On November 5, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep inspected the response to storm No. 13 at Tinh Hoa fishing port (Dong Son commune) and Tinh Ky (Tinh Khe commune), Quang Ngai province. These are two key areas, where many fishing boats and coastal households are concentrated.

According to the report of the Director of the Department of Agriculture and Environment of Quang Ngai province, Ho Trong Phuong, up to now, the whole province has called on more than 6,000 fishing boats to enter safe anchorage. At the fishing ports and storm shelters of My A, Tinh Hoa, Ly Son, Sa Huynh, Tinh Ky, there are currently 997 boats and 20 aquaculture cages arranged to anchor securely. The Management Board of the fishing ports has coordinated with the functional forces to guide boat owners to tie up their vehicles, prevent collisions, fires and explosions, and ensure the safety of people and property.
After the inspection, Deputy Minister Nguyen Hoang Hiep acknowledged that the local government, functional forces and people of Quang Ngai have proactively deployed many storm prevention measures. However, he emphasized that storm No. 13 has strong intensity and fast moving speed, so all levels, sectors and each person absolutely must not be subjective despite careful preparation.

Deputy Minister Nguyen Hoang Hiep requested the Management Board of Tinh Hoa Fishing Port and Storm Shelter to seriously deploy response plans according to each level of storm risk, proactively handling all situations that may arise.
In recent days, Quang Ngai has been continuously affected by storms, strong winds and high tides. In Tinh Ky area, coastal erosion has become complicated, threatening the safety of many households. In response to this situation, Deputy Minister Nguyen Hoang Hiep directed the agricultural sector to promptly advise the Provincial People's Committee on long-term response solutions, and at the same time organize the evacuation of people from dangerous areas, ensuring adequate supply of food, medicine and necessities.
According to the Deputy Minister, the impact of storm No. 13 is very wide, not only at sea but also in the mountainous areas in the east and west of the province. When the storm makes landfall, there is a possibility of power outages and communication disruptions, making it difficult to direct and operate. After the storm, this area will have to face heavy rainfall, a wide area, with a high risk of landslides and flooding.

To proactively respond, the Ministry of Agriculture and Environment requested Quang Ngai to direct owners of irrigation and hydropower reservoirs to release water early to welcome floods, especially reservoirs in the Tra Khuc River basin (east) and Se San River (west). This is to increase reservoir capacity, ready to cut floods for downstream when the storm makes landfall.
Deputy Minister Nguyen Hoang Hiep said that the Ministry's viewpoint is to adapt to natural disasters but must be controlled, ensuring safety for reservoirs and downstream areas, minimizing the risk of deep flooding and landslides. "Owners of hydroelectric and irrigation reservoirs must proactively reduce water, cut floods, ensure safety of works but must also protect downstream areas well, prevent landslides and floods in the best way", Deputy Minister Nguyen Hoang Hiep emphasized.
