Vice Chairman of the Ho Chi Minh City People's Committee, Nguyen Manh Cuong, recently signed a document sent to the Government Office and the Ministry of Education and Training requesting guidance on digitizing the output for the procedure of issuing copies of diplomas and certificates.
According to the Ho Chi Minh City People's Committee, based on relevant regulations, Ho Chi Minh City is currently facing some difficulties and obstacles in digitizing the output of the procedure for issuing copies of diplomas and certificates. According to regulations, copies of diplomas and certificates are issued using a unified template issued by the Ministry of Education and Training. However, the Ministry of Education and Training currently only prescribes and uses a single template for copies in paper form (Circular No. 21/2019 of the Ministry of Education and Training does not yet provide guidance on issuing copies of diplomas and certificates in electronic form).
Due to the lack of specific legal regulations and technical guidelines on the format of electronic copies, in Ho Chi Minh City, specifically the Department of Education and Training, the agency directly responsible for implementation, there is no legal basis to digitally sign copies of diplomas and certificates.
Government Decree No. 45/2020 allows for the issuance of electronic copies from original records; however, for diplomas and certificates, educational institutions and education management agencies currently lack a legal basis or unified procedure for implementation.
According to the Ho Chi Minh City People's Committee, in the administrative reform scoring system, the percentage of digitized output documents is mandatory for administrative procedures, leading to the situation where the procedure "Issuing copies of diplomas and certificates from original records" cannot generate "electronic output" as currently stipulated. This affects the percentage of digitized administrative procedure documents, impacting the year-end administrative reform score of the Ho Chi Minh City People's Committee.
Technical regulations regarding the format, templates, and mandatory information on electronic copies of diplomas and certificates have not yet been issued, making it impossible to implement them on the city's administrative procedure resolution information system.

Due to the lack of specific legal regulations and technical guidelines regarding the format of electronic copies, Ho Chi Minh City currently lacks the legal basis for implementing digital signatures on copies of diplomas and certificates.
For the reasons mentioned above, the Ho Chi Minh City People's Committee has proposed to the Government Office and the Ministry of Education and Training: to issue or provide specific guidance on the issuance of electronic copies of diplomas and certificates from original records in accordance with the regulations of Government Decree No. 45/2020.
Define and standardize regulations on "digital output" for the procedure of issuing copies of diplomas and certificates, including: Electronic diploma and certificate copy templates; Standards for security, identification codes, and authentication codes; Responsibilities of the issuing unit for storage and digital signing.
Ho Chi Minh City: Numerous urgent directives from the Department of Education and Training to educational institutions.This is temporary guidance for localities while awaiting new regulations, aiming to avoid receiving low scores for document digitization in the administrative reform assessment.
Coordinate with the Ministry of Justice to standardize the process for issuing electronic copies of diplomas and certificates from original records, ensuring legal validity in electronic transactions.
