The National Assembly passed 51 laws, completing a record volume of legislative work.

(Dan Tri Newspaper) - National Assembly Chairman Tran Thanh Man said that the 10th session had completed its entire agenda, passing 51 laws and 8 important resolutions, creating a foundation for the next stage of development.

After 40 working days, the 15th National Assembly concluded its 10th session on the afternoon of December 11th.

In his closing remarks, National Assembly Chairman Tran Thanh Man stated that the session had completed its entire agenda with a very large volume of legislation, including 51 laws and 8 normative legal resolutions, accounting for nearly 30% of the documents issued during the entire term.

The new policies are considered to meet practical requirements and provide a legal basis for a new phase of national development.

Concluding the term with many important achievements.

The Speaker of the National Assembly emphasized that this was the final session of the 2021-2026 term, during which the National Assembly comprehensively reviewed the activities of state agencies and considered and decided on personnel matters in accordance with the Party's regulations and the law.

The National Assembly also thoroughly discussed the draft documents to be submitted to the 14th National Congress of the Party, contributing many opinions on the orientation of national development until 2030 and the vision for 2045.

Looking back over the past five years, the Speaker of the National Assembly stated that the term took place amidst many significant challenges. At the beginning of the term, the Covid-19 pandemic forced the National Assembly to hold online meetings, with delegates wearing masks and self-isolating; towards the end of the term, natural disasters, storms, and floods occurred consecutively, causing heavy damage; and the regional and global situations were unpredictable. In this context, the National Assembly made extraordinary efforts, adapted flexibly, acted decisively, and achieved fairly comprehensive results in all areas.

The Chairman of the National Assembly stated that the National Assembly has contributed to maintaining macroeconomic stability; controlling inflation, budget deficit, and public debt; maintaining a trade surplus; promoting culture, society, and social welfare; strengthening national defense and security; and enhancing foreign relations and international integration. Significant results have been achieved in the fight against corruption, waste, and negative practices, with some aspects being groundbreaking.

Affirming the role of "being one step ahead in institutional reform"


In legislative work, the Speaker of the National Assembly emphasized that the National Assembly has amended and supplemented several articles of the Constitution; innovated its thinking in lawmaking; promptly institutionalized the Party's policies; and affirmed its role as a "pioneer in institutional reform." The National Assembly has also promoted the application of digital technology, digital transformation, and artificial intelligence in parliamentary activities; and for the first time organized two forums on law and supervision.

Many important laws have been enacted concerning the organization of the administrative apparatus and units; the fight against corruption and negative practices; healthcare, education, and social welfare; resources and the environment; science, technology, and innovation; and national defense, security, and foreign affairs. This forms the foundation for the country to enter a new stage of development.

On behalf of the Standing Committee of the National Assembly, Mr. Tran Thanh Man thanked the delegates for their dedicated and tireless work, utilizing every minute to engage in in-depth discussions and debates, reflecting the sentiments of the voters; he also acknowledged the delegates' understanding and cooperation in addressing difficult issues, those without precedent, and the urgent submission of documents.

The Speaker of the National Assembly also expressed gratitude for the leadership of the Party; the coordination of the President, the Government, the Fatherland Front, and the judicial agencies; the support of voters and the people nationwide; the companionship of the press; and the efforts of the advisory apparatus.

Preparing for the 14th National Congress of the Party and the 16th National Assembly elections.


Looking ahead to the next phase, the Chairman of the National Assembly stated that the entire political system will continue to strive to achieve outstanding results to celebrate the 14th National Congress of the Party and the 11th National Emulation Congress; while also making thorough preparations for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, coinciding with the 80th anniversary of the first General Election.

He suggested that the National Election Council, the Standing Committee of the National Assembly, the Government, the Fatherland Front, and relevant agencies coordinate closely, carefully review the process and procedures, and ensure that the election is conducted democratically, transparently, and in accordance with the law.

The Chairman of the National Assembly also requested the Government, ministries, and localities to promptly and comprehensively implement the new laws and resolutions; achieve the socio-economic development, national defense, and security goals for the 2026-2030 period; and take care of the people's lives, especially in areas heavily affected by natural disasters.

Concluding his speech, he called on the entire Party, the entire people, and the entire army to uphold the spirit of patriotism, the aspiration for development, and the strength of great unity; to innovate thinking and effectively implement strategic decisions.

He emphasized that the National Assembly and each delegate must "dare to speak, dare to act, and dare to take responsibility for the people and the country," aiming for a Vietnam that is "rich, prosperous, and happy."
