
On November 4, the National Assembly discussed in groups the draft documents to be submitted to the 14th National Congress of the Party. Speaking at the meeting, General Secretary To Lam said that many countries are now choosing the path of science and technology to promote rapid development. With the current speed of development, in just 10 years, many countries can achieve achievements that previously took hundreds of years to achieve thanks to science and technology. Without technology, development is impossible.
According to the General Secretary, in the context of strong digital transformation, if countries still maintain the mindset of relying on heavy industry or traditional automation, they will quickly become outdated. Many countries are falling into difficulties because they have not been able to transform digitally. Large investments have not been recovered in time, and production structures have not been able to change, causing them to slow down compared to the general development speed.
There are countries that are looking to transfer outdated production lines, factories, and equipment to other countries to recover and convert them into digital products. Therefore, if we are not alert and skillful, we can easily become a "technology dumping ground", receiving outdated machinery and heavy industry.
The General Secretary also emphasized that this requires being very agile in science and technology development policies, grasping new trends, applying digital technology, artificial intelligence, and transforming production models. If we are behind, we have the right to take shortcuts, take the lead, and develop science and technology.
Discussing further the delegates' opinions, regarding the issue of social governance, according to the General Secretary, the national governance model in the coming period must be based on transparent laws and reliable data. Without data, let alone digital transformation or artificial intelligence. Without data, artificial intelligence cannot operate, just like without input materials. Along with that, there must be modern digital infrastructure, a streamlined apparatus and qualified staff. That is the foundation of modern governance and a comprehensive revolution that all sectors and levels must implement, not just one sector.
Discussing further opinions on the marine economy, the General Secretary affirmed that this is a huge potential.
"Vietnam's sea area is more than 1 million square kilometers, three times larger than the mainland. But currently, we have only exploited the surface of the sea, there are still many resources under the water layers and under the seabed that are almost unexplored," the General Secretary said, affirming that this is an important orientation.
The General Secretary also informed that the Politburo plans to soon issue a Resolution on the State economy in which the State economy plays a leading role, not just State-owned enterprises. "We do not forget the role of the State economy, but we need to re-evaluate and urgently do this," the General Secretary emphasized.
At the same time, the Politburo and the Central Committee are drafting a Resolution on culture, which will require a lot of intellectual and physical effort to implement. It is expected that this Resolution will be issued by the end of the year without waiting for the 14th Congress.
Next year, after completing the personnel issue, at the 2nd Central Conference of the 14th Congress, the Central Committee will discuss specific resolutions such as the resolution on the country's development model. "In the past, we often talked about the growth model, but now we have to change our thinking to a comprehensive, holistic national development model, with close coordination and high requirements," said the General Secretary, emphasizing that this development model must be based on the foundation of science and technology, innovation, and digital transformation. Another resolution is on solutions to promote double-digit growth in which growth must be stable and sustainable, based on science and technology, without trading off the environment.
Another issue raised by the General Secretary is the issue of planning. According to the General Secretary, there needs to be a clear and specific plan for 5 years and 10 years so that people can see clearly and give their opinions. Once there is a plan, there must be synchronous, unified, and connected technical standards, from which qualified enterprises can be selected to participate; each project and each road section cannot be built in a different way, leading to a lack of connectivity.
The General Secretary gave an example of urban railway development, which requires planning. If it is in the inner city, it can be underground, and if it is in the suburbs, it can be elevated with clear regulations and standards for uniform application.
