Need to change the mindset of recruiting based on qualifications
Delegate Tran Thi Nhi Ha (Hanoi delegation) said that education cannot be over-commercialized. However, currently, non-public education is an important component but there is a state of socialization in education and training that shows signs of deviation.
The female delegate stated that currently, public investment in education tends to decrease, socialization is promoted but there is no quality control mechanism leading to regional inequality, tuition fees increase but student quality does not increase proportionally.
"We need to increase public investment in the education sector, and there must be specific targets," said Ms. Tran Thi Nhi Ha.
Next, the female delegate said that all reports stated that human resource training and development is not yet linked to the labor market. The reason is that we still lack a unified National Competency Framework - a tool to connect education, vocational training and employment.
The female delegate recommended that the Action Program should clearly supplement the orientation for building a National Competency Framework associated with occupational output standards and a National Qualifications Framework. Currently, Vietnam only has a National Qualifications Framework that focuses mainly on qualifications, while a National Competency Framework associated with describing occupational competencies, skills and behaviors is lacking.
"To change the mindset of recruiting based on qualifications, it is necessary to build a National Competency Framework as a basis for recruitment. This is the foundation to standardize the quality of Vietnamese human resources, ensuring connectivity, integration and adaptation to digital transformation," said Ms. Tran Thi Nhi Ha.
In addition, all three reports and documents agree on the policy of "building a learning society and promoting lifelong learning", however, this policy has not been specified in the Action Program.

"We talk about lifelong learning, but in reality, most Vietnamese people only finish university (around 20 years old), because we only have policies to support high school and university education, but no policies to support lifelong learning," said Ms. Ha.
From there, the female delegate proposed to include specific solutions in the Action Program such as establishing a "National Learning and Capacity Development Fund" to sponsor people to study and change careers like some countries in the world .
New textbooks "completely deny" the advantages of old books
Delegate Nguyen Anh Tri (Hanoi delegation) mentioned the content of building a modern national education system, on par with the region and the world.
According to the delegate, we are no longer "fundamentally and comprehensively innovating education and training" but have a focus on fundamental innovation. That is innovating the curriculum and textbooks in the direction of developing capacity and qualities.

But in reality, this innovation is a "complete denial" of the old, so it does not bring the expected results.
Specifically, we innovate textbooks but hardly absorb the good and progressive things of old textbooks, but instead rebuild completely new textbook sets.
According to delegate Nguyen Anh Tri, the textbooks created by many generations of scientists and many leaders of our Party have brought the country to where it is today. But then we deny them all to use new textbooks. "This is a good idea but it is not suitable and not practical," the delegate commented.
Recently, Resolution 71 of the Politburo emphasized the return to using a unified set of textbooks. "I find it very reasonable and correct," the delegate said, hoping that using a set of textbooks will overcome the shortcomings mentioned.
