Urgently get a resolution on state economy
Speaking at the Hanoi delegation, General Secretary To Lam said that the discussion of the draft document aims to unify the direction and goals for national development.
The General Secretary emphasized how to organize and implement those orientations and goals to serve the people and bring benefits to the people.
"The goals and orientations are good, but if the implementation is not successful, then it is not satisfactory," the General Secretary emphasized.
However, the General Secretary said there are still practical problems that need to be resolved, which the Party and the National Assembly need to study.
After listening to the comments, the General Secretary expressed his delight that the delegates basically agreed with and highly appreciated the draft document, contributing many good and new ideas that will be accepted.
Regarding culture and agriculture, according to the General Secretary, we still have a lot of room and are proud that agriculture exports many products, but if we calculate carefully, we may lose money.
The State must invest in irrigation, engineers, seeds, fertilizers, and farming methods to create jobs for farmers.
Or talking about export, we have to be very calculating because we export the whole agricultural sector, not just labor, rice, coffee...
"We should not be engrossed in numbers but must focus on the substance. The economy must be accounted for... For example, investing in Long Thanh airport, we must calculate how much is contributed to the State each year; how much money is collected for the state budget? How many years will it take to recover the capital?", the General Secretary cited.
According to the General Secretary, the Politburo and the Central Committee will soon have a number of plans. Accordingly, they will urge agencies to urgently issue a resolution on the state economy.
In addition, there will be a Politburo resolution on culture, following resolutions on education and health.
According to the plan, two resolutions on state economy and one on culture must be completed by the end of the year.
Notably, the General Secretary also said that it is expected that after the 14th Party Congress, personnel work will be discussed immediately on major issues related to development, including resolutions on the country's development model.
There has been much talk about growth in the past, but the country’s development model must be holistic. This development model must be based on science, technology and innovation. In addition, the resolution also clearly states solutions to promote double-digit growth.
"Until now, we have been doing things gradually, taking things as far as possible. But to achieve a growth rate of over 10%, we cannot do that. There must be specific, strong, and synchronous solutions," the General Secretary emphasized.
The General Secretary suggested that it is necessary to comprehensively consider economic, financial, monetary and foreign investment factors. If double-digit growth is not achieved, it will be difficult to complete the development target by 2030.
To do so, we must clearly see why it has not been achieved. However, growth must be stable and sustainable, not at the expense of the environment.
Referring to strategic autonomy, according to the General Secretary, this is a very important issue. Vietnam is highly appreciated by other countries for its independence and self-reliance, not depending on anyone. Confident, self-reliant, self-reliant, self-reliant, and national pride.
The national governance model will be based on transparent laws and reliable data.
Regarding development planning, the General Secretary said that a comprehensive development plan will be established in the near future.
Making a plan means drawing out the future city, road, and house on paper, on a model, without having to build it right away. But the important thing is that all people can contribute their opinions and see what the future of their country and city will look like.
For example, regarding Hanoi's planning, the General Secretary noted that it is necessary to think long-term and synchronously for 5 years, 10 years, 50 years and a 100-year vision...
The General Secretary affirmed that the national governance model in the coming period is based on transparent laws and reliable data.
The General Secretary pointed out that without data, no matter how good artificial intelligence technology is, it cannot function. Artificial intelligence without data is like "having no gas, no rice" to put into operation.
At the same time, there must be modern digital infrastructure, a streamlined apparatus, and staff who meet the requirements.
"That is the foundation of modern governance. All sectors, levels, and places must comply and implement it. This is a comprehensive revolution," the General Secretary stated.
