Ho Chi Minh City People's Committee has just issued a document directing the Department of Finance, Department of Construction and People's Committees of wards, communes and special zones on the inspection of old apartment buildings in Ho Chi Minh City.

Ho Chi Minh City People's Committee assigned the People's Committees of wards and communes to organize the inspection and assessment of the quality of apartment buildings in accordance with the inspection procedures prescribed; send reports to the Department of Construction for consideration and issuance of conclusions on the inspection of the quality of apartment buildings according to regulations.
For localities that have not yet proposed inspection costs, promptly prepare a report and send a proposal to the Department of Construction for synthesis and transfer to the Department of Finance to arrange funding for inspection of apartment buildings. This funding will be allocated to the People's Committees of wards to carry out inspection work according to regulations.
The Department of Construction is responsible for guiding local People's Committees in implementing the process of inspecting apartment buildings; receiving and reviewing inspection reports and issuing conclusions on construction quality inspection.
The inspection conclusion must fully demonstrate the contents according to the provisions of the law on construction, and at the same time clearly determine whether the inspected apartment building is or is not subject to demolition. In case the apartment building does not need to be demolished, the inspection conclusion must clearly state the period of time allowed to continue using the building until it is subject to demolition.
The Department of Construction will publicly announce the inspection results on the Department's electronic information portal for people and relevant agencies to monitor and supervise.
According to information, Ho Chi Minh City (old) has 474 apartment buildings (including 573 lots) built before 1975 that have degraded and are unsafe. Of these, 16 apartment buildings are classified as level D (dangerous), 116 level C (potentially dangerous), 332 level B (not meeting normal usage requirements) and 12 buildings have been demolished or changed their purpose of use. To date, 5 level D apartment buildings have been completely demolished, 6 other buildings have also been demolished.
