In the spring crop of 2026, Kien Vang Agricultural Materials Company Limited (Thanh Sen Ward) announced the retail price of rice seeds at distribution stores in Ha Tinh province. Accordingly, the unit supplies 22 varieties in the province, certified variety 1, 1 kg/bag. The selling price of seeds ranges from 26,000 - 165,000 VND/kg, some key varieties such as: ADI 168, LP5 (42,000 VND/kg); Bac Thinh (45,000 VND/kg); Khang Dan 18 (25,000 VND/kg); RVT (41,000 VND/kg); Ly 2099 (162,000 VND/kg), VT 868 (165,000 VND/kg)... According to the company representative, the unit is mainly supplying the 1kg/bag type, and the 5kg/bag and 10kg/bag types are only taken when there is an order because the demand in the Ha Tinh market is not in the habit of using this type.

Similarly, at the San Cuong store selling seeds, fertilizers and agricultural materials (Can Loc commune), the selling price of 1kg/bag, certified rice variety 1: VNR 20 is 43,000 VND/kg, ADI 168 is 42,000 VND/kg; BT09 is 34,000 VND/kg, Nep 98 is 33,000 VND/kg... Mr. Luong Van Cuong - the store owner said: "This spring crop, the store plans to import nearly 10 tons of rice seeds belonging to the main rice varieties of the province, all packaged in 1kg/bag, but the 5kg, 10kg or 20kg types are not imported almost every year due to low demand".

Referring to the market of some neighboring provinces, with the same certification level 1, suppliers mainly quote prices for the 10 kg/bag packaging (instead of 1 kg/bag like the Ha Tinh market), the selling price is also more competitive. For example, in Quang Tri province, the North Central Agricultural Development Investment Company Limited (Ninh Chau commune) quotes prices for certification level 1 varieties: Khang Dan 18 (23,000 VND/kg); Ha Phat 3 (29,000 VND/kg); ADI 168 (30,000 VND/kg); VNR 20 (31,000 VND/kg); Thai Xuyen 111 (160,000 VND/kg); Bac Thinh (31,000 VND/kg)...
In the southern localities of this province, the Agricultural Seed Center (Department of Agriculture and Environment of Quang Tri province) announced the retail prices as: Khang Dan 18 (18,000 VND/kg for confirmation 1; 19,000 VND/kg for original variety); VNR 20 (31,000 VND/kg for confirmation 1); Thien Uu 8 (30,000 VND/kg, confirmation 1); TBR 225 (31,000 VND/kg, confirmation 1). Thua Thien Hue Seed, Plant and Livestock Joint Stock Company (Hue City) also sells Khang Dan 18 rice variety at 18,000 VND/kg, confirmation 1.

Comparing the price list of the same variety, same quality level, only different packaging specifications, the price in Ha Tinh is "slightly" higher than the neighboring province (Quang Tri) from 7 - 12 prices, some varieties are 16 prices higher (about 30 - 35%). Explaining the reason for the high price of varieties in the Ha Tinh market, suppliers said that the cost of the type packaged according to the specification of 1kg/bag is high, incurring additional costs, so the selling price is higher. Meanwhile, the demand and habits of producers in Ha Tinh do not prefer to choose the type packaged according to the specification of 5kg/bag or more.
It is known that this price “difference” has been going on for many years. In previous years, a number of recommendations were reported to professional agencies but have not been resolved.
The governing sector "blows the whistle" to adjust supply prices.
At the beginning of the 2026 spring crop, the Department of Agriculture and Environment reviewed and inspected the market prices of rice varieties in the province, thereby discovering that some types of rice varieties in the 2026 spring crop project had much higher selling prices than the markets in neighboring provinces. From December 3 to 6, 2025, the Department organized a meeting with rice seed suppliers, agreed to change product packaging specifications and adjust selling prices in Ha Tinh.

In Document No. 7680/SNNMT-PTNTQLCL of the Department of Agriculture and Rural Development dated December 5, 2025 on the use of rice varieties with packaging specifications of 5kg/bag, 10kg/bag to reduce production costs and protect farmers' rights, it is clearly stated: "Enterprises agree to change product packaging specifications from 1kg/bag to 5kg/bag, 10kg/bag and adjust the selling price in Ha Tinh to the selling price in Quang Tri province with packaging specifications of 5kg/bag, 10kg/bag with the same quality level (Bac Thinh: 35,000 VND/kg, confirmed quality level 1; VRN20: 36,000 VND/kg, confirmed quality level 1; RVT: 34,000 VND/kg, confirmed quality level 1; DB6: 30,000 VND/kg, confirmed quality level 1; HG12 and HN6: 35,000 VND/kg (quality certified grade 1).
At the same time, issue a detailed document on the list of varieties with changed prices and packaging specifications of some key varieties in the province for communes and wards to apply and propagate, guide farmers to know and choose to use quality varieties at reasonable prices to reduce production costs.
The “Commander” of the Agriculture and Rural Development sector also issued an “ultimatum” that in the case of people who want to buy rice seeds with packaging specifications of 1kg/bag, there must be a registration list clearly stating the full name, citizen identification, and signature of the buyer. Companies and businesses that only supply seeds with 1kg/bag for the purpose of increasing the selling price and do not supply seeds with packaging specifications of 5kg/bag and 10kg/bag will be considered for removal from the structure.

Mr. Dang Anh Tuan - Vice Chairman of Gia Hanh Commune People's Committee said: "In the spring crop of 2026, the commune will produce over 1,600 hectares, of which more than 200 hectares are in the concentrated production area receiving the province's rice seed support policy according to Decree 112/2024/ND-CP detailing regulations on rice land and Resolution 143/2025/NQ-HDND stipulating principles, scope, support levels and the use of funds to support the protection of rice land in Ha Tinh province (over 14 tons). We have propagated to people and seed businesses in the area to only use varieties within the approved structure, and at the same time prioritize the purchase and use of rice varieties packaged in 5 kg/bag or 10 kg/bag to reduce production costs for farmers".
Every year, Ha Tinh cultivates over 59,000 hectares of spring rice, requiring about 3,500 tons of rice seeds. In addition to the commercial retail market channel, this spring crop, the province continues to implement the seed support policy according to Decree 112/2024/ND-CP detailing regulations on rice-growing land and Resolution 143/2025/NQ-HDND stipulating principles, scope, support levels and the use of funds to support the protection of rice-growing land in Ha Tinh province (in the 2025 spring crop, the total amount of seeds supported under this policy is more than 159 tons).
The new adjustments from the professional sector are considered a drastic move in the management of varieties in the area, creating a transparent market, protecting the legitimate rights of farmers. In particular, contributing to preventing the risk of budget "bleeding" through the program and policies to support varieties.

It must also be added that one of the reasons leading to the demand for 1kg/bag varieties in Ha Tinh is mainly due to the habit and small-scale production in the past. When farmers only had a few fields, and practiced "a little of each" farming, it was understandable to use small packaging. However, in recent years, the conversion, concentration, and accumulation of land associated with the organization of large-scale production has been focused on implementation. Up to now, the whole province has had more than 13,000 hectares of converted, concentrated, and accumulated land. In that context, tightening small-scale supply activities and limiting the situation of pushing up selling prices is completely possible. In the coming time, localities need to continue to propagate so that people prioritize using rice varieties packaged in 5kg and 10kg bags suitable for production on large fields, thereby stabilizing the market and reducing input costs for people.
Along with propaganda work, strict management of prices and markets, it is thought that, in the long term, the specialized sector needs to have a direction to include packaging specifications in one of the conditions for bidding for the supply of seeds for use in concentrated and accumulated fields to create seriousness and strictness, avoiding "beating the drum and abandoning the stick"!
