On the afternoon of November 4, participating in giving comments on the draft documents to be submitted to the 14th National Party Congress at Group 8 (including National Assembly delegates from Bac Ninh and Ca Mau), Minister of Health Dao Hong Lan said that through studying the draft Political Report as well as the documents to be submitted to the 14th National Party Congress, she was particularly interested in page 32, section 8 on "sustainable social management and ensuring progress, social justice, and caring for people's lives".
Minister Dao Hong Lan said that in recent times, the care for the health sector has received great attention from the Party Central Committee, the National Assembly, the Government and ministries and branches. In particular, recently, the Politburo issued Resolution No. 72-NQ/TW dated September 9, 2025 "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health".

"The Resolution has shown a progressive and socially equitable viewpoint associated with a roadmap for taking care of people's lives with very specific content. That is the implementation of a policy of exempting hospital fees for all people. However, in the draft Document, on page 32 of the Political Report, it is stated that "basically exempting hospital fees for all people". Therefore, I propose to adjust it in accordance with the spirit of Resolution No. 72, that is: By 2030, people will be exempted from hospital fees at a basic level within the scope of health insurance benefits according to the roadmap", Minister Dao Hong Lan emphasized.
According to Minister of Health Dao Hong Lan, the implementation of the policy of free hospitalisation for all people is a very large policy and has an impact and influence on more than 100 million people, demonstrating that people are enjoying the fruits of socio-economic development. However, the implementation must also consider feasibility and resources, including budget resources as well as health insurance funds. Therefore, when drafting Resolution 72, the Politburo considered very carefully, including the roadmap, methods and scope of implementation.

Therefore, the Minister of Health proposed that page 32 of the Document be revised in accordance with the spirit of Resolution 72 to ensure feasibility and consistency in the Party's general directive documents.
"Such adjustments will facilitate the implementation process, without any discrepancies between Resolution No. 72-NQ/TW and the draft documents submitted to the 14th National Party Congress," Minister Dao Hong Lan emphasized.
