
In accordance with the directives of General Secretary To Lam in Notice No. 07-TB/CQTTBCĐ dated October 15, 2025, from the Standing Agency of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, and Notice No. 386-TB/VPTW dated October 16, 2025, regarding the key briefing meeting in October 2025; to further promote the reduction and simplification of administrative procedures, ensuring effectiveness, substance, scientific approach, and a systematic approach based on practical experience and the availability of data, interconnectedness, and synchronization of infrastructure, thereby facilitating and reducing time and costs for individuals and organizations, and contributing to economic development, the Prime Minister requests Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and cities to seriously implement the following tasks:
Ministers, heads of ministerial-level agencies, and chairpersons of provincial and city People's Committees are urged to promptly direct a review of the 734 administrative procedures as outlined in Document No. 4735/TCT dated October 20, 2025, of the Task Force implementing Project 06 on administrative procedure reform and digital transformation associated with Project 06, as well as other administrative procedures containing one of the 15 types of documents already listed in national and specialized databases that can be immediately reduced.
Ministries and ministerial-level agencies should expedite the completion of amendments and additions to legal documents to implement the approved plans for reducing and simplifying administrative procedures in the Prime Minister 's decisions in each management field; in particular, proactively reducing or eliminating the requirement for individuals and organizations to provide documents when the information is already available in databases.
Regarding the 668 specific administrative procedures issued by local authorities, the Chairpersons of the People's Committees of provinces and cities shall direct the review and advise competent local authorities to amend and supplement legal documents to reduce or eliminate the requirement for individuals and organizations to provide documents when the information is already available in the databases. This shall be completed no later than November 15, 2025, or at the nearest People's Council meeting.
Ministries, departments, and localities must submit the results of their review to the Ministry of Justice before October 31, 2025.
The Prime Minister requests the Minister of Justice to guide ministries, agencies, and localities in conducting a specific review of administrative procedures whose required documents fall under one of the 15 types of documents for which data is already available and can be reduced; to propose plans for reducing and simplifying administrative procedures, clearly identifying the articles, clauses, and points in the relevant legal documents that need to be amended or supplemented to ensure the implementation of the plan. The guidance should be completed before October 23, 2025; the Minister should chair and coordinate with the Ministry of Public Security, the Ministry of Interior, the Government Office, and other ministries and agencies to evaluate the results of the review and prepare a comprehensive report on the implementation of administrative procedure reduction and simplification, to be completed before November 15, 2025.
Simultaneously, the Ministry of Planning and Investment shall preside over and coordinate with relevant ministries and agencies to develop a Government Resolution in accordance with Resolution No. 206/2025/QH15 dated June 25, 2025, of the National Assembly on a special mechanism for handling difficulties and obstacles caused by legal regulations to implement the plan to immediately reduce and replace document components where information is already available in national and specialized databases; submit it to the Government for promulgation before November 15, 2025; monitor, urge, and summarize the situation and results of the implementation of this Directive, and promptly report to the Prime Minister on any arising issues beyond its authority.
The Deputy Prime Ministers, according to their assigned areas of responsibility, directly supervise the Ministers and heads of ministerial-level agencies in carrying out tasks, ensuring quality and progress as required.
