At its 34th session, the 18th Provincial People's Council discussed and considered regulations on tuition fees, tuition fee subsidies for public preschool and general education institutions, and tuition fee support for children and students in private and non-public schools in the province from the 2025-2026 school year.

Currently, Ha Tinh has not yet regulated the tuition fee level, tuition exemption compensation level and tuition support level for preschool and general education as prescribed in Decree No. 238/2025/ND-CP of the Government. Due to the lack of regulations, State management agencies and educational institutions do not have a legal basis to determine the tuition exemption compensation level and tuition support level for preschool and general education institutions and other educational institutions implementing the general education program in the national education system.
Therefore, the promulgation of regulations aims to determine tuition fees for preschool and general education in accordance with the socio-economic conditions of the province, the rate of increase in the consumer price index, and the annual economic growth rate. At the same time, it serves as a legal basis for State management agencies and preschool and general education institutions, and other educational institutions to implement tuition fee policies for preschool and general education.

The draft resolution stipulates: tuition fees for preschools, general education institutions, and other public educational institutions implementing the general education program; tuition fee support for preschool children, general education students, and learners in the general education program at private and non-governmental educational institutions; and the amount of state budget allocation to preschools, general education institutions, continuing education institutions, and other educational institutions implementing the general education program to provide tuition fee exemptions for learners.
The tuition fee for the 2025-2026 school year in the draft is determined based on the tuition fee for the 2017-2018 school year multiplied by the economic growth rate and the increase in the consumer price index from 2017 to 2025 (average 6% per year, 9 years 54%).
Accordingly, from the 2025-2026 school year, the tuition fee for direct learning for public preschool and general education institutions that are not self-sufficient in regular expenses is: 180,000 VND/student/month for preschool level; 100,000 VND/student/month for primary level; 120,000 VND/student/month for secondary level and 170,000 VND/student/month for high school level. For continuing education institutions and other public education institutions implementing general education programs, the tuition fee is equivalent to the tuition fee of public general education institutions at the same level in the area.
Online tuition is 75% of in-person tuition.
The State budget subsidizes tuition fee exemptions for public preschool and general education institutions at the same rate as direct tuition fees for public preschool and general education institutions that are not yet self-sufficient in covering their operating expenses.

The level of State budget support for tuition fees for preschool children and private and non-public primary and secondary school students is equal to the direct tuition fee for public preschool and general education institutions that have not yet covered their regular expenses. In case the tuition fee level prescribed by the Provincial People's Council is higher than the tuition fee level of the private and non-public educational institution, the tuition support level is calculated at the tuition fee level of the private and non-public educational institution.
Tuition support period is calculated based on the actual number of study months (including time for organizing online teaching or arranging make-up time at school) but not exceeding 9 months/school year.
