General Secretary: The country's development model must be based on science and innovation

On the afternoon of November 4, the National Assembly discussed in groups the draft document to be submitted to the 14th National Congress of the Party. General Secretary To Lam said that the country's current development model must have a comprehensive, holistic approach and close coordination between sectors.

Speaking at the Hanoi delegation, General Secretary To Lam expressed his delight at seeing delegates basically agree with and appreciate the draft document, while also contributing many good and new ideas. The drafting committee needs to fully absorb the delegates' opinions.

The General Secretary emphasized that our goal is to serve the people and bring benefits to the people. The goals and orientations are good, but if the implementation is faltering, it will not meet the requirements. From that, General Secretary To Lam requested that the Party and the National Assembly should study any practical issues that need to be resolved.

Talking about the future development path, the General Secretary said that we must think according to the economy and must calculate. For example, investing in Long Thanh airport, we must calculate how much the state budget will earn from the airport? How many years will it take to recover the capital? Similarly, our agriculture is exporting strongly, but if we calculate carefully, will there be losses?

According to the General Secretary, to achieve double-digit growth, we cannot do it the old way but must have specific, strong, and synchronous solutions. If we cannot achieve double-digit growth, we will not achieve the target by 2030-2045.

Stating that up to now, the highest growth rate has only been about 9%, the General Secretary emphasized that there must be solutions to achieve double-digit growth and that growth must be stable and sustainable.

The General Secretary said that the Politburo and the Central Committee will soon push for a resolution on the state economy. In addition, there will be a Politburo resolution on culture, along with a resolution on education and health. It is expected that these resolutions will be issued from now until the end of the year, without waiting for the 14th Congress.

Towards modern digital infrastructure and streamlined apparatus

General Secretary To Lam said that after the 14th Party Congress handles personnel work, major issues related to the country's development model will be discussed.

According to the General Secretary, in the past when talking about growth models, we often only focused on economic factors, but with the country's current development model, there must be a comprehensive, holistic approach and close coordination between sectors.

"The country's development model must be based on the foundation of science, technology and innovation," the Party leader said, affirming that to achieve that, there needs to be specific understanding, clear direction and very high requirements in implementation.

The General Secretary affirmed that the national governance model in the coming period is based on transparent laws and reliable data. At the same time, there must be modern digital infrastructure, a streamlined apparatus, and qualified staff that meet requirements.

"That is the foundation of modern governance. All sectors, levels, and places must comply and implement it. This is a comprehensive revolution," the General Secretary stated.

In addition, the General Secretary stated that solutions must be carefully researched, calculated, and implemented synchronously, with the goal of achieving development, stability, and sustainability. Criteria, roadmap, and methods must be clearly defined, without haste.

In particular, the country's development plan must be consulted by all the people. "We do not need to build it right away, but the important thing is that all the people know what the future picture of the country and their city will be like," the General Secretary wished.
