The People's Committee of Ha Tinh province has just issued Decision No. 3049/QD-UBND authorizing the Director of the Department of Education and Training to organize the promotion of professional titles for civil servants in public kindergartens and primary and secondary schools in the province to grades III, II, I and equivalent.

The decision was issued based on the Law on Organization of Local Government in 2025, the Law on Public Employees in 2010, and other relevant legal documents, as well as at the request of the Department of Education and Training and the unanimous opinion of the members of the Provincial People's Committee.
Accordingly, the Director of the Department of Education and Training is responsible for organizing and implementing the process of considering promotion to higher professional ranks for preschool and public school teachers throughout the province. The authorization period extends until May 30, 2026, ensuring compliance with current legal regulations.
To implement this task, the Director of the Department of Education and Training will preside over and closely coordinate with the Department of Home Affairs, relevant departments and agencies, and the People's Committees at the commune level, ensuring that the promotion process is conducted openly, transparently, and in accordance with regulations, thereby improving the quality of the teaching staff. At the same time, the Department of Education and Training is responsible for reporting the results to the Provincial People's Committee, ensuring the legitimate rights of teachers and contributing to improving the quality of education in the province.

This delegation of authority is considered an important step in managing and developing the education staff, helping to standardize professional titles, recognize the competence, qualifications, and experience of teachers, and at the same time encourage teachers to strive to improve the quality of teaching to meet the requirements of educational reform in Ha Tinh.
The Provincial People's Committee requests that relevant agencies and units strictly implement legal regulations and closely coordinate with the Department of Education and Training to ensure the promotion process is effective, contributing to the development of high-quality human resources for public preschool and primary education in the province.
The Department of Education and Training is requesting schools to quickly implement the process of reviewing and understanding the professional title promotion needs of teachers. Based on this, schools should promptly compile lists and guide teachers to prepare all necessary conditions to participate in the promotion examination, ensuring the legitimate rights of teachers.
According to information from the Department of Education and Training, the promotion process will be strictly implemented, ensuring compliance with the maximum prescribed ratios: the ratio of teachers from rank III to rank II will not exceed 50% of the total number of teachers in each school, and the ratio from rank II to rank I will not exceed 10%.
