Regarding the recruitment, employment, and management mechanisms for human resources in the education sector, the National Assembly Resolution stipulates that the Director of the Department of Education and Training has the authority to recruit and appoint teachers, educational administrators, and staff in public preschools, primary and secondary schools, continuing education institutions, special schools, and vocational high schools (public educational institutions) within the province; and to exercise the authority to transfer, reassign, second, appoint, and change job positions for teachers, educational administrators, and staff in public educational institutions under their management and for public educational institutions involving two or more commune-level administrative units within the province.

Vocational and higher education institutions have the autonomy to determine job positions, recruit, and sign labor contracts with foreign experts and scientists with doctoral degrees, as well as Vietnamese citizens residing abroad, according to their internal regulations; they also decide and take responsibility for the recruitment and confirmation of eligibility for work permit exemptions for foreign experts and scientists for a period not exceeding 3 years to carry out teaching and scientific research.
Regarding remuneration for personnel in the education sector, the Resolution stipulates a number of specific mechanisms and policies.
Specifically, the preferential allowance for vocational training is implemented according to a roadmap stipulated by the Government for public preschool and general education institutions, with a minimum rate of 70% for teachers, a minimum rate of 30% for staff, and 100% for teachers working in areas with particularly difficult socio-economic conditions, ethnic minority areas, border areas, and islands.
Vocational and higher education institutions have the autonomy to determine the additional income for teachers, staff, and employees from legitimate sources of revenue outside the state budget that are retained according to the law, in accordance with internal spending regulations and the unit's performance.
This Resolution comes into force from January 1, 2026.
There are mechanisms for early detection and nurturing of talent in specialized fields.
Earlier, Minister of Education and Training Nguyen Kim Son reported on the acceptance and explanation of opinions regarding the draft Resolution of the National Assembly on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development.
According to this report, regarding human resource development in the education sector, the Government has incorporated and revised the draft to clearly decentralize the authority for recruitment, employment, and management of human resources. The Director of the Department of Education and Training is responsible for recruitment, acceptance, and decisions on assignment, transfer, secondment, appointment, and changes in job positions in cases falling under their authority or involving two or more communes.
The Chairman of the People's Committee at the commune level decides on personnel matters within their scope of management.
The draft Resolution adds autonomy for vocational and higher education institutions regarding job positions, recruitment and contracting of foreign experts and scientists, and stipulates preferential allowances for professions according to a roadmap.
Regarding curriculum development, the government has incorporated feedback and made adjustments in the direction of standardizing textbooks and establishing a roadmap for providing free textbooks to students.
The Minister of Education and Training has decided on a unified national set of textbooks starting from the 2026-2027 school year, with free provision to be completed by 2030, prioritizing disadvantaged areas. The State guarantees a roadmap for free tuition and national defense and security education curricula in vocational and higher education; and simultaneously expands cooperation with research institutes and businesses to develop programs linked to the labor market, science, and innovation.
Regarding support for learners and the training of highly skilled human resources, learners have access to preferential credit from the Social Policy Bank, and consideration is being given to increasing funding to ensure the implementation of the policy.
The draft proposes supplementing the national key program for full-time doctoral training under a commissioned mechanism linked to scientific and technological tasks, with scholarships and living support.
At the same time, there should be mechanisms for early talent discovery and nurturing in specialized fields such as arts and sports, commissioning long-term training and allowing contracts with artisans, artists, and coaches.
