Preschool teachers enjoy the highest special coefficient

The Ministry of Education and Training (MOET) has just announced a draft Decree regulating salary and allowance policies for teachers to solicit public comments on the Ministry's Electronic Information Portal.

According to the Ministry of Education and Training, before the Government regulates the new salary policy, salary payment will still be implemented according to the provisions of Decree No. 204/2004/ND-CP.

Teachers still arrange salaries according to civil servants in other sectors and fields that have not yet implemented the policy "Teachers' salaries are ranked highest in the administrative career salary scale system" at Point a, Clause 1, Article 23 of the Law on Teachers.

Therefore, according to the draft Decree, all teachers are entitled to a special salary coefficient. In particular, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other teacher positions are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient.

For teachers teaching at schools, classes for the disabled, centers to support the development of inclusive education , and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.

The Ministry of Education and Training assessed that the regulation on specific salary coefficients helps to realize the policy of "Teachers' salaries are ranked highest in the administrative career salary scale system" in the context that the Government has not yet regulated a new salary policy, and salary payment is still implemented according to the provisions of Decree No. 204/2004/ND-CP.

More motivation to stick with the profession

Regarding the specific salary coefficient regulation, the Ministry of Education and Training calculated that the budget will be about 1,652 billion VND/month, mainly for preschool and primary school teachers because they account for a large number of teachers and other educational institutions that are currently autonomous at level 3 and level 2.

In addition to the special salary coefficient, teachers are expected to receive job responsibility allowance; mobility allowance; heavy, toxic, and dangerous allowance.

Regarding the regulations on allowances, the cost incurred to pay mobility allowances for additional subjects is about 5.5 billion/month, 50 billion/year.

The draft is open for comments from now until November 9, 2025.

Hearing the news that preschool teachers are proposed to enjoy a special salary coefficient of 1.25, Ms. Le Thi Thu, a teacher at Chieng Mung Kindergarten (Son La) shared that this information is a great source of motivation.

“We preschool teachers work almost all day at school, often coming home late at night. The job is hard, but the love for children makes everyone try to stick with the job. If this policy is implemented, income will improve, everyone will feel secure and stick with the job for a long time,” said Ms. Thu.

With more than 20 years of experience in the profession, teacher Mua Thi Duong, Hua Thanh Kindergarten (Dien Bien) said she is very happy and hopes the draft will be approved soon.

“The job of a preschool teacher is very hard, leaving early and returning late, spending most of the time at school, with little time for family. If income improves, life will be more stable, with less need to consider spending,” she said.

Ms. Duong hopes that the State and Government will pay more attention to teachers in mountainous areas, whose work is difficult and special, but they always love their job and love children.

The draft Decree supplements the cases eligible for job responsibility allowances, including: Head/Deputy Head of Professional Groups, Head/Deputy Head of Departments and equivalent; teachers of ethnic minority languages ​​in ethnic minority language training faculties at higher education institutions; teachers teaching subjects in foreign languages ​​(except teachers of Foreign Languages); teachers assigned to perform student counseling work.

The above regulations aim to meet the requirements of responsibility when teachers are assigned the position of professional group leader/deputy group leader or subject group leader/deputy group leader; ensure fairness in responsibility allowance regime between ethnic minority language teachers in general and continuing education institutions and ethnic minority language lecturers at universities; supplement regulations on job responsibility allowance for teachers assigned to concurrently work as student counselors.
