On Thursday, December 11, 2025, the 40th working day of the 10th session of the 15th National Assembly took place at the National Assembly building in Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

MORNING

The National Assembly held a plenary session in the Assembly Hall to address the following matters:

Content 1: Under the chairmanship of Deputy Speaker of the National Assembly Vu Hong Thanh, the National Assembly proceeded with the following matters:

1. The National Assembly heard Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present two reports explaining, accepting, and revising the draft Law on Investment (amended) and the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for implementing large and important projects in the Capital. Following this, the National Assembly voted to approve the aforementioned Laws and Resolutions electronically, with the following results:

- Regarding the Investment Law: 436 delegates participated in the vote (92.18% of the total number of National Assembly delegates); of which, 425 delegates voted in favor (89.85% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 9 delegates abstained from voting (1.9% of the total number of National Assembly delegates).

- Regarding the National Assembly's Resolution on piloting some specific mechanisms and policies for implementing large and important projects in the Capital City: 435 delegates participated in the vote (91.97% of the total number of National Assembly delegates); of which, 431 delegates voted in favor (91.12% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 3 delegates abstained from voting (0.63% of the total number of National Assembly delegates).

2. The National Assembly heard Minister of Construction Tran Hong Minh, authorized by the Prime Minister, present three reports explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Urban and Rural Planning; the draft Resolution of the National Assembly on the investment policy for the Gia Binh International Airport construction project; and the draft Resolution of the National Assembly on the investment policy for the Vinh - Thanh Thuy expressway construction project. Following this, the National Assembly voted to approve the aforementioned Laws and Resolutions electronically, with the following results:

- Regarding the Law amending and supplementing a number of articles of the Law on Urban and Rural Planning: 437 delegates participated in the vote (equal to 92.39% of the total number of National Assembly delegates); of which, 429 delegates voted in favor (equal to 90.7% of the total number of National Assembly delegates), 3 delegates voted against (equal to 0.63% of the total number of National Assembly delegates), and 5 delegates abstained from voting (equal to 1.06% of the total number of National Assembly delegates).

- Regarding the National Assembly's Resolution on the investment policy for the Gia Binh International Airport construction project: 427 delegates participated in the vote (90.27% of the total number of National Assembly delegates); of which, 410 delegates voted in favor (86.68% of the total number of National Assembly delegates), 6 delegates voted against (1.27% of the total number of National Assembly delegates), and 11 delegates abstained from voting (2.33% of the total number of National Assembly delegates).

- Regarding the Resolution on the investment policy for the Vinh - Thanh Thuy Expressway construction project: 433 delegates participated in the vote (91.54% of the total number of National Assembly delegates); of which, 430 delegates voted in favor (90.91% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 2 delegates abstained from voting (0.42% of the total number of National Assembly delegates).

3. The National Assembly heard Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, present two reports explaining, accepting, and revising the draft Resolution of the National Assembly stipulating some mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law; and the draft Resolution of the National Assembly approving the investment policy for the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2026-2035. Following this, the National Assembly voted to approve the aforementioned Resolutions electronically, with the following results:

- Regarding the National Assembly Resolution stipulating some mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law: 437 delegates participated in the vote (92.39% of the total number of National Assembly delegates); of which, 428 delegates voted in favor (90.49% of the total number of National Assembly delegates), 3 delegates voted against (0.63% of the total number of National Assembly delegates), and 6 delegates abstained from voting (1.27% of the total number of National Assembly delegates).

- Regarding the Resolution approving the investment policy for the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2026-2035: 440 delegates participated in the vote (93.02% of the total number of National Assembly delegates); of which, 430 delegates voted in favor (90.91% of the total number of National Assembly delegates), 5 delegates voted against (1.06% of the total number of National Assembly delegates), and 5 delegates abstained from voting (1.06% of the total number of National Assembly delegates).

4. The National Assembly heard Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, present the Report explaining, accepting, and revising the draft Resolution of the National Assembly on mechanisms and policies for national energy development in the period 2026-2030. Following this, the National Assembly voted to approve the aforementioned Resolution, with the following results: 436 delegates participated in the vote (92.18% of the total number of National Assembly delegates); of which, 424 delegates voted in favor (89.64% of the total number of National Assembly delegates), 4 delegates voted against (0.85% of the total number of National Assembly delegates), and 8 delegates abstained (1.69% of the total number of National Assembly delegates).

Content 2: Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly heard the report presented by Standing Committee member Duong Thanh Binh on the explanation, acceptance, and revision of the draft Resolution on the implementation of several resolutions of the 14th and 15th National Assembly terms on specialized supervision and questioning. Following this, the National Assembly voted to approve the aforementioned Resolution electronically, with the following results: 439 delegates participated in the vote (92.81% of the total number of National Assembly delegates); of which, 439 delegates voted in favor (92.81% of the total number of National Assembly delegates).

Content 3: Under the chairmanship of Deputy Speaker of the National Assembly Le Minh Hoan, the National Assembly proceeded with the following matters:

1. The National Assembly heard Minister of Science and Technology Nguyen Manh Hung, authorized by the Prime Minister, present the report explaining, accepting, and revising the draft Law on Digital Transformation. Following this, the National Assembly voted to pass the Law on Digital Transformation electronically, with the following results: 442 delegates participated in the vote (93.45% of the total number of National Assembly delegates); of which, 433 delegates voted in favor (91.54% of the total number of National Assembly delegates), 5 delegates voted against (1.06% of the total number of National Assembly delegates), and 4 delegates abstained (0.85% of the total number of National Assembly delegates).

2. The National Assembly heard Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, present two reports explaining, accepting, and revising the draft Law amending and supplementing a number of articles of 15 laws in the fields of agriculture and environment; and the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals. Following this, the National Assembly voted to approve the aforementioned Laws electronically, with the following results:

- Regarding the Law amending and supplementing a number of articles of 15 laws in the fields of agriculture and environment: 431 delegates participated in the vote (equal to 91.12% of the total number of National Assembly delegates); of which, 424 delegates voted in favor (equal to 89.64% of the total number of National Assembly delegates), and 7 delegates abstained from voting (equal to 1.48% of the total number of National Assembly delegates).

- Regarding the Law amending and supplementing a number of articles of the Law on Geology and Minerals: 432 delegates participated in the vote (91.33% of the total number of National Assembly delegates); of which, 421 delegates voted in favor (89.01% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 10 delegates abstained from voting (2.11% of the total number of National Assembly delegates).

Content 4: Under the chairmanship of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly heard the Minister of Health, authorized by the Prime Minister, present two reports explaining, accepting, and revising the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the protection, care, and improvement of people's health; and the draft Resolution of the National Assembly on the investment policy for the National Target Program on health care, population, and development for the period 2026 - 2035. Following this, the National Assembly voted to approve the aforementioned Resolutions electronically, with the following results:

- Regarding the National Assembly's Resolution on some breakthrough mechanisms and policies for the protection, care, and improvement of people's health: 433 delegates participated in the vote (91.54% of the total number of National Assembly delegates); of which, 431 delegates voted in favor (91.12% of the total number of National Assembly delegates), and 2 delegates abstained from voting (0.42% of the total number of National Assembly delegates).

- Regarding the Resolution on the investment policy for the National Target Program on healthcare, population and development for the period 2026 - 2035: 423 delegates participated in the vote (equal to 89.43% of the total number of National Assembly delegates); of which, 420 delegates voted in favor (equal to 88.79% of the total number of National Assembly delegates), and 3 delegates abstained from voting (equal to 0.63% of the total number of National Assembly delegates).

Content 5: Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly heard Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present four reports explaining, accepting, and revising the draft Law on National Reserves (amended); the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City; the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City; and the Law amending and supplementing a number of articles of the Law on Value Added Tax. Afterwards, the National Assembly voted to approve the aforementioned Laws and Resolutions electronically, with the following results:

- Regarding the Law on National Reserves: 436 delegates participated in the vote (92.18% of the total number of National Assembly delegates); of which, 436 delegates voted in favor (92.18% of the total number of National Assembly delegates).

- Regarding the National Assembly Resolution amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting some specific mechanisms and policies for the development of Ho Chi Minh City: 438 delegates participated in the vote (equal to 92.6% of the total number of National Assembly delegates); of which, 433 delegates voted in favor (equal to 91.54% of the total number of National Assembly delegates), 2 delegates voted against (equal to 0.42% of the total number of National Assembly delegates), and 3 delegates abstained from voting (equal to 0.63% of the total number of National Assembly delegates).

- Regarding the National Assembly Resolution amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang city: 443 delegates participated in the vote (equal to 93.66% of the total number of National Assembly delegates); of which, 442 delegates voted in favor (equal to 93.45% of the total number of National Assembly delegates), and 1 delegate abstained from voting (equal to 0.21% of the total number of National Assembly delegates).

- Regarding the Law amending and supplementing a number of articles of the Value Added Tax Law: 424 delegates participated in the vote (equal to 89.64% of the total number of National Assembly delegates); of which, 421 delegates voted in favor (equal to 89.01% of the total number of National Assembly delegates), and 3 delegates abstained from voting (equal to 0.63% of the total number of National Assembly delegates).

Content 6: Under the chairmanship of Deputy Speaker of the National Assembly Vu Hong Thanh, the National Assembly proceeded with the following matters:

1. The National Assembly heard the report presented by Standing Committee member Phan Van Mai on the explanation, acceptance, and revision of the draft Law on Bankruptcy Recovery. Following this, the National Assembly voted to pass the Law on Bankruptcy Recovery via electronic voting, with the following results: 436 delegates participated in the vote (92.18% of the total number of National Assembly delegates); of which, 425 delegates voted in favor (89.85% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 10 delegates abstained (2.11% of the total number of National Assembly delegates).

2. The National Assembly heard Chief Justice of the Supreme People's Court Nguyen Van Quang present the report explaining, accepting, and revising the draft Law on Specialized Courts at the International Finance Centre. Following this, the National Assembly voted to pass the Law on Specialized Courts at the International Finance Centre via electronic voting, with the following results: 444 delegates participated in the vote (93.87% of the total number of National Assembly delegates); of which, 438 delegates voted in favor (92.6% of the total number of National Assembly delegates), 2 delegates voted against (0.42% of the total number of National Assembly delegates), and 4 delegates abstained (0.85% of the total number of National Assembly delegates).

AFTERNOON

Under the chairmanship of the Standing Vice Chairman of the National Assembly, Do Van Chien, the National Assembly held the closing session of the 10th Session of the 15th National Assembly (The closing session was broadcast live on Vietnam Television and Vietnam Radio).

Content 1: The National Assembly heard a presentation by Standing Committee member Hoang Thanh Tung on the draft Resolution summarizing the work of the National Assembly, the President, the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office during the 2021-2026 term. Following this, the National Assembly voted to approve the aforementioned Resolution electronically, with the following results: 467 delegates participated in the vote (98.73% of the total number of National Assembly delegates); of which, 467 delegates voted in favor (98.73% of the total number of National Assembly delegates).

Content 2: The National Assembly listened to the presentation of the draft Resolution of the 10th Session of the 15th National Assembly by Standing Committee member Le Quang Manh. Following this, the National Assembly voted to approve the aforementioned Resolution electronically, with the following results: 457 delegates participated in the vote (96.62% of the total number of National Assembly delegates); of which, 454 delegates voted in favor (95.98% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 2 delegates abstained from voting (0.42% of the total number of National Assembly delegates).

Afterwards, the National Assembly listened to the closing remarks of National Assembly Chairman Tran Thanh Man at the 10th Session of the 15th National Assembly and held a flag-raising ceremony.
