The Vietnam National University Ho Chi Minh City announced that in 2026, it plans to implement a unified, integrated admissions process.
This new integrated approach is designed based on a combination of three criteria groups: high school graduation exam results, competency assessment results, and high school learning progress. The weighting of each criterion is determined based on actual data from the three most recent years to ensure a match between input and training quality.

Member units retain autonomy in implementation details but must adhere to the overall framework and ensure transparency and openness throughout the entire process.
According to the Vietnam National University Ho Chi Minh City, the above plan was developed based on data analysis and the identification of reforms to the admissions process towards streamlining, standardizing, and improving quality, in line with the general direction of the Ministry of Education and Training and international trends.
This approach allows for a reduction in the number of methods, minimizes confusion for candidates, and creates consistency in assessing the quality of incoming students.
The unit stated that the Vietnam National University Ho Chi Minh City will continue to cooperate with the Ministry of Education and Training and other units to organize national competency assessment exams to move towards a common standard for entrance quality, preparing for the computer-based testing phase from 2027.
In 2025, the Vietnam National University Ho Chi Minh City will use three admission methods: direct admission and priority admission, admission based on the results of the competency assessment exam, and admission based on high school graduation exam scores.
According to statistics, this year, Ho Chi Minh City National University has 24,549 students admitted, achieving a rate of 97.57%. Of these, the competency assessment method accounts for 56.32% of the total number of admitted students.
This unit assessed that the 2025 admissions process demonstrated a significant effort by member schools in standardizing procedures and applying score conversion tables between different admission methods and combinations.
However, the system still faces challenges regarding the diverse range of methods, inconsistent conversion rates, and complex priority admission procedures.
