The National Assembly passed a breakthrough resolution on energy development.

With 424 out of 436 attending delegates voting in favor, the National Assembly passed a Resolution on mechanisms and policies for national energy development in the period 2026-2030 on the morning of December 11th.

Before the National Assembly voted to approve it, authorized by the Government, Minister of Industry and Trade Nguyen Hong Dien presented a summary report on the revisions and amendments to the Draft Resolution of the National Assembly on mechanisms and policies for national energy development in the period 2026 - 2030.

Delegating the authority to the Prime Minister to approve investment policies.

Based on the conclusions of the National Assembly Standing Committee, the Government has directed the drafting agency to urgently and actively coordinate with the verification agency and the National Assembly Committees to study and incorporate as many valid comments from National Assembly deputies as possible and to revise and finalize the draft Resolution.

Specifically, the amendments include: adjusting the name according to the conclusions of the National Assembly Standing Committee; regulating the adjustment and updating of the plan to meet practical requirements without changing the viewpoint, objectives, and major orientations of the plan and without increasing the total installed capacity according to the structure of each type of power source; granting the Prime Minister the authority to approve investment policies and approve investors without auctioning land use rights or bidding for the selection of investors for offshore wind power projects in the 2025-2030 period; decentralizing the authority to the Chairman of the Provincial People's Committee to approve investment policies for offshore wind power projects in the 2031-2035 period; and expanding the scope of participation in the DPPA to include electricity retailers.

Specifically, avoid including overlapping policies and submit written comments to the drafting agency and the agency responsible for reviewing the laws currently under consideration at this session, such as the Law on National Reserves, the Law on Public Debt Management (amended), and the mechanism for handling delayed projects in the Investment Law and the Land Law, ensuring the consistency of the law.

No legal loopholes.

According to the report on the acceptance, explanation, and revision of the draft resolution, the contents identified as falling under the authority of the Government or being subject to change and flexibility, requiring detailed regulations from the Government, have been accepted, revised, and discussed by the drafting agency, such as: specific financial conditions for enterprises proposing investment approval for offshore wind power projects; development of small module nuclear power; mechanism for handling survey costs; procedures for preparing, receiving, and handling situations related to offshore wind power project dossiers.

Minister Nguyen Hong Dien stated that, in order to avoid creating a legal vacuum after the resolution is passed, the Government will issue comprehensive guiding documents, ensuring clear, complete, consistent, and feasible regulations, and promptly put the Resolution into practice.

Directing ministries, sectors, and localities to urgently implement the provisions of the resolution, promptly resolve difficulties and obstacles of power generation and grid projects, improve market mechanisms, and promote investment attraction to ensure national energy security in the coming years.

Simultaneously meeting the needs of double-digit socio-economic development and achieving carbon neutrality by 2050; strengthening transparency, monitoring implementation, promptly reporting emerging issues to competent authorities, and proposing additional solutions when necessary.

The revised resolution has been perfected to be more rigorous and consistent, in line with the spirit of Resolutions No. 66, 68, and 70 of the Politburo.

Previously, on the afternoons of December 4th and 8th, the National Assembly held discussions in committees and in the plenary session on the draft resolution. National Assembly deputies unanimously agreed that the resolution should be issued soon to promptly address long-standing obstacles; new, groundbreaking mechanisms are needed, especially in offshore wind power and electricity transmission, to ensure energy security in the context of electricity demand for socio-economic development and achieving double-digit growth targets in the coming period.
