On the afternoon of November 4, before National Assembly deputies discussed in groups the draft document to be submitted to the 14th Party Congress, General Secretary To Lam shared some new points of the draft document as well as important directions for National Assembly deputies to discuss.
Affirming that the comments of National Assembly deputies are not just personal opinions but the voice of voters that the deputies represent, the voice of economic , social, defense, and security realities, and the voice of lawmakers, General Secretary To Lam hopes that the deputies "go straight to the most fundamental issues".

Why is it "clear in parliament, but difficult at the grassroots"?
From there, the General Secretary suggested many important directions for National Assembly delegates to comment on.
Firstly, regarding institutions and laws, the General Secretary said that in practice there is still a situation where "the law is correct but implementation is difficult", "it is clear in the parliament but difficult at the grassroots level".
The General Secretary asked the delegates to clarify why there are laws, decrees, and circulars that are issued very carefully but grassroots officials do not dare to implement them; businesses are struggling and struggling; people are confused and going back and forth. Where is the authority delegated but people are forced to take responsibility beyond their control?
The General Secretary emphasized that we must aim for a legal system that is "easy to remember, easy to understand, easy to implement". Policies issued must measure impact, control risks, and especially create convenience rather than create additional procedures. "A good law is not a well-written law but a law that is implemented in life", the General Secretary emphasized.
Second, on building and perfecting the Vietnamese socialist rule-of-law state. The General Secretary asked: "Is there any situation where people have to ask for things they should be entitled to?", and said that if there is no complete answer, the rule-of-law state still has loopholes and is not perfect.
According to the General Secretary, building a rule-of-law state means building a state that is strong but does not abuse power; has discipline but is not far from the people; acts decisively but is still humane, persuasive, and has dialogue.
The Party must lead to fight against parochialism and group interests.
Third, regarding decentralization, delegation of power and organizational structure, the General Secretary believes that if subordinates can resolve issues more quickly and more closely to the people, they must boldly delegate power, but delegating power does not mean "pushing work" or "pushing risks down", but delegating power must go hand in hand with resources, human resources and tools.
According to the General Secretary, the delegation of power must come with a legal safety zone so that officials dare to act and take responsibility for the common good, not unjustly taking personal responsibility.
Regarding the two-level local government model, the Party leader said that this is a very new, very important, very sensitive content, directly related to the lives of people and cadres at the grassroots level. The General Secretary hopes that delegates will contribute ideas on how to keep people from being far from the government. The relationship between the Central Government - provinces, cities - grassroots level must operate smoothly, sharing responsibilities and supporting each other, not shifting responsibilities to each other, making people have to run around in circles. "Do not let the announcement of streamlining the apparatus create more layers of asking and giving," the General Secretary emphasized.
Fourth, regarding the organic relationship between the Party, the State, the Fatherland Front, organizations and the People, the General Secretary wants to hear suggestions on what mechanism the Party can use to lead absolutely and comprehensively, but not do it for us, not make excuses, and not be lax.
According to the General Secretary, if we talk about "people-centeredness", we must design a mechanism so that people have a real voice, real supervisory rights, and the opportunity to participate in real issues.
Fifth, regarding the Party's leadership and governing role in the legal system and in practical management, the General Secretary noted that the documents submitted to the 14th Congress cannot simply speak of "strengthening the Party's leadership" in a general way. It is necessary to clarify more clearly the Party's leadership to combat sectoral and local thinking, group interests, negativity, corruption, and waste; the Party's leadership to protect those who dare to think, dare to do, and dare to take responsibility for the common interest.

Sixth, regarding the spirit of innovation in thinking, innovation in working methods, and innovation in national governance according to the motto of creation and for the people, the General Secretary reminded that if thinking is slower than practice, the document will become outdated as soon as it is born.
According to the General Secretary, it is necessary to more clearly affirm the national governance model in the coming period: Governance based on transparent laws, reliable data, modern digital infrastructure, streamlined apparatus, honest and disciplined officials combined with service. Such governance is development-creating governance, not beg-give governance.
The General Secretary wants delegates to point out where there are still cumbersome procedures that discourage businesses; where people are frustrated because they have to go back and forth many times without getting their work done; and where there is still "running around for mechanisms".
The General Secretary also emphasized 18 new points in the draft document, which are considered breakthroughs in the spirit of daring to innovate, daring to transform the development model, daring to reorganize the apparatus and operating methods.
From there, the General Secretary asked the delegates to help answer two important questions: "Are these 18 new points enough? Are there any points that are still at the policy and orientation level, and will be studied while society needs specific answers, a clear roadmap and responsible people to hand over?". Second, according to the delegates, which points have not been mentioned? Are there any bottlenecks that if not resolved now, we will have to pay the price in the next 5 years? "Please speak frankly, say everything, and clearly state those things," the General Secretary emphasized.
Affirming that "the voices of the delegates will bring the Document into the lives of the People", the Party leader hopes that the discussion will be frank and responsible to aim for the goal of sustainable development of the country, an orderly, disciplined, warm and humane society, people are protected and given the opportunity to rise up through their own labor and efforts. Those who do the right thing by law will be protected, those who do wrong will be dealt with fairly and impartially, with no forbidden zones and no exceptions.
