Closing of the 10th National Assembly Session: Creating a Legal Framework for a New Phase

After 40 days of continuous, urgent, and serious work, with a scientific spirit, innovation, and high responsibility, the 10th Session of the 15th National Assembly has completed all the planned contents and programs.

On the afternoon of December 11th, at the National Assembly building, the 15th National Assembly concluded its 10th session.

Attending the closing session were: General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh; former Prime Minister Nguyen Tan Dung; former National Assembly Chairmen: Nguyen Van An, Nguyen Thi Kim Ngan; Standing Member of the Secretariat Tran Cam Tu; former Standing Member of the Politburo , former Chairman of the Central Committee of the Vietnam Fatherland Front Pham The Duyet; former Standing Members of the Secretariat: Le Hong Anh, Tran Quoc Vuong; Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai and other leaders and former leaders of the Party, State, and Vietnam Fatherland Front.

On the National Assembly side were: National Assembly Chairman Tran Thanh Man ; Standing Vice Chairman of the National Assembly Do Van Chien; Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Le Minh Hoan, Vu Hong Thanh; members of the Standing Committee of the National Assembly; heads and deputy heads of delegations, and National Assembly deputies from the National Assembly delegations of provinces and cities.

Through 51 laws and 39 resolutions

In his closing remarks, National Assembly Chairman Tran Thanh Man stated that after 40 days of continuous, urgent, and serious work, with a scientific, innovative, and highly responsible spirit, the 10th Session of the 15th National Assembly had completed all the planned content and programs.

The National Assembly reviewed, discussed, and voted to pass 51 laws and 39 resolutions, including 8 normative resolutions. This represents a very large volume of legislation, accounting for nearly 30% of the total number of laws and normative resolutions enacted during the entire term.

The laws and resolutions passed both promptly addressed practical requirements and created a legal framework for the new phase.

Along with legislative and supervisory work, the National Assembly has considered and decided on many strategic issues of great importance.

In particular, this session saw the National Assembly conduct a thorough and comprehensive review of the work of state agencies during the 2021-2026 term; consider and decide on personnel matters in accordance with Party regulations and State laws; and at the same time, carefully discuss the draft documents to be submitted to the 14th National Congress of the Party, contributing intellect, dedication, and ideas for the development of the country, aiming towards the goal of becoming a developing country with modern industry and high middle income by 2030, when the Party celebrates its 100th anniversary; and becoming a developed country with high income by 2045, the 100th anniversary of the founding of the Socialist Republic of Vietnam.

The Speaker of the National Assembly stated that, looking back over the past five years, the National Assembly is pleased to have overcome countless difficulties and challenges. Right from the beginning of the term, the COVID-19 pandemic unfolded in a very complex manner, causing serious consequences. The National Assembly had to hold online meetings under social distancing conditions, with many National Assembly deputies having to quarantine and wear masks to attend the meetings.

Towards the end of the term, the entire country suffered successive natural disasters, storms, and floods, causing heavy losses of life and property for the State and the people; the country also had to face complex and unpredictable developments in the region and the world.

Against this backdrop, together with other agencies in the political system, under the leadership of the Party, the National Assembly has made extraordinary efforts, adapted flexibly and acted decisively, maintained unity and achieved quite comprehensive results in the fields of constitutional drafting, legislation, supreme supervision, decision-making on important national issues and parliamentary diplomacy; contributing to ensuring macroeconomic stability; controlling inflation, budget deficit and public debt indicators; and maintaining a consistently high trade surplus.

Cultural, human, and social development has yielded positive results and progress in many aspects; social welfare and people's living standards have been continuously improved; national defense and security have been constantly strengthened; foreign relations and international integration have been elevated; and significant achievements have been made in the fight against corruption, waste, and negative phenomena, as well as in building the Party and the political system, including unprecedented breakthroughs.

In particular, the 15th National Assembly amended and supplemented several articles of the Constitution. The National Assembly proactively reformed its thinking in lawmaking, actively and promptly institutionalizing the Party's policies into law, affirming its pioneering role in institutional development; promoting the application of digital technology, digital transformation, and artificial intelligence; and for the first time, successfully organized two forums on law and supervision.

The National Assembly has enacted many important laws on perfecting the socialist rule of law; streamlining the organizational structure and reorganizing administrative units; combating corruption, waste, and negative practices; especially in the fields of finance and budget, culture and society, health and education, ensuring social security; resources and environment; science and technology; innovation and digital transformation; national defense and security, foreign affairs, and international integration…, creating an important foundation for our country to enter a new era of development.

Place the interests of the people at the center of all policy decisions.

At the 10th session, the final session of the 15th National Assembly term, on behalf of the Standing Committee of the National Assembly, the Chairman of the National Assembly respectfully thanks the National Assembly deputies, the National Assembly's agencies, and the National Assembly delegations for their positive, dedicated, and tireless contributions, utilizing every minute to discuss and debate frankly and profoundly; listening to and reflecting on the aspirations and wishes of the people as well as pressing practical issues to propose realistic and fundamental solutions, placing the interests of the people at the center of all decisions, and promptly resolving obstacles and difficulties.

There were times when the content was extensive, complex, unprecedented, documents were sent late, and deadlines were tight, but the National Assembly delegates were willing to share and empathize.

The Speaker of the National Assembly expressed his hope that this spirit would continue to be strongly promoted, and that regardless of their position, the delegates would always stand alongside the cause of national development.

On this occasion, on behalf of the National Assembly, the Speaker of the National Assembly expresses his most sincere and profound gratitude for the trust and valuable support of the entire people and voters nationwide; respectfully thanks the timely and close leadership of the Central Committee of the Party, the Politburo, the Secretariat, and the General Secretary; the coordination and shared responsibility of the President, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, the Party Building Committees, the Central Party Office, the Presidential Office, the Government Office; relevant localities, agencies and organizations; the cooperation and assistance of international friends; the dedication and responsibility of the advisory and support staff; and the companionship of news agencies and the press... all of which have helped the National Assembly fulfill its important responsibilities in the past term.

Immediately following this session, the entire political system will continue to strive to achieve outstanding results to celebrate the 14th National Congress of the Party; to celebrate the 11th National Emulation Congress; to meticulously prepare for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; and to commemorate the 80th anniversary of the first general election to elect the Vietnamese National Assembly.

Looking ahead, the National Election Council, the Standing Committee of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, and relevant agencies should proactively and closely coordinate to promptly implement the plan according to the issued schedule; thoroughly review the legal framework, processes, and procedures to ensure that the election strictly adheres to the law, is democratic, transparent, and orderly.

At the same time, the National Assembly requested the Government, ministries, sectors, and localities to urgently and comprehensively implement the laws and resolutions passed by the National Assembly, determined to successfully achieve the growth target and the goals and tasks of socio-economic development, ensuring national defense, security, and foreign affairs for the period 2026-2030; and to better care for the lives of the people, especially in areas severely affected by natural disasters, storms, and floods.

The Chairman of the National Assembly pointed out that the tasks and requirements of the country in the new development stage demand that the entire Party, the entire people, and the entire army highly promote the spirit of patriotism, the aspiration for development, the strength of the people, and the great national unity; strongly innovate thinking; and implement strategic decisions synchronously and effectively.

"The National Assembly, its agencies, and its deputies must strive, make greater efforts, and show higher determination, daring to speak, daring to act, and daring to take responsibility for the people and the country, making important contributions to our country entering a new era - an era of national progress, for a strong, prosperous, civilized, and happy Vietnam," the Speaker of the National Assembly emphasized.

Earlier, at the closing session, with 467 out of 467 delegates voting in favor (representing 98.73% of the total National Assembly delegates), the National Assembly passed a Resolution summarizing the work of the 2021-2026 term of the National Assembly, the President, the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office.

The National Assembly also adopted the Resolution of the 10th Session of the 15th National Assembly with 454 out of 457 participating delegates voting in favor (accounting for 95.98% of the total number of National Assembly delegates).
