Dak Lak established command headquarters and direct command points for storm prevention.

On November 5, Dak Lak province had no rain, little wind, and cloudy weather. In particular, coastal areas had sunshine and clear blue skies. However, people in the province were not complacent but actively deployed storm prevention work for storm No. 13. Dak Lak province established a forward command post in the East of the province to facilitate response work before, during, and after the storm.

In Tu Nham village (Song Cau ward, Dak Lak province), the weather on the afternoon of November 5 was sunny and the sky was clear. However, people were busy shoring up their houses, preparing necessities and necessary tools to minimize damage that could be caused by the storm. Some households in the village whose houses were not secure had moved to a safe place following the instructions of local leaders.

Mr. Nguyen Cao Kin (Tu Nham village) shared that he had prepared items such as foam boxes, plastic barrels, plastic cans, etc. to store clean water for use during the storm. Many sandbags were placed on the corrugated iron roof. Lobster food was also fully prepared. Everyone in the family was not subjective before storm No. 13.

Dak Lak province has 12 coastal communes and wards. Currently, all localities have activated the highest level of storm prevention measures. By this afternoon, nearly 90% of households had completed securing their roofs. Fishing boats were brought to safe shelters. Fishermen have also harvested lobsters to sell to traders to reduce losses.

After Dak Lak provincial leaders inspected storm prevention work No. 13 in coastal areas, on the evening of November 5, the Provincial People's Committee held a meeting to deploy storm prevention work in the area. Attending were leaders of the Provincial People's Committee and related departments and units. The meeting also connected online to coastal communes and wards in the area.

According to the Dak Lak Provincial Border Guard Command, as of 4 p.m. on November 5, the entire province had 2,555 fishing boats/10,994 workers operating at sea. Most fishing boats had anchored at safe ports, 15 fishing boats were moving to shelters, and some boats still operating at sea had moved out of the danger zone. The entire province had a total of 2,600 rafts/52,000 aquaculture cages.

Colonel Le Van Hung, Deputy Commander and Chief of Staff of the Dak Lak Provincial Military Command, said that the provincial military force currently has about 6,000 people participating in the prevention of storm No. 13. Regarding vehicles, there are 2 armored vehicles ready to be present in key, isolated and divided areas to deploy storm prevention and control plans. For aquaculture households, before 12 o'clock on November 6, the authorities will require all people to return to the mainland and absolutely not stay on cages and rafts.

As of November 5, all irrigation reservoirs have reached safety levels. Small reservoirs managed by localities have reached basic water levels of 80-90% of their design capacity. As for hydroelectric reservoirs, as of November 5, Srepok, Buon Kop, Buon Tua Srah, Song Ba Ha, Song Hinh, and Krong H'Nang reservoirs are discharging water downstream with a flow rate of 113-712m3/s.

Chairman of Dak Lak Provincial People's Committee Ta Anh Tuan requested that sectors and localities must not be subjective because this is a strong and fast storm, directly affecting the coastal areas of the province. After docking, ships must be safely anchored. Relevant departments such as health, industry and trade, agriculture , electricity, telecommunications... must fully complete plans to prevent storms, floods, flash floods... Localities must have a firm grasp of areas with the potential for landslides and high tides that could endanger people in order to have appropriate evacuation plans.

The provincial leaders requested the military forces to ensure the number of troops and vehicles, concentrating on the most affected area (the Northeast region of the province) to deploy storm prevention plans. The police force maintained security and order during the evacuation of people and aquaculture cages. Localities widely informed people and businesses about the storm situation so that they could proactively prevent it in their families and companies. The hydrometeorological center regularly updated and distributed short, easy-to-understand news to people and in-depth news so that agencies could grasp the situation.

From November 6, in addition to the storm prevention command post No. 13 in Tuy Hoa ward, Dak Lak province will establish two more direct command points in the local areas of Song Cau town and Tuy An district (formerly Phu Yen province) to deploy storm prevention and control plans as well as rescue and relief operations.
