Implementing the "Quang Trung Campaign": Da Nang rapidly builds and renovates houses for its residents.

Following the Prime Minister's directive, Da Nang city is focusing on the rapid and decisive implementation of the "Quang Trung Campaign" to rebuild and repair houses for households damaged by storms and floods, with the spirit of "no waiting, no delay, ensuring quality at every step."

Command from the heart

On December 9th, reporting at an online meeting on the progress of the "Quang Trung Campaign" chaired by the Prime Minister , Chairman of the People's Committee of Hai Phong City, Pham Duc An, stated that 577 houses in the city were damaged by storms and floods; of which 146 houses need to be rebuilt and 431 need repairs. The city is determined to complete the repairs by December 31st, 2025, and the new construction by January 31st, 2026, in accordance with the Prime Minister's directive in Official Dispatch No. 234/CĐ-TTg dated November 30th, 2025.

To implement the "Quang Trung Campaign," the city held online meetings with units and localities to disseminate the directives, assign specific targets and tasks, and request progress reports according to the prescribed forms. Simultaneously, it directed the City Military Command, the City Police, and the People's Committees of communes and wards to mobilize shock forces, organizations, and businesses to jointly support the people.

Recognizing that the "Quang Trung Campaign" was not just an urgent task, but a "command from the heart," on December 9th, the city's police simultaneously held launching ceremonies for the campaign in 22 communes and wards.

Major General Nguyen Huu Hop, Director of the City Police, stated that the City Police force has been assigned the leading and core role in simultaneously deploying the campaign throughout the city. The goal is to rapidly support the construction and repair of 271 houses in 22 communes and wards. This includes 213 severely damaged houses that must be repaired before December 31, 2025, and 58 houses that completely collapsed that must be rebuilt before January 31, 2026.

Faced with the immense challenges of workload, tight deadlines, and challenging construction conditions in mountainous areas, Major General Nguyen Huu Hop instructed the entire force to strictly adhere to three key principles: In terms of spirit, put the people first, treating each house of the people as if it were their own.

Regarding progress, the project is being carried out at a rapid pace, racing against time, taking advantage of every sunny hour, and working in a phased manner, ensuring each stage is completed thoroughly; determined to finish before the deadline of January 31, 2026, so that people can welcome the new spring in warm, safe homes. Regarding discipline, strict adherence to construction site regulations and the conduct of a People's Public Security officer is essential; the motto "When we leave, the people remember us; when we stay, the people cherish us" is strictly followed, and there will be absolutely no inconvenience caused to the people.

Mobilizing community strength

According to Mr. Luu Van Khuong, Vice Chairman of the People's Committee of Avuong commune, the storm and floods caused estimated damage of 58.8 billion VND in the locality. In particular, landslides and flooding damaged and destroyed many houses belonging to local residents.

According to statistics, in addition to 19 households with minor damage that have been repaired by the commune, there are 15 households with severely damaged houses (70% or more), some even completely collapsed. Therefore, the participation and support of the city's police force in the "Quang Trung Campaign" in Avuong is of particular importance. The Party Committee and People's Committee of the commune are committed to close coordination and creating all favorable conditions to accelerate progress and ensure the quality of the project.

In Tra Tan commune, Mr. Le Minh Chien, Chairman of the People's Committee, said that 18 households in the area had their houses damaged by floods and need to be rebuilt. To quickly support people in rebuilding their homes and stabilizing their lives, the commune is focusing on preparing the land for relocation and arranging locations for housing construction.

Regarding the implementation plan, in addition to some households registering to rebuild their houses themselves with financial support from the commune, the remaining cases will be directly supported by the Commune People's Committee; specifically, 6 households in the Da Den slope area (Ngoc Tu village) will be relocated to a single housing unit. The Commune People's Committee has hired a consulting firm to survey and design the site and is currently selecting a contractor for land leveling.

In implementing the "Quang Trung Campaign," the Chairman of the City People's Committee requested the promotion of the spirit of self-reliance and self-improvement of the locality and its people. He also directed close coordination with the Vietnam Fatherland Front to continue calling for, mobilizing, and promoting the "national spirit and fraternal solidarity" of the business community and philanthropists according to the motto "everyone contributes what they can, everyone contributes their labor, everyone contributes their resources..."

With that spirit in mind, the Standing Committee of the City's Fatherland Front Committee requests that the Fatherland Front committees in communes and wards take the lead and coordinate with the People's Committees at the same level to review and accurately compile statistics on the number and extent of damage to each household, especially clarifying the relocation needs and the funding already provided. Member organizations should mobilize their members to actively cooperate with functional forces and volunteers. In particular, strengthen propaganda efforts to ensure that households understand the meaning and purpose of the support and the completion schedule. Through this, encourage people to proactively join hands with the support forces, avoiding a mentality of waiting, relying on others, or being influenced by customs that affect the overall progress of the campaign.

Set specific targets and timelines, and hold the head of the organization accountable.

The Standing Committee of the City Party Committee has just issued Document No. 449-CV/TU on focusing on the rapid implementation of the "Quang Trung Campaign" to build and repair houses for people after storms and floods. Determined to implement the humane policy in accordance with the Prime Minister's directive, the Standing Committee of the City Party Committee requests that Party committees, government agencies, the Vietnam Fatherland Front, and political and social organizations in the city promote self-reliance, strengthen fraternal relationships, and mobilize the entire political system and society to participate in supporting the repair and reconstruction of houses for the people. The goal is to complete the reconstruction of houses for households whose homes were destroyed or swept away during the recent storms, rains, and floods no later than January 31, 2026; and to complete the repair of damaged houses before December 31, 2025.

The Party Secretary and Chairman of the People's Committee of the commune or ward where households are having their houses repaired or rebuilt are responsible to the Standing Committee of the City Party Committee and the City People's Committee for the progress and results of the "Quang Trung Campaign" in their area. Local authorities have identified this as an important and urgent political task, leading up to the 14th National Congress of the Party, ensuring that all citizens have housing and stable lives to celebrate the Lunar New Year of the Horse in 2026.

The Party Committee of the City People's Committee continues to direct the removal of difficulties and obstacles; review and immediately identify locations for rebuilding houses and resettlement areas for people, ensuring safety, stability, and long-term sustainability; and ensure funding from the state budget and social resources. It directs the regulation and assurance of supply, preventing shortages of construction materials that could affect the progress, quality, and cost of house repairs for the people. Specific targets and timelines are assigned to each agency, locality, and unit, linked to the responsibility of the head of the Party committee and the heads of relevant departments and sectors; and the implementation is regularly monitored, evaluated, and ensured to be within the correct scope and target, preventing losses, waste, and corruption.
