General Secretary: Comments on the Draft Documents of the 14th Party Congress must be made directly to make straightforward changes

General Secretary: Comments on the Draft Documents of the 14th Party Congress must be stated frankly for straightforward amendments

Speaking before the National Assembly, General Secretary To Lam emphasized that today the National Assembly will dedicate a session for National Assembly Deputies to carry out a special responsibility, continuing to contribute opinions on draft documents to be submitted to the 14th National Party Congress. This is a period of time for those who are directly involved in building the country's legal system to contribute opinions to perfect the content of documents to be submitted to the 14th National Party Congress. These documents will guide the development path of our nation for many years to come.

According to the General Secretary, the voices of the National Assembly deputies today are not just personal opinions. They are the voices of the voters that the deputies represent, the voices of the realities of economic , social, national defense and security life, and the voices of lawmakers.

The General Secretary also suggested a number of groups for delegates to discuss and clarify further.

Firstly, giving comments on institutions and laws, according to the General Secretary, we have enacted laws to manage society by law, to build a socialist rule of law state of the people, by the people, for the people. But in practice, there is still a situation where the laws are correct but implementation is difficult. In the parliament, they are clear, but at the grassroots level, they are difficult.

The General Secretary requested that delegates focus on clearly stating why there are laws, decrees, and circulars that are issued very elaborately and densely but grassroots officials do not dare to implement them. Enterprises are struggling to find a way out, people are confused and going back and forth. Where there are overlaps, where there are different understandings between ministries and branches, where authority is delegated but people are forced to take responsibility beyond their control.

“A good law is not one that is well written, but one that is implemented. Delegates also need to clarify what orientations need to be added and adjusted in the 14th Congress documents for the law to truly be implemented. We must speak frankly to make straightforward changes,” the General Secretary stated.

Second, regarding the building and perfecting of the Vietnamese socialist rule-of-law state, the General Secretary emphasized: A rule-of-law state does not only have a complete legal system. A rule-of-law state is first and foremost the supremacy of the constitution and the law, the control of power, publicity, transparency, and accountability to the people.

The General Secretary asked the delegates to focus on the question: Have we done enough to ensure that every power is bound within the legal framework, operated with the right authority, for the right purpose, and in the right interests of the people? Are there any gaps that make people feel that they can get what they want, and not what they don’t want? Are there any situations where people have to ask for things that they should be entitled to? If there is no complete answer, it means that the rule of law state is not complete.

Building our rule of law state means building a strong state that does not abuse power, has discipline but is not far from the people, acts decisively but must be humane, convincing, and have dialogue. Such orientations need to be expressed and clarified in the documents of the 14th Congress.

Third, regarding decentralization, delegation of power and organization of the apparatus, the General Secretary asked the delegates to give specific opinions on how the two-level model should be designed so that the people are not far from the government, are not broken, and do not let the apparatus be streamlined and create more layers of requests in reality. More importantly, what rights and resources should the grassroots government have to carry out the task of creation and development at the grassroots level?

Fourth, regarding the organic relationship between the Party, the State, the Fatherland Front and people's organizations, the General Secretary hopes that delegates will contribute ideas on what mechanisms the Party can provide comprehensive leadership without doing things for them, without making excuses, and without being lax? The Government manages and operates according to the law and dares to take personal responsibility. The Fatherland Front and socio-political organizations truly become a trustworthy bridge between the Party, the State and the people. People are not only beneficiaries but also participants, contributors, creators and beneficiaries. If we say that the people are the center, we must design a mechanism so that people have a real voice, have real supervisory rights and have the opportunity to participate in real issues.

Fifth, regarding the Party's leadership role in the legal system and in practical management, the General Secretary emphasized that our Party is the ruling Party, and ruling means taking responsibility before the people for the country's development and for the people's daily lives. Ruling is not only about giving directions but also about organizing implementation, checking implementation and taking responsibility for the results. Therefore, the documents submitted to the 14th Congress cannot just talk about strengthening the Party's leadership in general. We must clarify that the Party leads to ensure that all policies and laws are truly for the people, developing the country, maintaining independence, sovereignty, territorial integrity, maintaining political and social stability, and preserving the great national unity bloc. The Party leads to fight against parochialism, sectoralism, localism, group interests, negativity, corruption and waste. The Party leads to protect those who dare to think, dare to do, dare to take responsibility for the common good.

Sixth, regarding the spirit of innovation in thinking, innovation in working methods, innovation in national governance according to the motto of creating for the people, the General Secretary asked delegates to contribute specific examples from the sectors, localities, and fields they are in charge of. Wherever there are still cumbersome things that make businesses tired, wherever people are frustrated because they have to go back and forth many times without getting things done, wherever there are still mechanisms - we need to look straight, not avoid, look straight then we can fix it.

Seventh, regarding new points and breakthroughs, the General Secretary suggested that the draft document has outlined 18 new points, orientations considered to be breakthroughs, demonstrating the spirit of daring to innovate, daring to transform the development model, daring to reorganize the apparatus and operating methods. The General Secretary emphasized: The Congress document is the original document, we must clarify it right now so that the process of institutionalization, law-making, and implementation can be more unified. On the contrary, if the document is still general and incomplete, when put into practice, it will give rise to different understandings, different ways of doing things, and even personal applications. Thus, the people who suffer the most are the people.

"I ask each National Assembly delegate today to contribute as a representative of the people, and also as a party member and cadre with profound practical experience. Say what you really see, what you are concerned about, what you dare to take responsibility for. I believe that with your working experience, your close connection with voters, and your mettle, you will do very well in this responsibility," the General Secretary stated.
