethnicities, religions, and social classes.

With the characteristics of a border province with sea, islands, forests and mountains, and at the same time strongly developing tourism, industry and trade, the role of prestigious people in Quang Ninh becomes more and more essential and important. They are people who understand local culture and customs, have a voice that has a profound influence in the community, and are an effective bridge between the government and the people in propagating and mobilizing the Party's policies and the State's laws; at the same time, actively participating in patriotic emulation movements, maintaining security and order, building new rural areas and civilized urban areas.

In order to continue promoting the role of prestigious people in ethnic minority areas, in recent times, Quang Ninh province has implemented many synchronous solutions, focusing on training and fostering legal knowledge, propaganda and mass mobilization skills for prestigious people; strengthening information and propaganda, helping them promptly grasp new policies and guidelines, especially those directly related to ethnic minority areas; having appropriate incentive and reward mechanisms and policies, encouraging prestigious people to continue promoting their core role in the community; at the same time, replicating advanced models and typical examples, praising and honoring prestigious people in economic development, cultural preservation, and border security maintenance.

The silent but persistent contributions of the prestigious team have been making an important contribution to the cause of socio-economic development, strengthening national defense and security, and building a new, rich, civilized life in the border land of Quang Ninh.
