Observations on several streets in Cau Giay ward, such as Ton That Thuyet, Truong Cong Giai, Thanh Thai, and the end of alley 165 on Cau Giay street, show that many construction materials like sand, stone, bricks, and cement are piled high without any covering. When there is wind or vehicles pass by, dust is stirred up and spreads into the surrounding area, affecting the living environment of residents.
Besides causing air pollution, construction material yards also occupy sidewalks and even spill onto the road, reducing traffic space. In areas with high population density and heavy traffic, the narrowed road space significantly increases the risk of traffic accidents. Homemade vehicles and three-wheeled carts carrying materials speed along the road without proper covering, causing materials to spill onto the road, creating dust, slippery surfaces, and posing a danger to road users.





Cau Giay Ward is one of Hanoi's fastest-developing areas, home to numerous apartment buildings, offices, schools, and new urban developments. Towards the end of the year, the demand for home renovation and repair increases sharply, further fueling the rampant activity of construction material yards; the transportation and loading of materials even takes place at night. Investigations reveal that most of the construction material storage yards in Cau Giay Ward are informal, utilizing agricultural land or land designated for delayed projects.
Ms. Nguyen Thi Thu Ha, a resident of an apartment building on Thanh Thai Street, said: "These construction material storage areas have been operating for a long time, but they are busier at the end of the year. I live on a high floor and look down at them loading and unloading materials even at night. The noise and dust affect my sleep, especially for the elderly. There are many material storage areas at the end of Thanh Thai Street, so the roads are always dusty..."





In recent days, fine dust pollution has become a pressing issue in Hanoi. Unauthorized, uncovered construction material yards are a major source of dust dispersion. Furthermore, the frequent operation of makeshift vehicles transporting materials in the inner city contributes to emissions, exacerbating air quality problems. Pedestrians, the elderly, and young children are directly affected, facing a high risk of respiratory illnesses, allergic rhinitis, and eye problems. This contradicts Hanoi's efforts to improve the environment in recent years.
To clarify this issue further, a reporter from the News and Nation newspaper (Vietnam News Agency) contacted and scheduled a meeting with the People's Committee of Cau Giay Ward, but after a week, the press agency has still not received an official response from the local authorities.
